1. INTRODUCTION For over thirty years, the New York Power Pool (NYPP) operated as a centrally dispatched and controlled bulk power system using a hierarchical Energy Management System (EMS). The eight vertically integrated utilities that comprised the NYPP each maintained a Supervisory Control and Data Acquisition (SCADA) system that acquired data from its transmission and generation facilities and passed control signals to its generating plants. In turn, each member s SCADA system was linked via high-speed data communications lines with the NYPP system. During pool dispatch, the Economic Dispatch Control (EDC) and Automatic Generation Control (AGC) signals that originated at NYPP were sent to each member system s SCADA system, and then were distributed to the appropriate generators within their respective companies. In late 1999, the NYPP was dissolved and the New York Independent System Operator (NYISO) took over operations. In the meantime, many independent generating plants were built and, more significantly, most of the generation previously owned by the utilities was sold to private concerns. Although the communications paths to the plants previously owned by the utilities still exist, many of the new plants needed to be added to the network so that they could participate in EDC and in AGC. In addition to the need to add new plants, two other factors were introduced. Some of the plant resources expressed a desire to receive their control base point signals directly from the NYISO, rather than via the utility or Transmission Owner (TO) SCADA system. Furthermore, some larger resources expressed a wish to receive control signals for all of the plants they owned via a single link between NYISO and their respective control centers. In response to these requirements, a Direct Generator Communications Project was initiated at NYISO. Methods were devised that allowed generation plants to optionally communicate directly with the NYISO. The Direct Communications Procedure describes the facilities available to generation owners, demand-side resources, limited energy storage, and other suppliers that provide energy and ancillary services to the NYISO markets; outlines the Initial Installation Procedure; and documents Operational Procedures for communications facilities. The Direct Communications Procedure is a secured document not available on the NYISO website. To request authorization to receive the Direct Communications Procedure, please contact customer_registration@nyiso.com. Within both this document and the Direct Communications Procedure, the term Supplier will be used to refer to generation owners, generators, demand-side resources, limited energy storage, and other suppliers providing energy and ancillary services to the NYISO markets. 1-1
