Requirements of the following organizations shall be conformed to, as appropriate: 1. Codes, ordinances, rules and regulations of the State of Kuwait and its lawful enforcement agencies. a b c Ministry of Communications, Kuwait Ministry of Information, Kuwait Ministry of Defense, Kuwait 2. Works covered by this Section shall be executed by experienced specialists, engaged in the installation and maintenance of a related sector as primary business for at least three (3) years immediately preceding years in Kuwait. C. Description of the solutions and system components stated in the tender documents are intended to define functional requirements of an acceptable solution, integral with the whole of the Contract. These shall not be interpreted outside that context and the Contractor in his tender shall highlight and allow for alterations / modifications to the system or the system components; which in his opinion are necessary to accomplish the intended purpose. D. Solutions supplied shall have local agent(s) certified by manufacturer(s) to maintain the systems during the entire project tenure.. E. Where it is intended to integrate these solutions with external systems software and hardware used shall be compatible with such systems. Alternatively compatibility shall be ensured by using appropriate ways and the like, at no additional cost. 01121-1

1.04 SYSTEM DESCRIPTION: The provided system shall follow a compliance with all relevant ISO guidelines in respect of system protocol. It shall generally include and perform; but not limited to the following. A. Construction Site Cameras and Digital Video streaming Server system containing at least six (6) numbers installed at designated site locations and capable of the following functions but not limited to: 1. Providing video imagery of the site in real time day and night. 2. Location of cameras shall be pole mounted (adjustable height) and movable to allow remote inspection of all critical construction operations (to be identified and instructed by Engineer). Securing of the poles to prevent shaking of cameras should be ensured. 3. On site video streaming server(s) capable of High definition streaming of construction site cameras. The required connectivity charges shall not involve extra costs at any stage of project. 4. Video server shall have options to control all camera remotely (through website) or from local network via secure access. 5. Video server shall be capable of publishing the LIVE content & being viewed remotely over the Internet through secure access (not public access) as a. Each user will have a unique username and a password for authentication. b. Users when authenticated can view selected site cameras. c. Should have capacity to serve 20 simultaneous online viewers. d. All users visiting site shall be tracked and kept record of such user activity and a report shall be produced for the Engineer when required. 6. All connectivity and wiring required to connect all cameras to main site network shall be provided by the contractor. 7. All cameras will be mounted on adjustable height poles, 8meters maximum height. Their locations shall be movable as per the Engineers request at NO EXTRA cost. 8. If the existing cameras do not provide sufficient coverage of construction activity as decided by the Engineer then the contractor shall provide additional cameras where needed to monitor construction activity as instructed by the Engineer; for which no extra charges shall apply. 9. Large wall mounted LCD Display (40inch LCD) unit at Engineer s designated location for monitoring cameras on the site. 10. All camera and related equipment shall remain property of contractor and will be returned to contractor at the end of project. B Project Website should be designed and implemented with approvals from the Engineer with below mentioned features. 1. Website should be a CMS driven solution 2. Multi-level user management for accessibility and data management on project website. 3. Domain name should be decided by the Engineer and should be a.kw, country specific TLD. 4. All the registrations and ownership of selected domains shall be exclusively in the name of client for the complete project tenure. 01121-2

