Spitzer STATEMENT: The Core Mission of the New Jersey State Association of Chiefs of Police (NJSACOP) is to promote and enhance the highest ethical and professional standards in law enforcement at all levels throughout New Jersey. Key among these tenets are; leadership, learning, vision, knowledge, ideas, influence and relationships. We stress the importance of enhancing the abilities, intelligence and initiative of our members, member leaders and partners. [1] To that end, the NJSACOP Accredited Chief/Command Executive (ACE) Certification Program directly encourages New Jersey s Law Enforcement Executives to attain sanctioned benchmarks in pursuit of a recommended standard for police leadership that are measurable and attainable. By offering proof of these standards to NJSACOP Assessors, individual police leaders can attain NJSACOP Accredited Chief/Command Executive (ACE) Certification status. In congruence with our previously stated principles, the ACE Certification Program will quantify necessary proofs in three areas for the ACE and ACE-COP Certification and five areas for the ACE-COP Advanced Certification and award individual leadership accredited status based on those appraisals. Furthermore, the ACE Certification Program will promote and encourage continued education through the ACE Re-Certification Program requirements [1] NJSACOP 1

2 PURPOSE: POLICY: The purpose of this directive is to clearly explain the ACE (Accredited Chief/Command Executive) Certification Program and demonstrate why participation in the program is strongly encouraged and beneficial. Additionally, this directive will clearly express the requirements necessary for all valid applicants for each program type available. Finally, the directive will explain the process by which chiefs and command executives will be awarded the ACE Certification designations. It is the policy of the New Jersey State Association of Chiefs of Police to promote professional competence, continued education and career development among all members of law enforcement and in particularly amongst our leaders. In order to achieve this goal the NJSACOP encourages current, future and retired chiefs and police executives to participate in the ACE Certification Program. DEFINITIONS: Accreditation - The term used to recognize program performance and outcomes, thus motivating programs to comply with standards. The program recognized by this certification is NJSACOP LEAP. ACE Certification - Accredited Command Executive Certification Program ACE-COP Certification - Accredited Chief Executive - Chief Of Police Certification Program ACE-COP Advanced Certification - Accredited Chief Executive - Chief Of Police Advanced Certification Program Chief - The title used within this policy to describe the commanding officer of a law enforcement agency, department, organization, etc. Command - The title used within this policy to describe officers within the ranks from Lieutenant to Deputy Chief, or in some agencies a Sergeant with administrative tasks and authority typically assigned to higher ranking staff and as determined and approved by the ACE Committee on an individual basis. Having the authority to command. To have control or authority over; rule or authoritative influence over. Certification - The term used to recognize the expertise of qualified individual law enforcement executives where by enhancing the credibility and prestige of the leadership within the profession. Executive - Senior manager within an organization. PRODEDURE: I. CERTIFICATION PROGRAM TYPES - A. Initial Certification Program 1. NJSACOP Accredited Command Executive (ACE) Certification 2. NJSACOP Accredited Chief Executive - Chief Of Police (ACE-COP) Certification 3. NJSACOP Accredited Chief Executive - Chief Of Police Advanced (ACE -COP Advanced) Certification B. Re-Certification Program 2

3 1. NJSACOP Accredited Command Executive (ACE) Re-Certification 2. NJSACOP Accredited Chief Executive - Chief Of Police (ACE-COP) Re-Certification 3. NJSACOP Accredited Chief Executive - Chief Of Police Advanced (ACE -COP Advanced) Re-Certification II. INITIAL CERTIFICATION PROGRAM REQUIREMENTS AND ELIGIBILITY - A. NJSACOP Accredited Chief Executive - Chief Of Police (ACE-COP) Certification & Accredited Command Executive (ACE) Requirements and Eligibility. Certification period will be based on the remainder of the year of the initial certification plus 2 years. A minimum of 8 Training Modules are required for Re-Cert. (3 Prong) 1. Academic Achievement Standards - a. Must have graduated with a Bachelor s Degree from an Accredited Academic Institution. (Proof of Degree) or; b. Must have achieved an Associate s Degree from an Accredited Academic Institution plus must have attended at least two (2) additional courses (in addition to the 2 required in II.A.3.a) listed on the ACE Certification Program Approved Executive Level L.E. Education or Advanced Police Leadership Training List (Appendix B). (Proof of Degree) 2. Chief/Commander Experience - a. Chiefs seeking NJSACOP ACE-COP Certification must be a current or former Chief of Police or sworn