INTERNATIONAL ACCREDITATION Most trading nations have established systems to accredit technically competent and reliable testing, calibration and inspection facilities, reference material producers, and proficiency testing providers. These accreditation bodies are usually government-owned or government-endorsed and operate free from any commercial influence. Industry depends on reliable calibrations, testing, inspections, reference materials and proficiency testing. Accurate test and calibration results, inspection reports and reference material certificates and statements as well as proficiency testing reports are critical for the protection of public health and safety, the environment, and to facilitate trade. Testing and calibration laboratories are accredited as complying with the international standard, ISO/IEC (ISO for medical laboratories). Inspection bodies are accredited as complying with the international standard ISO/IEC Reference material producers (RMPs) are accredited as complying with ISO Guide 34 (until November 2019) and/or ISO Proficiency testing providers (PTPs) are accredited as complying with ISO/IEC Accredited testing and calibration laboratories, inspection bodies, RMPs and PTPs are entitled to use the accreditation symbol (mark) of their accreditation body on their test, calibration and inspection reports, reference material certificates and proficiency testing reports within their scope of accreditation. 2. THE ASIA PACIFIC REGION Thirty-seven accreditation authorities in twenty-three Asia-Pacific economies and one multi-economy accreditation authority are signatories to the Asia Pacific Laboratory Accreditation Cooperation (APLAC) Mutual Recognition Arrangement (MRA). This MRA is based on regular peer evaluations against the international standard ISO/IEC Signatory accreditation bodies have thoroughly evaluated each other s systems of accreditation. These recognition arrangements also include mechanisms to ensure that the results of testing, calibrations, inspections, reference materials certification, and proficiency testing covered by the Arrangement, carry the same degree of accuracy and credibility on an on-going basis. Mutual Recognition means that each partner agrees to recognise accreditations granted by the other partners as equivalent to their own. The APLAC Mutual Recognition Arrangement enables testing, calibration, inspection reports, reference material certificates, and proficiency testing from the exporting country to be accepted in the importing country, avoiding requirements for re-testing, re-calibration, re-inspection, or re-certification thus saving exporters time and money. Accreditation operates in the voluntary sector, in that laboratories, inspection bodies, reference material producers, and proficiency testing providers are not required by accreditation bodies to be accredited. However, accreditation is increasingly being recognised by regulators worldwide as evidence of competence to carry out testing, calibration, inspection, reference material production, and proficiency testing for mandatory purposes, and thus the requirement for accreditation can also become mandatory. 4 An accreditation body cannot, however, compel a domestic regulator to accept endorsed reports and certificates from an overseas laboratory, inspection body, reference material producer, or proficiency testing provider accredited by an MRA partner. The decision on regulatory acceptance is with the regulators. The APLAC MRA replaces earlier bilateral arrangements between some of the economies mentioned below. 3. THE APLAC ACCREDITATION NETWORK The APLAC MRA involves thirty-seven counterpart authorities in twenty-three economies in the Asia-Pacific region and one multi-economy accreditation authority. These economies are: Australia; Bangladesh; Canada; People s Republic of China; Gulf region; Hong Kong, China; India; Indonesia; Japan; Republic of Korea, Malaysia; Mexico; Mongolia, New Zealand; Pakistan, Papua New Guinea; Philippines; Russian Federation; Singapore; Sri Lanka, Chinese Taipei; Thailand; United States of America; Vietnam. 4. OBLIGATIONS OF APLAC MRA SIGNATORIES Each APLAC MRA Signatory for Testing, Calibration, ISO 15189, Inspection, Reference Material Production and Proficiency Testing Provider services: (a) uses equivalent procedures in the accreditation of: (i) laboratories under ISO/IEC 17011, any additional normative documents as specified in APLAC MR 001, and ISO/IEC 17025, or ISO for medical laboratories; (ii) inspection bodies under ISO/IEC 17011, any additional normative documents as specified in APLAC MR 001, and ISO/IEC 17020; (iii) reference material producers under ISO/IEC 17011, any additional normative documents as specified in APLAC MR 001, and ISO Guide 34 (until November 2019) and/or ISO 17034; (iv) proficiency testing providers under ISO/IEC 17011, any additional normative documents specified in MR001, and ISO/IEC 17043; (b) recognises, within