HLG and CSPA CSPA project: sponsored by the High Level Group for Modernisation of Official Statistics (HLG-MOS) started in 2013 coordinated by UNECE objective is to create a Common Statistical Production Architecture

Project Shared Services (SERV) Goal: to set up conditions for sharing statistical services building on UNECE's CSPA and participating in their selection, implementation and integration in statistical production processes at national, ESS and Commission level. Approved by ESSC in February 2015 Supporting the following key areas of VISION 2020: Key Area 1 "Identifying user needs and cooperation with stakeholders" Key Area 4 "Efficient and robust statistical process" Community-based approach for European collaboration Eurostat is a member of the CSPA Implementation Group SERV extends CSPA and supports its implementation in the ESS by applying the CSPA approach on ESS developments and delivering statistical services for the ESS.
Objectives Implement governance structure Standardise the description of business needs by building on CSPA and related standards Host and maintain a ESS and CSPA Service Catalogue at the Commission/Eurostat Enabling national and ESS projects to industrialise processes and integrate reusable components resulting in the rationalisation of information systems. Provide an ESS/Eurostat SOA environment for hosting. Provide Proof of Concepts statistical services (Phase 2) Provide selected reusable statistical services as software components mapping them to ESS Vision needs and to Level 1 GSBPM (Phase 3)

Phase 1 Deliverables ID Name Description Deployment SERV.D03 CSPA service catalogue (Version 1) SERV.D04 ESS SOA Infrastructure SERV.D06 Example Services The CSPA service catalogue is hosted and maintained by EUROSTAT. Middleware based on Oracle OSB was configured an available for use for hosting services. The first POC service, Structured Validation Service (STRUVAL) was developed. It is planned to be tested and applied in NAPS-S starting January 2016. CSPA Service Catalogue is in production and used by various statistical organizations. The ESS SOA Infrastructure was configured and the first statistical services were deployed on that Infrastructure by Eurostat. Further statistical services will be deployed on that infrastructure in year 2016. First deployment will come from the projects NAPS-S. Phase 1 deliverables were provided on time and on budget.
Roadmap for Phase 2

Explore open source collaborative platforms for the implementations.
Shared Services Governance Will define the selection criteria for services to implement in Phase 3 Will define eligibility (certification) criteria for a service to be added to the ESS Service catalogue Will provide recommendations on Service Level Agreements and Licensing (Open, Free, Commercial) Will provide recommendations for the sustainability of the "Shared Services" initiative

Phase 2 (2016-17) Actors Cooperation between Eurostat and Member States Eurostat: Implementation of certain deliverables (ESS Service Catalogue, SOA Infrastructure, some services) ESSnet: Consortium: France (Coordinator), UK, Portugal, Lithuania, Slovenia, Germany Will also include communication with non-participating ESS members Started in January 2016