equivalent. (Proof of Swearing) b. Commanders seeking NJSACOP ACE Certification must have experience serving at the rank of Lieutenant (equivalent) or higher for a minimum of one (1) year or must be assigned as a Sergeant with command responsibilities (as individually determined by ACE Committee) at your police agency for a minimum of two (2) years. (Proof of Swearing) 3. Executive Level Training and NJSACOP Membership - a. Candidates seeking an NJSACOP ACE-COP or ACE Certification must have attended at least two (2) of the Executive Level Education or Advanced Police Leadership Training courses listed on the ACE Certification Program Approved Executive Level L.E. Education or Advanced Police Leadership Training List (Appendix B). (Proof of Training Certificates) b. Candidates seeking NJSACOP ACE-COP or ACE Certification must enroll in 4 annual (quarterly) training modules disseminated to ACE certificate awarded members via the NJSACOP established Directive Management System, currently Power DMS. Each training module will include an "open book" quiz. Annually, each training segment will address current topics and trends affecting law enforcement executives throughout the state, region and nation. Examples of these topics may include but are not limited to Title 40 Updates, Search and 3

4 Seizure Updates, Case Law Updates, IA Updates, AG Guidelines, Crime Trends, Accreditation Trends, Training Requirements, etc. Modules will be identified annually by the ACE Certification Program Committee and Chairman. Completion and maintenance of the required annual training modules is a mandatory proof for ACE Re-Certification. (Proof of Training Certificates) c. Candidates seeking an NJSACOP ACE-COP Certification must be an NJSACOP Active Member. (Proof of Membership) B. NJSACOP Accredited Chief Executive - Chief Of Police Advanced (ACE-COP Advanced) Certification Requirements and Eligibility. Certification period will be based on the remainder of the year of the initial certification plus 2 years. (5 Prong) 1. Advanced Academic Achievement Standards - a. Chiefs must have a Master's Degree from an Accredited Academic Institution. (Proof of Degree) or; b. The Chief of Police must have a Bachelor s Degree from an Accredited Academic Institution plus must be a graduate from CPM (Certified Public Manager), FBI National Academy or Northwestern University School of Staff & Command and must have attended at least four (2) additional courses (in addition to the 2 required in II.B.3.a) listed on the ACE Certification Program Approved Executive Level L.E. Education or Advanced Police Leadership Training List (Appendix B). (Proof of Degree) 2. Chief of Police Experience - a. Chiefs seeking NJSACOP ACE-COP Advanced Certification must have a minimum of one year experience serving as a Chief of Police (or sworn equivalent). (Proof of Swearing) 3. Executive Level Training and NJSACOP Membership - a. Chiefs seeking NJSACOP ACE-COP Advanced Certification must have attended at least two (2) of the Executive Level Education or Advanced Police Leadership Training courses listed on the ACE Certification Program Approved Executive Level L.E. Education or Advanced Police Leadership Training List (Appendix B). (Proof of Training Certificates) b. Chiefs seeking NJSACOP ACE-COP Advanced Certification must enroll in 4 annual (quarterly) training modules disseminated to ACE certificate awarded members via the NJSACOP established Power DMS (or other software vendor). 5 4. Agency Awarded Accreditation - a. Chiefs seeking NJSACOP ACE-COP Advanced Certification must be a member of an agency that is already accredited or must be currently pursuing Accreditation through the NJSACOP LEAP. (Proof of Accreditation) 5. County Chiefs Associations/NJSACOP/IACP Executive Board or Committee Member Participation - a. Candidates seeking NJSACOP ACE-COP Advanced Certification must be an active or former County Chiefs Associations/NJSACOP/IACP Executive Board Member or Committee Member. (Proof of Membership) III. RE-CERTIFICATION PROGRAM REQUIREMENTS - A. NJSACOP ACE-COP and ACE Re-Certification Requirements- Re-Certification eligibility will be based on the below requirements for the remainder of the year of the initial certification plus 2 years. 1. NJSACOP Membership for ACE-COP Re-Certification or ACE Re-Certification - a. Chiefs seeking NJSACOP ACE-COP Re-Certification must have maintained NJSACOP Active and/or Retired Membership during the entire period from initial Certification to Re-Certification application. (Proof of Membership) b. Commanders seeking NJSACOP ACE Re-Certification must pay the initial ACE Certification application fee of $75 (included in application fees) which covers Training Maintenance costs for the (3) year period preceding Re- Certification. (Proof of Participation) 2. Continued Leadership, Continued Education and Development Requirements - a. Chiefs seeking NJSACOP ACE-COP Re-Certification must attend a minimum of 6 monthly NJSACOP Meetings per year over a three (3) year period following initial certification or 18/30 meetings total over three years. Attendance