Outcome of RPM Coordination Meeting 3
Regional Preparatory Meetings (RPM) All the six Regional Preparatory Meetings (RPM) for the World Telecommunication Development Conference (WTDC-10) have been held for the Asia-Pacific, Africa, the Americas and CIS regions, Europe and Arab States At the global level, programmes, activities and initiatives have been reviewed, while relevant adjustments to their scope and objectives were suggested for the coming cycle At the regional level, all regions assessed the regional initiatives currently under implementation and agreed upon new initiatives to be proposed to the coming WTDC. Continuation of some of the existing RIs including the update of their main objectives and activities to the evolving situation of the regions concerned 4

Preparation for the WTDC-2010 Eligible Member States, Sector Members and observer organizations, individually or collectively, can submit the appropriate input documents to the ITU Secretariat. Structure of WTDC-10 (1) Meeting of Heads of Delegation: May 23 Change The inaugural meeting shall be preceded by a meeting of heads of delegation The heads of delegation shall prepare the agenda for the first plenary meeting and make proposals for the organization, chairmanships, and vice-chairmanships of the conference, its committees and working groups of the Plenary Opening Ceremony: May 24 Some Heads of States and industry leaders are being invited Plenary Sessions: May 24-25 & plus Policy statements from heads of delegations and others are expected to be delivered 24
Structure of WTDC-10 (2) Change Committee 1: Steering Committee To coordinate all matters connected with the smooth execution of work and to plan the order and number of meetings, avoiding overlap wherever possible in view of the limited number of members of some delegations Committee 2: Budget Control Committee To determine the organization and facilities available to the delegates To examine and approve the accounts for expenditure incurred throughout the duration of the conference and to report to the plenary meeting on the estimated total expenditure 25
Structure of WTDC-10 (3) Committee 3 Work Programs Change To examine the developments in the telecommunication environment and to consider the draft strategic plan for the ITU-D Sector; To establish work programs and guidelines for defining questions and priorities, and to provide direction and guidance to the BDT; To maintain or terminate study groups and allocate to each of them the questions to be studied 26
Structure of WTDC-10 (4) Change Committee 4 Regional Initiatives and Projects To review project execution function of the BDT and to establish guidelines for direct assistance; To consider the RIs and establish appropriate guidelines for implementation; To establish a framework for specific actions for LDCs and other special initiatives; To examine the developments in ICT marketplace and establish guidelines for strategic partnerships, resource mobilization and international cooperation; To consider the role of the regional presence and the one of the private sector in this respect. 27
Structure of WTDC-10 (5) Change Committee 5 Editorial Committee To harmonize the texts relating to the conclusions of the conference in the six official languages of ITU, without altering the sense, with a view to their submission for approval to the plenary meeting. Side Events: 7 Side Events: Connect a School, Connect a Community Ministerial Roundtable, partnership announcements, a briefing on ICT indicators. Four Information Sessions : ITU s spectrum management software SMS4DC and activities related to the transition from analogue to digital broadcasting Launch of the ITU Academy Portal with demonstration Series of regional fora dealing with National ehealth Roadmaps Regulatory tools such as the Toolkit, GREX and ICT Eye. 28
