Organizational Context An important aspect of the IEBC s work in contributing towards impartial, accurate and transparent electoral outcomes is the principle of electoral integrity. The commission has adopted various electoral technologies to enhance efficiency and transparency of the electoral processes. The IEBC desires to engage a technology consultant to review and recommend improvements on the existing infrastructure and systems. The Consultant shall carry out an assessment and advice the commission on possible solutions to address the gaps identified to ensure functioning of the equipment s at the Regional and Headquarters in readiness for the 2017 general election. The consultant shall advice on the strategic intervention required with regard to the information and communication technology needs of the Commission. 3. Duties and Responsibilities The Consultant is expected to perform the following tasks: Carry out an audit of the ongoing Data Center Infrastructure projects to identify any gaps in scoping and delivery and propose how to close them. Review the Data Center hosting /collocation arrangement, guide on any necessary improvements and implement accordingly. Plan and implement relocation of existing infrastructure to the new data center and coordinate Quality Assurance (QA) tests to ascertain success. Review the Disaster Recovery capability and business continuity plans and make any necessary adjustments in line with Commission s needs. Review Data Center compute environment, capacity, and advice on any required uplifting in line with planned applications and performance expectations. Review data storage environment, capacity, and advice on any required uplifting in line with planned applications and data management requirements (backups, recovery point objectives, recovery time 1 P a g e
objectives, and real time replications needs). Carry out an audit of recent and ongoing Data Center Infrastructure projects to identify any gaps in scoping and delivery and propose how to close them. Review logical and physical security requirements for the Data center and guide on any necessary uplifting in line with the commission s security requirements. Review Data Center network architecture and required connectivity to support high availability architectures for both live and backup Data Centers. Review Data Center support contracts and advise if support/sla is appropriate and adequate given the current internal capacity and the commission s needs. Manage any new projects and the implementations arising from the reviews above. Audit and review of the IT Service Management. Ensure ITSM implementation is done according to the specifications. Provide Quality Assurance, testing during implementation. Manage the end to end deployment of the system for both regular internal ICT service calls and external customers during the election period. Develop training programs and materials for users. Development of SLA and KPIs Train and enhance awareness among internal and external staff on the functionality of ITSM system. Review existing internal LAN/WAN design architecture, make recommendations and close the gaps. Co-ordinate the implementation of the LAN/WAN extension to the constituency offices. Co-ordinate the implementation of Remote Access VPN for 290 returning officers. Review the RTS Network infrastructure design for 2017 General Elections, identify and close any implementation and security gaps. Review Setup for the 2017 Command and Call Centre network infrastructure and close the gaps. Review the National Tallying Centre network infrastructure setup, perform a gap analysis and inform management on what is required to close the gaps. Co-ordinate the Engagement of election stakeholders and Network Service Providers. Manage and co-ordinate the election systems Network Stress Testing and National simulation. Manage implementation Network and Systems monitoring in preparation for the 2017 General elections. 4. Methodology The Consultant will: Assess current environment and ongoing initiatives in order to understand the existing investments and capability. Assess and document business requirements in line with the commission s goals and objectives. Perform a gap analysis and inform management on what is required to close the gaps. Define and design the target environment. Manage implementation of solutions to achieve the target environment. Provide regular updates to management on the key deliverables outlines above 2 P a g e

Recruitment Qualifications Education: Degree in Computer Science or related discipline Experience: A Master s Degree in Computer Science or postgraduate professional qualification in Computer Science or related field Minimum of ten (10) years senior level strategic management in the ICT field. Professional certification in Project Management, Networking, Severs, Data centre Management, ICT Security Audit, Quality Management or IT Service management. A demonstrated record of accomplishment in the delivery of ICT projects and services. Thorough knowledge of process automation, project management, ICT Security Audit, Infrastructure and network design is mandatory. Language Requirements: Other: Excellent communication skills (written and spoken English). Experience in the usage of computers and office software packages (MS Word, Excel, etc.) 5. Time lines and Contract duration The assignment is expected to be carried out between May 2017 to January 2018. 7. Institutional Arrangement The contractor will work full time on this assignment. IEBC may provide office space to the contractor and limited administrative and logistical support. The contractor will use their own laptop and cell phone. When travelling out of town, SEKP will cater for their transport and daily subsistence allowance. The contractor will be supervised by the UNDP Project Management Unit s Project Manager and the IEBC CEO. The contractor will report to the SEPK Project Manager who will certify delivery of outputs following review by himself and the IEBC CEO. 3 P a g e
Strategic guidance will be provided by the UNDP-SEPK Chief Technical Advisor with working level and technical supervision by the SEPK Project Manager. The consultant will work under the direct supervision of the IEBC Director of ICT. 8. The evaluation Criteria as shown below shall be used to evaluate all the proposals received. The award of the Individual Contractors Contract shall be made to the individual contractors whose offer has been evaluated and determined as: Responsive/compliant/acceptable, and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