at the NJSACOP Conference will be counted as two (2) days attended for the purpose of this calculation. In addition, Chiefs will be required to participate annually in an NJSACOP approved continued education program provided currently via Power DMS on the NJSACOP website by The Rodgers Group, LLC. The continued education program will focus on current trends, legal advisories and other topics that are beneficial to Chiefs and police executives. The program will divide training materials into modules and will deliver the training modules through an approved directive management system (Power DMS or other online DMS). Each topic will have an associated quiz to ensure that the delivery of the material was successful. Chiefs seeking ACE-COP Re-Certification will also be required to take an annual Continued Education Program Exam. The exam shall be based on the previous year's provided training and quiz history. Quizzes will be available for studying purposes and the test will be an open book format. A passing score of 80% will be required. (Proof of Continued Education) b. Commanders seeking NJSACOP ACE Re-Certification must attend a minimum of at least one (1) additional Executive Level or Advanced Police Leadership 5

6 Training listed on the ACE Certification Program Approved Executive Level L.E. Education or Advanced Police Leadership Training List (Appendix B) (or other pre-approved programs) over three (3) year period following initial certification (Proof of Training Certificates). In addition, Commanders will be required to participate annually in an NJSACOP approved continued education program provided via Power DMS on the NJSACOP website currently by The Rodgers Group, LLC. The continued education program will focus on current trends, legal advisories and other topics that are beneficial to Chiefs and police executives. The program will divide training materials into modules and will deliver the training modules through an approved directive management system (Power DMS or other online DMS). Each topic will have an associated quiz to ensure that the delivery of the material was successful. Commanders seeking ACE Re-Certification will also be required to take a annual Continued Education Program Exam. The exam shall be based on the previous year's provided training and quiz history. Quizzes will be available for studying purposes and the test will be an open book format. A passing score of 80% will be required. (Proof of Continued Education) 3. NJSACOP Annual Conference Required Special Training - a. Chiefs and Commanders seeking NJSACOP ACE-COP and ACE Re-Certification must attended at least one (1) Special Training Session (Designated annually for the NJSACOP Conference) over a three (3) year period following initial certification. NJSACOP ACE-COP Advanced Re-Certification Requirements - Re-Certification eligibility will be based on the below requirements for the remainder of the year of the initial certification plus 2 years. 1. NJSACOP Active Membership Maintenance - a. Chiefs seeking NJSACOP ACE-COP Advanced Re-Certification must maintain NJSACOP Active Membership during the entire period from initial Certification to Re-Certification application. (Proof of Membership) 2. Continued Leadership, Continued Education and Development Requirements - a. Chiefs seeking NJSACOP ACE-COP Advanced Re-Certification must attend a minimum of 6 monthly NJSACOP Meetings per year over a three (3) year period following initial certification or 18/30 meetings total over three years. (Proof of Continued Education) 3. NJSACOP Annual Conference Required Special Training - a. Chiefs seeking NJSACOP ACE-COP Advanced Re-Certification must attend at least one (1) Special Training Session (Designated annually for the NJSACOP Conference) over a three (3) year period following initial certification. (Proof of Training Certificates) 4. Accreditation Maintenance a. Chiefs seeking NJSACOP ACE-COP Advanced Re-Certification must maintain Accreditation status for their agency through the NJSACOP LEAP Program. (Proof of Accreditation) 5. NJSACOP/IACP Executive Board or County Committee Member Participation a. Chiefs seeking NJSACOP ACE-COP Advanced Re-Certification must have served on the NJSACOP/IACP Executive Board or as a member of a County Association Committee at least one year (1) over the period following initial certification. (Proof of Participation) IV. APPLICATION & FEES FOR INITIAL CERTIFICATIONS - A. Application for NJSACOP ACE Certification 1. Commanders seeking NJSACOP ACE Certification must complete an online Initial ACE Application (Appendix A-1) and submit it electronically. 2. A preliminary review of the application will be conducted and an will be sent indicating anticipated eligibility and a cost quote included. 3. The initial fee for NJSACOP ACE Certification is $ for all commanders. This fee includes an initial maintenance fee ($220.00) to cover Administrative, Assessor, Certificate, Awards, Challenge Coins, Pins and other costs. In addition the fee includes a three year access fee to continuing education training modules ($75.00) required annually to be eligible to re-certification. Delivery of the NJSACOP approved continued education program training modules will be provided electronically on the NJSACOP website via Power DMS (currently by The Rodgers Group, LLC). 