Midwestern Governors Association Energy Efficiency Goals Maximize economy-wide investment in energy efficiency initiatives that are less expensive than other energy options. Meet at least 2% of regional annual retail sales of electricity and 1.5% of regional annual retail sales of natural gas through energy efficiency improvements by 2015, and continue to achieve at those levels every year thereafter.