C D 1.05 SUBMITTALS 5. Registration of this domain shall be provided by a locally registered company in State of Kuwait. 6. Website shall have a backup solution to recover from hacking and / or system related issues. 7. All information to be posted on the website shall be approved / provided by the Engineer and shall be kept as a record for future references and hence be maintained by the contractor. 8. Contractor must provide all required/related application/software/ licenses for the operation of website during the project tenure. 9. Hosting on a web hosting provider through dedicated / virtual server either local or remote and a fully replicated backup setup shall be made on a local server as well in case of any disaster related problem. 10. Web site should be compliant with latest mobile platform (e.g.: Android / ios) through mobile apps or mobile browsers. Network and Infrastructure Contractor shall provide all Cameras and related network infrastructure to complete the system as below but not limited to: 1. All camera connectivity through wired or wireless network shall be provided 2. Any type connectivity shall not constrain the required functions of cameras and related video streaming solution 3. The contractor shall provide secure access to the network through firewalls or related security modules. 4. Adequate rack space or server mounting space in a 24/7 environmentally controlled weather protected room shall be provided by the contractor to house Camera and related server equipment. 5. A redundant power supply shall be provided with UPS backup for the cameras and related serves and network equipment. Power to the cameras and servers shall not be switched off for any reason without ensuring that there is sufficient UPS capacity to keep cameras and servers operational during any electrical maintenance work. 6. All backup operations and related routines will be responsibility of contractor. Internet Link 5Mbps dedicated internet link with a backup wireless link with equal capacity shall be provided on the site with: 1. Dedicated Public IP addresses adequate to publish required video and web server from the site shall be provided by the contractor 2. Physical Firewall to be installed on the site for the internet security. 3. Each link should be from a different ISP to help reduce any down time. 4. The Link provided shall be adequate for a minimum of 5 dedicated online viewers at full capacity. Three (3) copies of the following shall be submitted under provisions of the General Conditions of Contract. These, being a critical part of the job, shall be prepared in a professional manner and submitted in one or more file(s) / book(s) each (A4 size open flat files or hardbound volumes), if single volume will limit its use. A. Project Documentation (Preliminary) in English and Arabic; to be provided for project initiation phase within one week from date of signing of contract. It shall contain information and details required at time of inception of project and shall serve as a master plan for deployment. 01121-3

1. Details of solutions to be provided with details of stages to be followed during the implementation 2. Schedule of implementation and related diagrams 3. Construction Site Camera specifications and descriptions of all salient features associated with the systems and how video data is interfaced with website in an easy to understand format 4. Website designing and development plan including schedule of development 5. System security and accessibility plan 6. Backup and recovery plan B. Project Documentation to be submitted in English and Arabic within ONE (1) month from the date of enterprise: Job specific volume containing the following in separate sections with indexes. Sections not submitted shall be marked with the date by which that section will be supplied. One set of these documents shall be maintained at site at all times. 1. Functional Description: Overall solution tasks and functioning. Separate sheet for each functioning unit. 2. Overview of the Project Website and listing of the different areas on a site map and their functions. 3. Drawings: Supplied in plastic drawing covers and clipped into the volume, containing: a. Flow diagrams of cameras, website and its related modules b. Schematic diagrams of the location related hardware, pole mounts and related system components. c. Network layout showing how all equipment in a. is connected by wired network and specific names and IP address of all equipment. d. Full Backup and recovery plan including disaster recovery plan with measures and requirements of disaster recovery and schedule of all project with related data structure being planned on the backup media. 4. Website documentation, user and administration guide 5. A customized bi-lingual user manual containing all common operational functions and usage procedure for the designated personnel is to be submitted to for Engineer for approval and distribution to the concerned. 6. User list and their system access levels 1.06 GLOSSARY OF TERMS USED IP... Internet Protocol version 4 On Line... State when a data on a network is available for I/O. Period of Operation... Starting from the Date of Enterprise till the Date of Substantial completion plus three months as certified by the Engineer. Software License... Uninterruptible power supply Pole Mounts... Variable height metal monopole towers. PART 2 PRODUCTS 2.01 GENERAL A. Acceptable Manufacturers for Construction Site Camera 1. EarthCam Inc., USA 2. OxBlue, USA 3. Lumenera Corporation, USA 4. Approved alternatives / substitutions under provisions of the General Conditions of Contract 2.02 CONSTRUCTION SITE CAMERA A. Wide Angle outdoor PTZ camera with the following capability: 1. At least 10x optical zoom capable of at least 6 Megapixel images 2. Capable of operating in temperatures of at least - 2 to 60 degrees Celsius. 3. Capable of HD Streaming Video 4. Remote controllable with Pan, Tilt and Zoom. B. Camera to be housed in IP 65, 66 rated camera enclosure. C. Construction Site Camera s output will be live stream video. D. Live stream video shall be viewable via password protected web interface & capable of simultaneous viewing by 5 users through a video server at a minimum of 10 fps. Engineer s designated personnel to monitor site activity and review activity on any given day. E. Site cameras shall be mounted on the metal monopole towers and required protective base and mounting mechanisms as appropriate shall be included. 1. All poles Monopoles will be of 8 meters height and locations should be movable as instructed by Engineer from time to time for project construction monitoring purpose. The monopoles must be stabilized with appropriate mechanisms to prevent swaying / shaking. 2. Initially Cameras will be mounted on a lower part of poles to give a clear view of project construction while with the construction work going on the height of camera will be increased to accommodate a clear view of Construction activities. F. Wired or wireless connectivity of cameras to main video server shall be provided 01121-5