4. Payment will be acceptable via Credit Card or Purchase Order ONLY. B. Application for NJSACOP ACE-COP Certification 1. Chiefs seeking NJSACOP ACE-COP Certification must complete an online Initial ACE- COP Certification Application (Appendix A-1) and submit it electronically. 2. A preliminary review of the application will be conducted and an will be sent indicating anticipated eligibility and a cost quote included. 3. The fee for NJSACOP ACE-COP initial Certification is $ for NJSACOP Active or Retired Members. This fee will cover Administrative, Assessor, Certificate, Awards, 7

8 Challenge Coins, Pins, and other costs. Effective 2015 all NJSACOP Members fees will be in increased $25 annually to cover the inclusive of a new Directive Management System for the distribution of directives and training. Delivery of the NJSACOP approved continued education program training modules will be provided electronically through this resource on the NJSACOP website via Power DMS (currently by The Rodgers Group, LLC). 4. Payment will be acceptable via Credit Card or Purchase Order ONLY. C. Application for NJSACOP ACE-COP Advanced Certification 1. Chiefs must complete an online NJSACOP ACE-COP Advanced Certification Application (Appendix A-1), indicate on the application if they have or have not already received an NJSACOP ACE-COP Certification and submit it electronically. 2. A preliminary review of the application will be conducted and an will be sent indicating anticipated eligibility and a cost quote included. 3. The fee for NJSACOP ACE-COP Advanced initial Certification is $ for NJSACOP Active or Retired Members. This fee will cover Administrative, Assessor, Certificate, Awards, Challenge Coins, Pins, and other costs. Chiefs seeking an upgrade in certification status type must complete a new NJSACOP ACE Certification Program Application (Appendix A-1) and it to acecop@njsacop.org. Upgrades in Certification Status Types will only be accepted during the certification period from the previous certification awarded, otherwise the applicant must apply as an initial applicant or for re-certification. 2. The certification period for any approved upgrades in status will remain the period from the previous certification awarded. 3. Chiefs must include and send all new proof documents required for the certification sought that were not included in the original application. 4. A preliminary review of the application will be conducted and an will be sent to the applicant indicating anticipated eligibility and a cost quote included. 5. The fee for an upgrade in certification status type is free ($0) if completed within one year of initial application, otherwise the fee is $ This fee will cover Administrative, Assessor, Chairman, Certificate, Challenge Coins, and other costs. V. APPLICATION & FEES FOR RE-CERTIFICATIONS - 8

9 A. Application (Appendix A-2) for all NJSACOP ACE, ACE-COP and ACE-COP Advanced Re- Certifications 1. Commanders and Chiefs seeking NJSACOP ACE, ACE-COP and ACE-COP Advanced Re-Certifications must complete an online Re-Certification Application and submit it electronically. 2. A preliminary review of the application will be conducted and an will be sent indicating anticipated eligibility and a cost quote included. 3. The fee for NJSACOP ACE-COP and ACE-COP Advanced (Chiefs) Re-Certification applicants is $ The fee for NJSACOP ACE (Commanders) Re-Certification applicants is $ Included in each Chief's re-certification fee are administrative costs for re-certification. Included in each Commander's Chief's re-certification fee are administrative and continued education program training maintenance costs for recertification. Delivery of the NJSACOP approved continued education program training modules will be provided electronically via the NJSACOP website via Power DMS (currently by The Rodgers Group, LLC). 4. Payment will be acceptable via Credit Card or Purchase Order ONLY. VI. NJSACOP ACE CERTIFICATION PROGRAM COMMITTEE, MEETINGS, ASSESSORS, CHAIRMAN & PROJECT MANAGER- A. The NJSACOP ACE Certification Program Committee 1. The NJSACOP ACE Certification Program Committee will consist of the Executive Director, the Director of Professional Services, the Program Chairman and three Chiefs of Police chosen to represent the Northern, Central and Southern New Jersey regions. Other individuals holding a minimum rank of (Lieutenant - Deputy Chief) may also be selected to assist and participate as members of the committee. B. The NJSACOP ACE Certification Program Committee Meetings 1. The NJSACOP ACE Certification Program Committee may meet from time to time, for example, at the monthly NJSACOP State meetings prior to the regular business or at other locations and dates set by the Chairman. A yearly schedule of meeting dates, times and locations may also be prepared by the Program Chairman and distributed to the committee. In the event that the committee cannot meet, electronic mail, PowerDMS disseminations and/or conferencing may be utilized if necessary. 2. The purpose of the NJSACOP ACE Certification Program Committee Meetings will be to; a. Review and approve or reject applications (if necessary). b. Approve or reject new professional development courses and remove courses no longer deemed acceptable. c. Review and recommend ACE Assessors for NJSACOP approval. d. Propose, discuss and determine policy changes as needed. e. Discuss general committee business. 9

