Does the stewardship transition matter to us? Depends on your focus For operation of the IANA functions: It should not matter as long as stable and secure operation and services are ensured To minimise political interference : Reduce concerns in internet governance discussions that US is controlling the IANA functions Demonstrating effectiveness of open, bottom up community process Some are watching its effectiveness First case where multiple communities on the IANA functions work together on a common issue 7

Key elements of the proposal Names PTI will be set up, as a subsidiary of ICANN, to run the IANA functions Committees set up within PTI to minister service level for names functions, decisions on change of operator NTIA s role of approving the root zone changes will not be replaced (simply removes this step) Numbers RIRs exchange SLA with ICANN on IANA Numbering Services, instead of NTIA Review Committee, with representatives from each RIR region adivces RIRs on evaluating service level 12

Key elements of the proposal Protocols Maintains its MoU with ICANN on protocol parameters function with SL requirements Additional notes for implementation Verisign will exchange agreement with ICANN on root zone management, instead of with NTIA IANA, Versigin, root zone operators to update operational procedures in changes to root zones, without approval from NTIA needed for implementation 13

Demonstrated bottom up, open cross community process works in a form of a concrete proposal Process enhanced networking and collaboration cross communities good ground work for the stewardship mechanism post transition Demonstrating effectiveness of existing communities are important in wider internet governance discussions as well 15