2.03 PROJECT WEB SITE A. Contractor is to setup a Project website for access via Internet. Content on the website will be finalized in consultation with the Engineer. The domain name should be registered in agreement with the Engineer and for a minimum of 5 years. Domain should be registered in the Engineer s name and complete domain registration details should be provided to the Engineer. B. Any changes to the website per the Engineer s instructions should not involve extra cost. C. Website must be hosted on a dedicated / virtual server and should have redundant hardware backup to maintain an uptime of 99%. All hosting details including control panel and ftp username and passwords must be provided in a sealed cover along with submittal reports to the Engineer. 2.04 INTERNET LINK A. Contractor is to provide a dedicated 5Mbps internet link on the site dedicated only for cameras and video streaming. B. Contractor is to provide a backup internet link via Point to Point wireless connectivity. C. Each internet link must be from different ISPs to ensure full redundancy in case of failure of one of them. D. A dedicated physical firewall shall be installed on the client premises to secure client from any security threats as a result of internet link 2.05 SERVERS AND NETWORK INFRASTRUCTURE A. All servers provided by the client should be from a certified international vendor B. All servers must be rack mountable with on a 24U Rack to be provided by the Contractor. PART 3 EXECUTION 3.01 INSTALLATION A. Contractor to install a fully functional system in compliance with reference standards, local / international codes. B. Wiring shall be installed in such a way that minimizes coupling of electromagnetic and electrostatic interference on low voltage signals and data wiring. 3.02 TESTING A. Specialist shall demonstrate the hardware and software(s) to the Engineer and Engineers team; by in-house simulation prior to implementing on site. B. System demonstrations shall be conducted within one month of Date of signing of contract. A minimum of one week's written notice shall be given and the Engineer's written consent obtained, prior to such demonstrations. C. A detailed functional testing shall be conducted by an expert designated by Engineer for approvals of deployed solution. 01121-6

3.03 TRAINING OF ENGINEER S PERSONNEL A. During the Period of Operation designated administrator shall perform required day to day operations and as instructed by Engineer. B. Advanced one time training for designated Engineer s staff / users shall be provided including customization and maintenance associated with the system, including but not limited to: 3.04 MAINTENANCE 1. Installation of software for Engineer s staff / users. 2. System setup and operation. 3. Troubleshooting and System maintenance procedures 4. Web site details and modification 5. Maximum trainees will be 25 in number divided in batches of 10 with 2 hours training session for each batch. A. Requirements of General Conditions of Contract shall be referred to and complied with as appropriate, without prejudice to the requirements stated herein. B. Corrective actions / modifications made on the Website and Camera during Period of Operation shall be updated on the written user documentation and to the users. C. Any updates or changes to Website and Cameras shall be informed to and approved by the Engineer in advance. Supplementary training shall be provided in modified or new functions. Software updating shall be done outside of regular working hours. D. The hardware and software provided by the contractor remain the property of the contractor and must be maintained by the contractor and shall be in working condition. E. Replacements for any non-functioning / defective / damaged hardware and software systems / components are to be provided on the same day of failure from spares that are to be kept by the contractor. F. Contractor must keep at least one spare construction monitoring camera on site to provide immediate service. END OF SECTION 01121-7
