Telecom Policy Wireless focused policy Adopted in 1996 with revisions in 2001 and latest in 2009. Controls the placement and billing structure for third party telecom equipment on Region owned facilities. Needs updating due to changes in: Industry Technology Society Region needs 5

Addressing Technology Changes POLICY CHANGES BENEFITS Small cell implementation at street level Changes in antenna technology Enable carriers to provide broadband at street level without large towers Application of fees based on use of space on Region owned facilities 10

Proposed policy would: allow carriers controlled access to street light & traffic poles for small cell installations establish cost recovery permit fees Allowing economical access to Regional rights-of-way can assist with creating a positive business case for carriers 11

Incorporate Industry Best Practices POLICY CHANGES BENEFITS Develop a Tower & Connectivity Master Plan Reduce visual pollution in key areas Promote tower consolidation and colocation Adopt one window application management process Encourage investment, enable partnerships, quicker solution for carrier siting, positive business case Reduced tension when siting towers and installations Allow combined benefit, Region needs, reduced hurdles for carrier, positive business case, promotes rural broadband Communicate, promote investment, simplify applications & approvals 13

Key Policy Change Tower & Connectivity Master Plan Identify underserved areas Make available planned, vetted and precleared land practices Leverage infrastructure investments to promote private sector investments Developing a Tower & Connectivity Master Plan will enable partnerships and assist with a positive infrastructure business case 14

Proposed policy would: establish market rate billing for tower owner and colocators allow consolidators to build towers to lease to multiple carriers allow a single Tower Multiple revenue streams Allowing tower colocation and consolidation would reduce visual pollution while enabling a positive business case for tower builders and colocators 15

Tower Consolidators Recently started operations in Canada. They lease raw land, build towers and lease space to many carriers. Revise billing model to support this business case. 16

Reduce Visual Pollution Antennae consolidation supports operational needs while improving aesthetics 17

One Window Access: Process all applications for Telecom Own the Tower & Connectivity Master Plan Communicate facilities availability Encourage investments Facilitate open, competitive, innovative services and applications Maximize the use of public sector investments 18
