SOLAR ENERGY DEVELOPMENT IN MOROCCO Economic Forum Morocco / Portugal 20 th of April 2015 Avion solaire 1
AN AMBITIOUS RENEWABLE ENERGY STRATEGY 2
MOROCCO ENERGY CHALLENGES AND AMBITIONS Sustainable economic growth Energy consumption Increasing demand x2 by 2020 and x4 by 2030 Willingness to increase energy independency Limiting import (today 95%) Capacity increase Stable offer less volatile fossil based Sustainable development conviction Diversification ALL COAL Promote renewable energies 3 3
RENEWABLE ENERGIES, AT THE HEART OF THE MOROCCAN ENERGY STRATEGY Engaged in sustainable development dynamic, Morocco focuses on RE development Breakdown of installed energy capacity by 2020 Launch of the Moroccan Solar Plan NOOR Min 2000 MW by 2020 14% of total installed capacity by 2020 26% 42% of installed capacity 4
MOROCCAN SOLAR PLAN, NOOR, STRONG ASSETS BEHIND THE VISION Solar radiation Ability to lead large scale projects Land availability Adaptive Industrial capacities Legal and Institutional Framework Qualified Human Resources Opportunity to develop a competitive and sustainable solar socio-economic sector 5
NOOR, MOROCCAN INTEGRATED SOLAR PLAN 6
IMPLEMENTATION THROUGH INTEGRATED PROJECTS An integrated plan focusing on solar resource valorization Electricity Production Min 2000 MW by 2020 Industrial Integration For a competitive industry Integrated Solar Plan Training For qualified resources Research & Development For technology improvement 7
MASEN, DEDICATED ACTOR RELYING ON A STRONG INSTITUTIONAL FRAMEWORK 2 000 MW By 2020 Law 57-09 establishing Masen Object: Development of solar integrated projects with a minimum capacity of 2000 MW by 2020 Legal Form: Limited liability company, created in Mars 2010 Governance : Supervisory Board and Management Board Capital : 2 250 000 000 dirhams (State, ONE, Hassan II Fund and SIE - equal shares - ) A clear institutional framework, supporting Masen action State-Masen Agreement (decree) Conditions, technical requirements and guaranty of financial balance for the realization of solar plan State-ONEE-Masen Agreement Rules, conditions and guarantees for the purchase and supply, transportation and commercialization of electricity produced 8
SELECTING ADEQUATE SITES AND ACQUIRING THE LAND For the purpose of the development of the complex NOOR, Masen has acquired the necessary land COMPLEX NOOR 3000 hectares Near a 440 hm3 dam 10 km North-Est of Ouarzazate Next to 225/60 KV substation and lines Required land plot per project will be made available through a surface right Surface right entitles the SPC* to the ownership of the plant for the duration of its operation *Project company 9
DEVELOPING COMMON INFRASTRUCTURES Common Infrastructures development by Masen, to reduce development risks and offer the required comfort to selected developers Infrastructures developed: Road Infrastructures Water Infrastructures Hydrological Infrastructures Electrical Infrastructures Telecom Infrastructures Security / Safety Infrastructures Provide required comfort and visibility to the selected developers Ensure global consistency at the complex level Maximize synergies resulting from a simultaneous development of such common infrastructures Manage in an optimal way timing, costs and inherent risks in the development of common infrastructures Other infrastructures (waste, lighting, ) 10 10
INTERNATIONAL SELECTION PROCESS TO FOSTER COMPETITION A tender process with multiple stages, to allow the selection of a developer able to achieve the highest international plants standards, while meeting Masen s requirements, with an optimized price of kwh Adopted selection process To sound the market To pre-select To select and award Call for expression of interest Pre-qualification Request for Proposal Stage 1 Stage 2 Technical offer Amended technical offer Financial offer A multi-step process to refine the choices and check their market feasibility A clear approach with specific objective criteria and precise documentation, leaving little or no room for interpretation 11
INDUSTRIAL INTEGRATION, KEY COMPONENT OF NOOR PLAN Industrial Integration positive impact on national economy Promote a competitive industry, create added value, encourage innovation & operators strengthening, create employment Integration in the RFP documentation of industrial integration measures that becomes binding once the bidder is selected => For NOORo I engagement to reach 30% of the total plant construction costs locally Two different types of measures : NOOR O I Case Direct Measures Investment costs related to the solar plants construction Indirect Measures Maintenance activities Deployment of an R&D or maintenance center Launch of a new production 35% is the new target for NOOR O II et NOOR O III 12
CLUSTER, AN INITIATIVE FOR INNOVATION Aim to foster développement of a competitive national industry Aided by multisectoral institutions Skills development Strenghtening industrial capabilities Main goals Networking the players in the sector Supported by international partners Improving companies productiviy Increase the innovative capacity of companies Foster the development of competences within sector companies 13
