This short manual will step you through the online process for registering a tall structure or oversized sign. Important items before you begin the process: 1. You must be a registered user of the Gwinnett County E-Services website in order to register your oversized sign or cell tower online. To register, go to https://eddspermits.gwinnettcounty.com/citizenaccess and click on the Register for an Account link on the upper-right of the screen. 2. There are two methods in which to pay for your online tall structure or oversized sign registration. a. Credit Card: After you have entered the application information online, you will receive an email stating payment is due. Online payments are only taken via Visa, Mastercard, or Discover. b. Check: After you have entered the application information online, send a check via U.S. Mail, FedEx, or UPS to: Gwinnett County Department of Planning and Development Attn: Sharon Cook, Planner II 446 West Crogan St. Suite 150 Lawrenceville, GA., 30046. Make checks payable to: Gwinnett County Department of Planning and Development. We will start on the Welcome screen: As stated above, you must be a registered user to use the online registration process. Login using the fields provided in the blue box on the upper-right side of the screen. Once you log in, you will be able to Tower_Oversized Sign_Registration_Manual Page 1 of 8
select your type of registration. You can do by using the + Create a New menu at the top of the screen simply mouse over the word New near the top of the screen and, when the menu appears, select Tall Structure/Oversized Sign Registration. You will move automatically to a disclaimer screen. Once you agree to the E-Services terms, the Permit Creation Start page will open: Click on the arrow to the left of Tall Structures and Oversized Signs to show both options Tower_Oversized Sign_Registration_Manual Page 2 of 8
In this Manual, we will use Cell Tower Registration as our example, but the Cell Tower and Oversized Sign Registration process are identical. Just select the button beside the type of structure you wish to register, and click on the Continue Application button: We will step through each section of the registration process. First, the Detail Information Section: In the Tenant Name field, enter in the Structure ID# Instructions exist on the screen for how you should fill out the three fields that are in this section. Next, the Address, Parcel, and Owner Sections: Enter info into the Detailed Description field as shown: REGISTRATION, (type of structure), Name of Structure Tower_Oversized Sign_Registration_Manual Page 3 of 8
Every oversized sign or cell tower has an address, and has a parcel number. You can search for either on this screen, but you MUST have either an existing address or an existing parcel number to continue from this point. If you do not have the information you may call 678.518.6000. The best practice is to do one of the following two things: 1. Enter in the street address number and street name only (no street type), or; 2. Enter only the parcel number (formatted like this: 1234 567 Gwinnett County parcels have seven digits.four digits, a single space, then three more digits.) Enter in EITHER the address information in the Street Address section OR the parcel number in the Parcel # section, using the proper fields. Then, click on the Search button in the section in which you entered your address or parcel information: If your address is correct, the Parcel and Owner sections will automatically fill in with the matching information: Tower_Oversized Sign_Registration_Manual Page 4 of 8
If the address is correct, and you have data in all three sections, click on the Continue Application button. Next is the Applicant field: You have three choices on this screen. You can enter your own information as the applicant, You can add information for a different entity or person, or; You can search the Gwinnett County database for a company or individual. Clicking on Select from Account will pull up your information your registered account information that you created when you registered for an online account. This information will be automatically attached to this cell tower or oversized sign registration. You can also add new applicant information by clicking on the Add New button: Fill in the required fields (you must enter in an e-mail address in order for payment instructions to be sent) and click on the Continue button. You can search the Gwinnett County database by clicking on the Look Up button: You can use any of the fields to search the Gwinnett County database for individuals or companies. If you are unsure of spelling, you can use a partial word; then, use the wildcard tool (%) For example, a wildcard search for sesame could look like sesa% or %ame. Once you enter in the search criteria, click on the Look Up button. If you do not find the correct information, you can click on Discard Changes and retry your search. Once your applicant information is entered, you must enter information into three required fields. This is in the Registration Info section: The three fields are as shown: 1. Type of Registration: There are two choices in this drop-down: a. Registration TS (Tall Structure) (cell tower) b. Registration OS (Oversized Sign) (billboard) i. Select the appropriate choice Tower_Oversized Sign_Registration_Manual Page 6 of 8
2. First Time Registration: If this is an initial registration, i.e. not a renewal from the year before, select Yes. If it is a renewal, select No 3. Structure ID Number: This is a structure designation given to the tall structure or oversized sign owners and/or operators for this particular structure. If you have it, enter it here. If not, enter N/A. Skip the Attachment Section and proceed to the review screen by clicking on the Continue Application button at the bottom of the screen. Next is the Payment Selection section: You have two payment methods to choose from. 1. Check: If you select Check, you must click on the Save and Resume Later button. This will send a notification to County staff that you have submitted a registration. You will receive an on-screen notification: a. U.S. Mail, FedEx, or UPS your check made payable to: Gwinnett County Department of Planning and Development 446 West Crogan St. Suite 150, Lawrenceville, GA., 30046 b. Once Gwinnett County staff receive your payment, it will be processed and you will receive instructions how to go online and retrieve your registration. If you are paying by check, you are finished with the Registration process. 2. Credit Card: If you select Credit Card, you can click on the Continue button. This will take you to the Review screen and, once you review and approve the information on that screen, the credit card payment screen. Tower_Oversized Sign_Registration_Manual Page 7 of 8
The next screen is the Review screen: You can review all the information that you have entered in for your tall structure or oversized sign registration. If you see any mistakes, you can click on the Edit button to the right side of the incorrect section and the application will return you to that screen to correct any mistakes or errors. If everything is correct, click on the Continue button. You will be directed to pay the registration fee via credit card. 1. After the fee is paid, you will be directed to the Receipt screen where you print the registration and receipt. At the top-right of the screen, (in dark blue) you can see the Reports link. Clicking on the arrow will show a list of available reports. The one shown is the Online TS/OS Registration report. This is your registration for your tall structure (cell tower) or oversized sign (billboard). You can click on the report name and you can print your registration at this point. NOTE: You must have your pop-up blocker OFF for the E-Services website in order to print from the webpage. Your registration is complete. Tower_Oversized Sign_Registration_Manual Page 9 of 8
