The qualification is designed to provide maximum flexibility in the selection of unit standards while maintaining the professional profile developed by industry. People awarded this qualification are able to apply higher level skills in maintenance and diagnostics in the Mechanical Engineering industry and to also specialise in areas applicable to them. This qualification is a progression from the National Certificate in Maintenance and Diagnostics in Mechanical Engineering (Level 4) [Ref: 0125] and leads on to the National Diploma in Engineering (Mechanical Engineering) (Level 6) [Ref: 0534]. This qualification, the National Certificate in Engineering - Fabrication (Level 5) with strands in Heavy Fabrication, Light Fabrication, and Welding [Ref: 0681], the National Certificate in Engineering Machining and Toolmaking (Level 5) [Ref: 0719], the National Certificate in Refrigeration and Air Conditioning (Level 5) [Ref: 0720], the National Certificate in Fixed Fire Protection Systems (Level 5) [Ref: 0865], the National Diploma in Fire Detection and Alarm Systems (Level 5) [Ref: 0866], the National Diploma of Fire Protection Systems Technology (Certification of Fire Safety Systems) (Level 5) [Ref: 0867], and the National Certificate in Heating, Ventilating, and Air Conditioning (Mechanical Services) (Level 5) [Ref: 0897] have been replaced by the National Certificate in Mechanical Engineering (Level 5) with strands in Engineering Fabrication, Fire Protection, General and Maintenance Engineering, Mechanical Services, and Precision Engineering [Ref: 1545]. Previous versions of the qualification Version 1 was issued to replace the Advanced Trade Certificate in Fitting and Welding Section A, and the Advanced Trade Certificate in Fitting, Turning and Machining. The final year for people to sit exams leading to the award of the above Advanced Trade Certificates was 1999. The final date for the issue of the Advanced Trade Certificate in Fitting and Welding Section A, and the Advanced Trade Certificate in Fitting, Turning and Machining, will be 31 December 2004. Advanced Trade Certificates in the above disciplines that have been awarded will continue to be recognised by NZQA, NZ Engineering, Food and Manufacturing Industry Training Organisation (NZEFMITO), and the industry. There is no requirement for people who hold the above certificates to gain the National Certificate in Maintenance and Diagnostics in Mechanical Engineering (Level 5) [Ref: 0718], and these transition arrangements do not apply to holders of those qualifications. People who are part way through the Advanced Trade Certificate in Fitting and Welding Section A, and the Advanced Trade Certificate in Fitting, Turning and Machining qualifications fall into one of three categories for transition purposes. These transition arrangements are for people in category 3. Category 1 People holding passes for Papers A and B of the Advanced Trade Certificate in Fitting and Welding Section A, or the Advanced Trade Certificate in Fitting, Turning and Machining qualifications and the prerequisite Trade Certificate will be awarded the relevant qualification on completion of two years post apprenticeship experience in the trade.

NQF Ref 0718 Version 2 Page 7 of 10 Category 2 NZEFMITO apprentices who are part way through the Advanced Trade Certificate in Fitting and Welding Section A, or the Advanced Trade Certificate in Fitting, Turning and Machining qualifications and do not hold the prerequisite Trade Certificate are covered by the transition arrangements negotiated by industry and NZQA. Details of those arrangements have been distributed to all apprentices and a copy is available from NZEFMITO. Category 3 All other people who are part way through the Advanced Trade Certificate in Fitting and Welding Section A, or the Advanced Trade Certificate in Fitting, Turning and Machining qualifications may transfer their existing achievements to the new National Certificate in Maintenance and Diagnostics in Mechanical Engineering (Level 5). Those people who have passed Paper A and/or Paper B will be credited with unit standards leading to the National Certificate in Maintenance and Diagnostics in Mechanical Engineering (Level 5) qualification, as listed in the following tables: Pass for component of Advanced Trade Unit standards credited Certificate in Fitting and Welding Section A Paper A 2733, 7380, 7452, 8081, 11386, 11405 Paper B 2394, 4439, 4441, 4442, 4800, 11397 Pass for component of Advanced Trade Unit standards credited Certificate in Fitting, Turning and Machining Paper A 2733, 7380, 7452, 8081, 11386, 11405 Paper B 2394, 4439, 4441, 4442, 4800, 11397 Applications for transition under these arrangements must be made to NZEFMITO who will use the above tables to process transition credits, collate results, and forward to NZQA for processing. The final date to claim these transition arrangements will be 31 December 2001. Fees People wishing to transfer partial achievements from the Advanced Trade Certificate in Fitting and Welding Section A, or the Advanced Trade Certificate in Fitting, Turning and Machining, to credits for the National Certificate in Maintenance and Diagnostics in Mechanical Engineering (Level 5) are required to be registered on the NZQA Record of Learning database, and will be required to pay the $25.00 registration fee. However, people credited with unit standards through these transition arrangements will not be required to pay the NZQA $1.00 per credit fee for reporting these unit standards to NZQA, provided they have paid the appropriate Advanced Trade Certificate examination fees.

NQF Ref 0718 Version 2 Page 8 of 10 Holders of the Advanced Trade Certificate in Fitting and Welding Section A, or the Advanced Trade Certificate in Fitting, Turning and Machining, who wish to have their existing achievements recognised for these qualifications will need to apply for Recognition of Prior Learning (RPL). They are required to be registered on the NZQA Record of Learning and to pay the $1.00 per credit fee and any additional costs associated with the RPL process.