its scope of recognition in this MRA, the accreditation of a laboratory, inspection body, reference material producer or proficiency testing provider by other signatories as being equivalent to an accreditation by its own organisation; recognises, within its scope of recognition in the MRA, the accreditation of a laboratory, inspection body or reference material producer by other signatories as being equivalent to an accreditation by its own organisation; (c) accepts, for its own purposes, endorsed test reports, calibration certificates and inspection reports issued by laboratories and inspection bodies, endorsed reference material certificates and statements issued by reference material producers, and endorsed proficiency testing reports issued by proficiency testing providers accredited by other signatories on the same basis as it accepts endorsed test reports, calibration certificates, inspection reports, reference material certificates and proficiency testing reports issued by its own accredited laboratories, inspection bodies, reference material producers and proficiency testing providers; Issue No. 59 Issue Date: 2017/08 Page 4 of 36

5 (d) recommends and promotes the acceptance by users in its economy of endorsed test reports, calibration certificates, inspection reports, reference material certificates and statements, and proficiency testing reports issued by organisations accredited by other signatories; (e) investigates all complaints initiated by a signatory resulting from endorsed test reports and calibration certificates issued by their accredited testing and calibration laboratories, endorsed inspection reports issued by their accredited inspection bodies, endorsed reference material certificates and statements issued by their accredited reference material producers, or endorsed proficiency testing reports issued by their accredited proficiency testing providers; (f) contributes to the work of the APLAC MRA Council; (g) participates in the work of APLAC including the return of ballots; (h) provides evaluators for the evaluation and re-evaluation of accreditation bodies appropriate to their size and to the needs of the APLAC MRA Council as resolved periodically by the MRA Council; (i) uses all information obtained from the peer evaluation process in a confidential and professional manner; (j) informs one another, as soon as possible, of any significant changes that have occurred or will occur in the status and/or operational practices of its accreditation body. RECOGNITION OF APLAC APLAC is recognised as a Specialist Regional Body within the Asia Pacific Economic Cooperation (APEC). Government regulators in the APEC economies use the APLAC MRA to underpin confidence in the acceptance of test, calibration and inspection reports, reference material certificates, and proficiency reports in the region. APLAC is a recognised regional body of ILAC. Thus, signatories to the APLAC MRA for testing and calibration are also signatories to the International Laboratory Accreditation Cooperation (ILAC) Global Arrangement, which groups over 90 nationally recognised accreditation authorities worldwide. 6. THE IMPORTANCE OF ACCREDITATION Accreditation by an APLAC MRA signatory is formal recognition that an organisation is competent to carry out specific tasks. A facility is accredited to issue specific types of test, calibration, inspection reports, reference material certificates, or proficiency testing reports. The specific areas of competence are specified in the Scope of Accreditation (e.g. a laboratory may be accredited to undertake specific chemical tests but not to test electrical products). 6 Accreditation is granted after detailed assessment of the competence of the organisation and its staff against technical and management system criteria defined in ISO/IEC for testing and calibration laboratories, (ISO for medical laboratories), ISO/IEC for inspection bodies, ISO Guide 34 (until November 2019) and/or ISO for RMPs and ISO/IEC for PTPs. This assessment is conducted by accreditation body staff in association with technical experts from the particular technology being assessed. Accredited organisations are subject to regular surveillance and reassessment by their national accreditation body. 7. APLAC PARTNERS The contact details of the APLAC MRA signatories are on the following pages. New partners are added once the APLAC MRA Council has voted on their acceptance following satisfactory reports from peer evaluations. On the following pages, details of the accreditation symbol (mark) visible on reports and certificates within the accredited facilities scopes of accreditation, the scope of recognition for each accreditation body (testing/calibration/inspection/iso 15189/RMP/PTP), and individual accreditation body website addresses are listed. For details of the scope of accreditation of individual facilities it is advisable to confirm details through the individual accreditation body s website.
