TO HAVE A MORE UNITED AND COORDINATED RESPONSES TOWARD DISASTER WITHIN THE REGION, ASEAN HAS AGREED TO AADMER A legal framework for all ASEAN member states and serves as a common platform in responding to disasters within the ASEAN Objective: Reducing disaster losses in ASEAN countries, and jointly respond to disaster emergencies A comprehensive agreement that covers various aspects of Disaster Management such as Disaster Risk Identification, Assessment, Prevention, Mitigation,, Emergency Response, Rehabilitation, Scientific Research, Coordination and others. Entered into force in December 2009
Several important milestones have been achieved with respect to the establishment of AHA centre 26 July 05 AADMEER signed by FMs the 38 th AMM noted Indonesia s offer to host AHA centre 25 July 06 The first The 39 th AMM noted the need to set up AHA centre as soon as possible December 06 regional workshop on the establishm ent of AHA Centre March 07 The 2 nd regional workshop on AHA Centre 9 th ACDM meeting endorsed Initial conops, road map, and 9 priority action plan of interim AHA centre July 2007 October 2007 40 th AMM endorsed the offer of Indonesia to host AHA Centre Interim AHA Centre was set up at BNPB Indonesia October 09 December 09 15 th ASEAN Summit instructed ACDM to ensure a fully functioning AHA centre 14 th ACDM Meeting and agreed to establish Task to faster the establishment of a fully functioning AHA centre ADMER entered into force

AADMER ALSO REQUIRES THE PREPARATION ON EFFECTIVE STANDARD OPERATING PROCEDURE FOR REGIONAL STANDBY ARRANGEMENTS AND COORDINATION OF JOINT DISASTER RELIEF AND EMERGENCY RESPONSE OPERATION (SASOP) Guides and templates to initiate the establishment of the ASEAN Standby Arrangements for Disaster Relief and Emergency Response, Procedures for joint disaster relief and emergency response operations Procedures for the facilitation and utilization of military and civilian assets and capacities, (personnel, transportation and communication equipment, facilities, good and services, and the facilitation of their trans-boundary movement) Methodology for the periodic conduct of the ASEAN regional disaster emergency response simulation exercises (ARDEX) which shall test the effectiveness of this procedures

ASEAN Disaster Management and Emergency Relief Fund (ADMER Fund) It is Multi Trust Funds on voluntary basis. To support AADMER WP, ERAT, and Emergency activities. Contributed by AMS, Dialogue Partners and Friends of ASEAN. Under authority of AHA Governing Board. Executive Director of AHA has discretionary authority to draw down certain amount for emergency relief activities. Draft TOR being prepared for review and endorsement by ACDM. Financial reports will be made available to all contributors.
ASEAN aims toward a disaster-resilient and safer community by 2015 for its 600 million people.. and AHA Centre is expected to play its key role..
