Purpose and Scope This Technical Requirement (TR) is consistent with and additional to the requirements of ISO/SANS and the IAF Mandatory Document applicable for the application of ISO/SANS This Technical Requirement clarifies the requirements of the normative references where required and provides guidance on determining the minimum qualification and sectorial scopes of accreditation for Road Transport Management System (SANS 1395) Conformity Assessment Bodies (CAB s). Certification Bodies (CABs) seeking accreditation to provide Road Transport Management Systems (RTMS) certification services will be required to satisfy the requirements of ISO/IEC and the requirements specified in this Technical Requirement. 2. Background RTMS is an industry led, government supported, voluntary, self-regulation scheme that encourages consignees, consignors and road transport operators to implement a management system that demonstrates compliance with the Road Traffic Regulations and contributes to preserving road infrastructure, improving road safety & increasing productivity. The RTMS scheme (SANS 1395) supports the Department of Transport s National Freight Logistics Strategy. The RTMS standards essentially require that participating companies responsibly manage their activities to ensure they present a minimal risk to other road users, the road infrastructure and its own drivers, whilst promoting road safety and driver wellness. RTMS is a voluntary system that promotes improved road safety in the road transport industry and it can achieved significant results in: Reduction and minimisation of overloading Preventing road damage and preserving our infrastructure Enhancing the safety of heavy vehicles on our national roads Taking care of truck drivers health (Driver Wellness Initiatives) Reduction of traffic violations (e.g. reducing speeding incidents) Improving efficiency in various industry supply chains Actively promoting skills development within the transport sector Companies measuring their performance and taking responsibility for the impact of their activities on our public road networks SANAS Page 3 of 5

Competence requirements for RTMS CB Auditor 4.1 Confidence and reliance in the certification process by the conformity assessment bodies (CAB) depends on the competence of those conducting the audits within the conformity assessment bodies. 4.2 Certification Bodies shall maintain records of qualifications and experience of its auditors. Experience involves working or providing certification services in the scope. Initial training of new Certification Body s auditors shall include witnessing of a certification audit and onsite monitoring by a qualified Certification Body personnel member. 4.3 Conformity assessment bodies personnel performing Road Transport Management System Audits must be competent on the basis of the appropriate education, training, skills and related sector scope experience for which the CAB is accredited for. 4.4 Personnel conducting or performing Road Transport Management Systems shall maintain and improve their knowledge and skills through continuous professional development (CPD) activities, such as training, private study, seminar and conferences. Auditors must maintain their continuous professional development records which will be assessed by the Lead or Technical assessor during accreditation and surveillance assessment. 4.5 The CAB shall have a process to ensure that all RTMS auditors have knowledge and skills in the following areas but not limited to: Title Education Knowledge and Skills Experience RTMS Auditor Hold at least a minimum Grade 12 Certificate or SANS 1395; SANS/ISO 17021; SANS/ISO Transport. Management System Auditing 2 years RTMS Leader Team Hold at least a minimum Grade 12 Certificate or SANS 1395 SANS/ISO 17021; SANS/ISO Presentation skills Transport. Management System Auditing 2 years. Audit-management skills Technical Expert Hold at least a minimum 3 years degree or SANS 1395 Transport. Note1: In some cases, extensive experience in the relevant field of expertise for RTMS may be substituted for formal qualification. SANAS Page 4 of 5

5 5. Accreditation Scopes The Certification Bodies shall only claim accreditation for the scopes which they are accredited for. The table below outline the scope of accreditation that will be offered by SANAS for the Road Transport Management System (SANS 1395 family).
