Description Digital Private Line Service is an unswitched, non-usage sensitive, point-to-point or point-to-multipoint service which is dedicated exclusively to one customer. Sprint offers Digital Private Line Service on an interlata basis between completed points of presence (POP) on its fiber optic network. This terrestrial service provides for two-way simultaneous transmission of digital signals at speeds up to 44.736 Mbps. The points of presence and their availability are detailed in International Termination Points for Business Communications Services Digital private line services offered are: Clearline 1.5 Clearline Fractional 1.5 Clearline Voiceband Clearline Digital Data Services Clearline 45 Clearline Optical OC-3 Clearline Optical OC-12 1. Clearline 1.5 Clearline 1.5 Service is a high speed digital transmission service at speeds of 1.544 Mbps. The performance objectives for Clearline 1.5 Private Line Service from subscriber's premises to subscriber's premises are as follows: %Network Airline Miles Availability % Error Free Seconds 0-250 Miles 99.97% 99.89% 251-1,000 Miles 99.96% 99.85% 1,001+ Miles 99.95% 99.83% Local Access Facilities may limit the performance specifications that the end user can anticipate. Clearline Echo Control Clearline Echo Control is a feature providing echo control devices (ECDs) in Sprint's network to improve the quality of speech signals in long-haul voice circuits, typically over 1,200 route miles. Since ECDs are disruptive to data transmissions, Sprint will provide Echo Control only on Clearline Voice band or Clearline 1.5 private line circuits used for voice transmissions. In instances where Sprint is not the sole provider of the customer's entire private line circuit, Sprint will provide Echo Control only on Sprint's portion of the total circuit. The following installation and monthly recurring charges will apply for Clearline Echo Control. M-24 Multiplexing The M-24 Multiplexing function permits the channelization of up to 24 channels from a Clearline 1.5 or Clearline Fractional 1.5 Service. A channelized T1 contains 24 individual subrate channels, each capable of carrying voice or data. Each individual channel s maximum subrate speed is 64 kbps and each individual subrate channel may be fractionalized to create a higher bandwidth. Channelized circuits can be any combination of Voice grade (DS0), Digital Data Service (DDS) and Fractional 1.5 circuits. Sprint or the customer provides/owns the channel bank or other appropriate CPE multiplexing equipment on the customer premises. The M-24 MRC and NRC charge is applicable to each channelized end of a Clearline 1.5 or Clearline Fractional circuit. Allowances for Service Interruptions Credit allowances for interruption of Clearline Digital Private Line Services shall be made, upon customer request, as set forth below: Customers will be credited for an interruption of thirty (30) minutes or more at the rate of 1/1440 of the applicable monthly charge for each thirty (30) minutes or major fraction thereof that the interruption continues. An interruption period begins when the customer releases the circuit to Sprint for fault isolation and testing and ends when the circuit is returned to the customer. No credit will be given for an interruption of service of less than thirty (30) minutes. Each interruption is considered separately for the purpose of establishing credit allowance. Interruptions shall be accumulated to the nearest half-hour period. The credit for a monthly billing period shall not exceed the monthly rate. The Customer shall not receive a credit if an interruption is (a) caused by the egligence or willful misconduct of Customer or others authorized by Customer to use the services provided by Sprint; (b) due to a failure of power, facilities, equipment, systems or connnections not provided by Sprint; (c) caused by the failure of access to Sprint's network; (d) a result of scheduled maintenance; or (e) due to any cause beyond Sprint's control. Clearline 1.5 Circuit Charges The charge for intercity communications channels is based on mileage and channel bandwidth. Mileage is the intercity mileage between Carrier's points of presence as located in cities wherein the Carrier holds itself out to provide service. Sprint's Clearline 1.5 Private Line Service is provided under two pricing structures as described below. Reduced rates are offered based upon length of Subscriber commitment and monthly intercity circuit charges. Intrastate Clearline 1.5 intercity circuit charges will count towards the customer's total intercity circuit charges for the determination of the usage level for interstate circuits. Customers electing monthly service rates are not entitled to volume discounts. Monthly Base Service pricing is used initially to calculate all Sprint Clearline 1.5 customers' charges. Except for customers selecting the Monthly Base Service, all customers are eligible for the Clearline 1.5 Volume Pricing Plan. Each Clearline 1.5 circuit connected between two customer interface points will be construed as an individual circuit for rate compilation purposes. Base and Volume Pricing Plan rates do not provide for special or diverse circuit routing. To calculate the charge for an interlata Clearline 1.5 circuit under Base Service Pricing, add the fixed charge plus the charge per mile times the total number of Vertical and Horizontal (V&H) miles. 