OHS 3/1/5/7/9 OCCUPATIONAL HEALTH AND SAFETY ACT, 1993 (as amended) REGISTRATION AS A REGISTERED PERSON Revised January 2010 INTRODUCTION REGISTRATION CRITERIA This document outline the registration criteria that a person must comply with in order to be registered by the Chief Inspector as an Electrical Tester for Single Phase, Installation Electrician and Master Installation Electrician as defined in the Electrical Installation Regulation. 1. ELECTRICAL TESTER FOR SINGLE PHASE OPTION 1 1.1 A candidate must: 1.1.1 Minimum Integrated Practical and Theoretical Qualification Achieved a National Certificate in Electrical Engineering: NQF level 3 issued by the Energy Sector Education and Training Authority (ESETA). standards on inspection, testing and certification of singlephase domestic installations as prescribed by the ESETA. Submit proof of one year practical experience or training (certificate of service from employer or a National Certificate in Electrical Engineering: NQF level 4) in electrical installation work after achieving the National Certificate in Electrical Engineering: NQF level 3. 1

1.1.2 Knowledge of Statutory Requirements OPTION 2 Submit proof of working knowledge of the legislation and relevant health and safety standards applicable to single phase electrical installations, assessed by an ESETA registered assessor. 1.2 A candidate must: 1.2.1 Practical Qualification Submit proof of having passed: (i) the prescribed trade test in terms of the Manpower Training Act of 1981 in one of the following trade disciplines: Electrician Electrician (Engineering) Electrician (Construction) Millwright (Electro-mechanical) Lift Mechanic; or (ii) the Electric: Chemical Electrical NQF level 4 qualification issued by the Chemical Industries Education and Training Authority (CHIETA). standards on inspection, testing and certification of singlephase domestic installations as prescribed by the ESETA. 1.2.2 Minimum Theoretical Qualification Achieved a National N2 Certificate with the following compulsory subjects: Mathematics Engineering Science Electrical Trade Theory Or 2

Achieved a Grade 11 (Standard 9) Certificate Mathematics Science Technica - electrical or an equivalent subject that may include a N2 subjects Note 1: The candidate must pass each subject with a minimum of 40%. Note 2: These minimum theoretical subjects may be a combination of Grade 11 and N2 subjects. 1.2.3 Knowledge of Statutory Requirements OPTION 3 Submit proof of working knowledge of the legislation and relevant health and safety standards applicable to single phase electrical installations, assessed by an ESETA registered assessor. 1.3 A candidate must: 1.3.1 Practical Experience Provide 5 years proven experience in electrical installation work (letter from employers or certificate of service from employer). Prove competence in constructing a single phase electrical installation as well as knowledge of basic electrical principles assessed at an ESETA accredited training provider. standards on inspection, testing and certification of singlephase domestic installations as prescribed by the ESETA. 1.3.2 Knowledge of Statutory Requirements Submit proof of working knowledge of the legislation and relevant health and safety standards applicable to single phase electrical installations, assessed by an ESETA registered assessor. 3

2. INSTALLATION ELECTRICIAN OPTION 1 2.1 A candidate must: 2.1.1 Minimum Integrated Practical and Theoretical Qualification Achieved a National Certificate in Electrical Engineering: NQF level 4 issued by the ESETA. standards on inspection, testing and certification of three phase industrial/commercial installations as prescribed by the ESETA. 2.1.2 Knowledge of Statutory Requirements OPTION 2 Submit proof of knowledge on the legislation and relevant health and safety standards applicable to electrical installations by having passed the subject Installation Rules as administered by the Department of Education. 2.2 A candidate must: 2.2.1 Practical Qualification Submit proof of having passed: (i) the prescribed trade test in terms of the Manpower Training Act of 1981 in one of the following trade disciplines: Electrician Electrician (Engineering) Electrician (Construction) Millwright (Electro-mechanical) Lift Mechanic; or (ii) the Electric: Chemical Electrical NQF level 4 qualification issued by the Chemical Industries Education and Training Authority (CHIETA). 4

Note 2: These minimum theoretical subjects could be a combination of Grade 12 and N3 subjects. 2.2.3 Knowledge of Statutory Requirements OPTION 3 Submit proof of knowledge on the legislation and relevant health and safety standards applicable to electrical installations by having passed the subject Installation Rules as administered by the Department of Education. 2.3 A candidate must: 2.3.1 Theoretical Qualification Submit a Diploma or Degree in Electrical Engineering: T3 Diploma (Heavy Current) S4 Diploma (Power Engineering) B-Tech Degree 5

BSc or B Degree Government Certificate of Competency (Factories or Mines) standards on inspection, testing and certification of three phase industrial/commercial installations as prescribed by the ESETA. 2.3.2 Knowledge of Statutory Requirements Submit proof of knowledge on the legislation and relevant health and safety standards applicable to electrical installations by having passed the subject Installation Rules as administered by the Department of Education. 3. MASTER INSTALLATION ELECTRICIAN OPTION 1 3.1 A candidate must: 3.1.1 Minimum Integrated Practical and Theoretical Qualification (d) Be registered as an Installation Electrician for two years. Submit proof of one year practical experience in hazardous locations. Achieved a National Certificate in Electrical Engineering: NQF level 5 issued by the ESETA. standards on inspection, testing and certification of specialized electrical installations in hazardous locations as prescribed by the ESETA. 3.1.2 Knowledge of Statutory Requirements Submit proof of knowledge on the legislation and relevant health and safety standards applicable to electrical installations by having passed the subject Specialised Electrical Installation Codes as administered by the Department of Education. 6

OPTION 2 3.2 A candidate must: 3.2.1 Practical Qualification Be registered as an Installation Electrician for two years. Submit proof of one year practical experience in hazardous locations. standards on inspection, testing and certification of specialized electrical installations in hazardous locations as prescribed by the ESETA. 3.2.2 Minimum Theoretical Qualification Submit a National N6 Certificate with one of the following subjects: Electrotechnics Fault Finding and Protection Devices Industrial Electronics 3.2.3 Knowledge of Statutory Requirements OPTION 3 Proof of knowledge on the legislation and relevant health and safety standards applicable to electrical installations by having passed the subject Specialised Electrical Installation Codes as administered by the Department of Education. 3.3 A candidate must: 3.3.1 Practical Qualification Be registered as an Installation Electrician for two years. 3.3.2 Minimum Theoretical Qualification Submit a Diploma or Degree in Electrical Engineering: T3 Diploma (Heavy Current) S4 Diploma (Power Engineering) B-Tech Degree BSc or B Degree Government Certificate of Competency (Factories or Mines) 3.3.3 Knowledge of Statutory Requirements Proof of knowledge on the legislation and relevant health and safety standards applicable to electrical installations by having passed the subject Specialised Electrical Installation Codes as administered by the Department of Education. 4. FOREIGN QUALIFICATIONS Candidates are required to have all their theoretical foreign qualifications evaluated by the South Africa Qualification Authority (SAQA) and the practical qualifications verified by ESETA accredited providers. 5. DOCUMENTS TO BE SUBMITTED The following documents must accompany the prescribed application form: Proof of practical proficiency (Trade document); Proof of theoretical proficiency (Academic records); Proof of legal knowledge proficiency (Examination results); Proof of Unit standard achievements; Copy of Identification document or passport; Two ID photo s (25 mm x 30 mm) colour or black & white; Receipt of R120-00 payable at any Labour Centre or bank o Account holder: Department of Labour o Bank: First National Bank o Account number: 62025135577 o Branch code: 253145 8