10 C. The NJSACOP ACE Certification Program Assessors 1. All NJSACOP ACE Certification Program Assessors will be selected and trained by the Program Chairman or his/her designee. 2. An NJSACOP ACE Certification Program Assessor will be assigned to review each ACE Certification and ACE Re-Certification Applicant. 3. The NJSACOP ACE Certification Program Assessor will be responsible for reviewing the applicants file and proofs and. if necessary, conducting an interview with the applicant. 4. The NJSACOP ACE Certification Program Assessor will be responsible for completing an ACE Assessor Checklist & Memorandum Form (Appendix F) that shall include a conclusion that explains why the applicant should or should not receive certification or recertification. This form shall be forwarded via to the Program Chairman for final review. 5. NJSACOP ACE Certification Program Assessors will be compensated with a monetary payment, to be determined by the NJSACOP Executive Director, per ACE Applicant assessed. All ACE Assessors shall complete a W-4 form prior to any payment. D. The NJSACOP ACE Certification Program Chairman 1. The NJSACOP ACE Certification Program Chairman will be appointed by the NJSACOP Executive Director. 2. The NJSACOP ACE Certification Program Chairman will be responsible for the general management of the ACE Certification Program and Scheduling of Committee Meetings. 3. The NJSACOP ACE Certification Program Chairman, at the approval of the NJSACOP Executive Director, shall select and train all NJSACOP ACE Certification Program Assessors. 4. The NJSACOP ACE Certification Program Chairman will assign an Assessor for each ACE Certification and ACE Re-Certification Applicant. 5. The NJSACOP ACE Certification Program Chairman will review all ACE Assessor Checklist Memo Submission Forms and forward an ACE Chairman Final Review Form (Appendix G) to the NJSACOP Office Staff representative and Executive Director for each Approved or Denied ACE Applicant. 6. The NJSACOP ACE Certification Program Chairman shall be the liaison for the development and administration of all quarterly ACE Continued Education and Professional Develop Training and Proficiency requirements. The NJSACOP will contract with a vendor to prepare (4) four annual training modules that are required for ACE Re-Certification purposes. 7. NJSACOP ACE Certification Program Chairman will be compensated with a monetary payment, to be determined by the NJSACOP Executive Director, per ACE Applicant reviewed. The ACE Chairman shall complete a W-4 form prior to any payment. E. NJSACOP ACE CERTIFICATION PROGRAM MANAGER & DMS SYSTEM ADMINISTRATOR 1. The NJSACOP may choose to select a competent individual with strong management skills and (DMS) Directive Management System administration experience to serve as the 10

11 Project Manager to assist with the proper setup, management, distribution and maintenance of the DMS system used for the ACE Certification Program. 2. The DMS Administrator's responsibilities may include, but are not limited to, the input of Member/Applicant information, Liaison with approved training development contractor, DMS Training Announcements, Legal Advisories, Uploading and Distribution of Continued Education, Training & Proficiency Documents, Distribution of Approved Correspondence and Memorandum and Policy Workflow Requests. 3. The DMS Administrator shall be answerable to the ACE Certification Program Chairman and a liaison to the NJSACOP Office Staff Representatives and approved consultants. 4. The DMS Administrator will be compensated with a monetary payment, to be determined by the NJSACOP Executive Director. The ACE DMS System Administrator shall complete a W-4 form prior to any payment. VII. AWARDS & AWARD CEREMONY - A. Initial Certification Award Types 1. Applicants awarded the NJSACOP Accredited Command Executive (ACE) Certification will receive a certificate (Appendix C) and an ACE Challenge Coin (Exhibit a). 2. Applicants awarded the NJSACOP Accredited Chief Executive - Chief Of Police (ACE- COP) Certification will receive a certificate (Appendix D), and an ACE COP Challenge Coin (Exhibit b). 3. Applicants awarded the NJSACOP Accredited Chief Executive - Chief Of Police Advanced (ACE-COP Advanced) Certification will receive a certificate (Appendix E) and an ACE COP Advanced Challenge Coin (Exhibit c). 4. 12 B. Re-Certification Award Types 1. Applicants awarded with a NJSACOP Accredited Command Executive (ACE) Re-Certification will receive a certificate (Appendix C-2) and an ACE Lapel Pin (Exhibit a).