10th Revised Page 8 1. Clearline 1.5 Circuit Charges (Continued) The Clearline 1.5 Volume Pricing Plan rewards extended term customers for large volume monthly Clearline 1.5 usage. Under this plan, the customer's total monthly Clearline 1.5 intercity circuit charges will initially be calculated using the applicable Monthly Base Service rates. Contributory circuits include Clearline 1.5 circuits priced under this Schedule and Clearline 1.5 circuits in the customer s Schedule No. 12 CNSA options. If the total usage is equal to or greater than $2,000, each circuit will be priced and billed at the applicable Volume Pricing Plan rate. If the initial calculation is less than $2,000, the intercity circuit charges will be billed at the Monthly Base Service rates. There are over 60 pricing plans depending upon monthly usage and length of service commitment. See Section 3.2.1.1 for the plans. There are no Volume Pricing Plan rates for monthly service. Monthly service customers will always be billed at the monthly base rates. Using the Clearline Volume Pricing Plan Table (Section 3.2.1.2), add the appropriate fixed rate to the per mile rate times the mileage for each circuit to derive the per-circuit charge. General Description In order to subscribe to Sprint's Private Line Service, the subscriber will need to gain entry to Carrier's network by means of a Local Access Facility. Such local access facilities will generally be ordered from local telephone companies in the customer's name, by Sprint, as agent. Sprint will bill customer for these facilities. All rates, terms, and conditions regarding local access facilities are provided under Sprint's Schedule No. 8. Any special construction or non-standard charges assessed by the local telephone company supplying the local access will also be the responsibility of the Customer. On occasions when alternative facilities are necessary (those provided in lieu of local telephone company facilities), Sprint will consider each case individually. Alternative access facilities will be charged on an individual case basis. Sprint's scope of work for alternative access facilities may include, but are not limited to, detailed assessment or engineering studies, alternative vendor interface and installation supervision. If applicable, subscribers will also incur charges associated with additional access components, i.e., central office connection, access coordination fee, special access surcharges and co-location of facilities charge. The applicable charges are determined based on the type of access ordered, i.e., T-1, T-3, Dedicated Access Line or Digital Data Access Line. The components of access coordination and the applicable monthly recurring charges and nonrecurring installation charges associated with access are provided for under Schedule No. 8. 5. Co-located Access Facility Co-located Access Facilities are any which do not use local telephone company facilities and are generally limited to connections within a single building structure. That is, Customer premises will be in the same building structure as the Sprint point of presence. If the co-location charge is applicable, Sprint will not charge the Central Office Connection fee, the Access Coordination Fee or the Special Access Surcharge as provided for in Schedule No. 8. 6. Minimum Service Period Local access facilities are offered with a minimum commitment period of 3 months for T-1, Dedicated Access Lines (DALs) and Digital Data Service (DDS) as set forth under Schedule No. 8. For T-3 access, service is offered under a minimum one-year contract. Alternative access facilities or local telephone company special construction require minimum commitment periods and are to be defined via contractual agreement. 7. Miscellaneous Services 1. Clear Channel Capability At the request of the subscriber, Sprint will provide B8ZS arrangements, where available from the Local Exchange Carrier, as set forth under the provisions of Schedule No. 8, for the connection to Clearline Digital services with Clear Channel Capability. Trouble Shooting at Subscriber's Premises This charge is to cover the cost to Carrier of a visit to subscriber's premises to determine what equipment is the cause of a malfunctioning channel. This charge applies in cases where Carrier identifies the trouble to be caused by subscriber-provided equipment and is unrelated to any malfunction of Carrier's service. Moves and Rearrangements The subscriber may move locations or order his service arrangement (e.g., tie line, foreign exchange, etc.) changed with or without a move.
