Job Description Job Title: Directorate: Responsible to: Job Purpose: ICT Systems Administrator Finance & ICT Directorate ICT Infrastructure Manager Support and assist the provision of a high quality and professional ICT service that fully supports the achievement of the business objectives and contributes proactively to organisational goals of continuous improvement, cost efficiency and digital inclusion. Principal Duties and Responsibilities The post holder will support and assist all ICT networks and network services to ensure thorough security measures are in place and to assist the ICT Manager in the further development of all aspects of technology within the Association. The post holder will also build strong relationships across the Association working flexibly and collaboratively with colleagues in the team, and proactively identifying areas for service improvement and providing technical support and guidance as required. 1.0 Best Practice 1.1 Contribute to the effective delivery of a Quality service through the formulation review and proper implementation of policies and procedures aligned to security standard ISO 27001: 13 and ITIL best practices. 1.2 Maintain system security profiles and user access rights, ensuring compliance with the User Access Control policy. 1.3 Maintain standard build processes and produce full documentation for all systems. 1.4 Assist the ICT Manager in drafting and reviewing ICT related policies in relation to network access and management, system security and any other relevant ICT policy. 2.0 System Support 2.1 Participate and support in co-ordinating upgrades and enhancements to corporate systems i.e. SQL, Progress, NIHE HMS, Midlandhr itrent HR and Payroll, OpenHousing, OpenFinancials, SQL reporting, Clockwise, Electronic Document Management System, Epic Care, Mimecast. 2.2 Provide ongoing software support and guidance to the core business applications i.e. Openhousing, Openfinancials, Trent HR and Payroll, EpicCare, Clockwise. 2.3 Participate in implementation of networking equipment and server based systems in a virtualised environment. 2.4 Assist ICT Manager in preparation of planning, management and implementation of ICT projects. 2.5 Provide ongoing testing and implementation of disaster recovery practices and contribute to its continual development. 2.6 Assist the IT Manager in the development of ICT budget planning. 3.0 Network and Server support 3.1 Provide technical support and guidance on developing networking, communications equipment and the server infrastructure including storage across the DR site, Regional Offices and hubs. 3.2 Administer and maintain wired and wireless infrastructure TCP/IP, DNS DHCP, VLANS, VPN, Firewalls, VOIP telephony including voice recorder, Video Conferencing, CCTV and physical security systems. 3.3 Provide ongoing testing and maintenance of the backup system ensuring backups are completed correctly to enable full recovery if required. 3.4 Install configure and maintain Windows servers, Citrix XenApp servers, Radius Server and MS Exchange servers. 3.5 Monitoring and troubleshooting the setup of user accounts, permissions and passwords with the relevant security context, ensuring the password policy is adhered to and security maps are maintained. 3.6 Troubleshoot network and server problems using appropriate tools and technologies. 3.7 Trial new products and tools for managing network devices and servers 3.8 Systems administration of an antivirus management solution and internet monitoring software Trend Micro Enterprise suite and ForcePoint Websense. 3.9 Onsite and offsite installation of network hardware for all locations. 3.10 Monitor network performance and resilience and advise on improvements if required. 3.11 Ensure the Association has the necessary software licences and maintain a register of same. 3.12 Asset manage all networking and server equipment items and provide advice when replacement of items is required and dispose of equipment within WEEE regulations 4.0 Network and System Security 4.1 Conform to strict security and compliance policies and administer passwords on managed devices. 4.2 Asset manage all networking and server equipment items and provide advice when replacement of items is required and dispose of equipment within WEEE regulations. 4.3 Ensure that all servers and networking devices are properly secured against internal and external attempts at unauthorised access and meets Health and Safety requirements. 4.4 Perform security audits using industry standard recognised tools. 4.5 Review and monitor log files and advise on suspicious or inappropriate activity. 4.6 Ensure that clean down procedures are carried out on core infrastructure components as required and assist with redeployment or disposal as appropriate. 4.7 Assist ICT Manager with research into latest technologies and products for improving security. 4.8 Maintain up-to-date documentation on the network infrastructure, procedures and policies. 5.0 Virtualisation Technologies 5.1 Support, troubleshoot and upgrade virtualised hosts and storage systems including backup system and replication systems. 6.0 New Products and technologies 6.1 Assist ICT Manager to investigate new or existing ICT products and technologies that would provide additional benefits. 6.2 Trial and test new products and technologies and make appropriate recommendations with regard to procurement. 6.3 Carry out research as requested by the ICT Manager to support the development of the IT systems in accordance with the business plan. 7.0 Service Improvement 7.1 Support the first line team delivering service to end users in all areas of IT related items through troubleshooting, training and adhering to established Service Level Agreements. 7.2 Participate in change management, incident review and root cause analysis. 7.3 Participate in Disaster Recovery planning and drills. 7.4 Liaise with third party helpdesk to ensure that operational activities are maintained efficiently and to minimise downtime to users. 7.5 Assist the ICT Manager in managing SLAs in relation to all aspects of ICT including IT Support Services, remote management and support and fixed and mobile telephony. 8.0 Training 8.1 Engage closely with ICT colleagues to ensure effective knowledge transfer and upskilling throughout the team. 8.2 Produce detailed knowledgebase items to contribute to the central solutions database. 8.3 Keep up-to-date with advances in computing technology and application development. 9.0 General 9.1 Undertake activities, where appropriate, representing the Association in a respectful and mutually supportive manner to external groups or the general public. 9.2 Conduct all activities in a manner which is safe to yourself and others acting at all times in accordance with the Health and Safety Policy. 9.3 Employees represent the Association and should attend work neat, tidy and clean in appearance which includes their work area/clear desk in line with the Code of Conduct and Health and Safety policy. 9.4 Undertake other delegated duties appropriate to the scope and function of the grade of post including cover duties during periods of absence e.g. sickness, annual leave. 9.5 Promote and ensure compliance with the Association s statutory Equality Duties. 9.6 Deputise for ICT Manager as requested. 9.7 Participate in forums/working groups as requested. This post is based at Radius offices, Belfast. However due to the nature of the Association s stock, this post has a mobility clause in that the post holder must be prepared to work from any Regional Office as directed, and support as and when required Fold Ireland under a service level agreement. Person Specification ICT Systems Administrator ESSENTIAL CRITERIA (demonstrate on application form) 1 A relevant degree in an IT related subject e.g. IT/Microsoft (MCITP)/Citrix ICA or equivalent and at least 2 years relevant experience * supporting, installing, upgrading network infrastructure such as switches, routers, firewalls, VOIP phones, server/storage/pc/thin client hardware, operating systems, back office applications including backup OR at least 5 years relevant experience * as outlined above. 2 Experience of configuring, managing, troubleshooting of routers, switches, firewalls and telecommunications equipment, managing and configuring Microsoft SQL Server latest editions. 3 Experience of Citrix XenApp technology and thin client devices. 4 Good working knowledge of Windows server operating systems and administrative services such as DNS, DHCP and Active Directory including group policy. 5 Good working knowledge of managing and maintaining virtual environments using VMWare ESXi including vcentre. 6 Valid driving licence and access to a vehicle to fulfil the mobility aspect of the role with an understanding of managing systems within multiple office sites.
