1 Training Course NAA Inspectors Training Course - Initial Airworthiness Location(s) / Date(s) Hoofddorp, February 2019 Netherlands September 2019 List price Introduction EU Regulation (EC) 216/2008 of 20 February 2008 addresses amongst others the responsibilities of National Aviation Authorities of the Member States of the European Union regarding the implementation and training of National Aviation Authorities Inspectors responsible for Initial Airworthiness. In order to fulfill these requirements the European Commission has issued Regulation (EU) No 628/2013 of 28 June 2013 on working methods of the European Aviation Safety Agency for conducting standardisation inspections and for monitoring the application of the rules of Regulation (EC) No 216/2008 of the European Parliament. The European Commission has also issued implemented Commission Regulation (EU) No 748/2012 of 3 August 2012 laying down implementing rules for the airworthiness and environmental certification of aircraft and related products, parts and appliances, as well as for the certification of design and production organizations. This training course has been developed for National Aviation Authorities' Inspectors to become knowledgeable and capable to fulfill the obligations of standardization per (EU) No 628/2013 and the certification of production organizations per (EU) 748/2012. These case studies will clarify to the attendees relevant regulations etc. Examples of case studies are how to manage and perform the investigations, issuance of Letter of Agreements & POA approvals, template for an Exposition, responsibilities of the Intermediate PO regarding the transfer to the subcontractor of approved design data, nonconformities and last but not least examples of Level 1 & Level 2 findings. Learning objectives By the end of the training course, the NAA Inspector shall not only be able to: JAATO Training Courses / December

5 identify, and justify the findings with regard to Initial Airworthiness, according to the European regulatory framework currently in place, but should also be fully knowable how to manage production application under Subpart F, respectively Subpart G and how to manage and perform the continued oversight of these organizations. Target group National Aviation Authorities' Inspectors responsible for the initial investigation of Production Organizations applying for a production approval either under Annex I (Part 21) Section A, Subpart F or Subpart G. National Aviation Authorities' Inspectors responsible for the Investigation (continued surveillance) of Subpart G Production Organisations. National Aviation Authorities' Managers who are responsible within the NAA for the implementation of Section B, Subpart A, Subpart F and/or Subpart G. Pre-requisites A basic understanding of the subjects dealt with in the training course is an advantage but not necessary. Attendees are requested to bring their laptop to the course and to be familiarized with the Basic Regulation and the Commission Implementing Regulation EU 628/2013 An optional JAA TO examination (EUR 30,-) is available for this course. Candidates who pass a JAA TO Examination, receive an ECAC/JAA TO Certificate of Accomplishment. Please note that registrations for examinations will be done during the training course in consultant with the trainer. Duration 3 days, starting each day at 09:00 hrs. and ending at approximately 17:00 hrs. NOTE: Participants are kindly requested to bring a laptop to the workshop, in order to access digital course material, which will be provided on a USB-stick during the training.
