10 Contract Review Application is to be within the ExCB s scope Confirm receipt of the applicants experience log, training records and qualifications/educations Determine whether a surcharge applies for applicant Estimate of time and costs Any special requirements and arrangement, e.g. travel, accommodation, translation of documentation etc. Agreement on method and system of payment Communicate in writing to applicant of the review result

11 Evidence of qualification/experience General qualifications not specific to explosive atmospheres Technical education Engineering Diplomas, Degree, College Certificates etc Formal internal training programme set by and endorsed by an employer.. Qualifications specific to explosive atmospheres Formal external training undertaken on subjects and topics relevant to explosive atmospheres Formal internal training programme set by and endorsed by an employer Work experience both hazardous and non-hazardous area A resume which should include at least (as applicable) Employer and type of industry Position and responsibility Protection techniques used Standards and codes of practice used Working safely in hazardous areas Duties or tasks undertaken Area classification, installation, equipment selection and installation

14 Assessment Results Knowledge assessment: A - Selected Response B - Constructed Response At least 75% of all items shall be answered correctly. Practical skills assessment: The results shall be specified for each Unit of Competence assessed and recorded in CER and PCAR All items shall be correctly demonstrated (for unit competency requires performance assessment)

16 Surveillance and Reassessment Surveillance ExCB to gather any feedback/complaints from employer or other sources, investigate, take corrective action, including withdrawal or cancellation of certificate. Reassessment To be conducted before the expiry of five (5) years from the date of issue of the PCAR for the purpose of re-certification

17 Reassessment Partial Assessment Applicant shall demonstrate evidences that their competence has been maintained and updated - awareness and understanding of all new IEC Standards and changes to IEC standards relevant to their scope of certification - work record that demonstrate person s ability to understand and apply the current editions of all relevant standards. Full Assessment Applicant may not have been involved in relevant practical application of activities under their Units of Competence over 5 years period.

18 Suspension or Cancellation An IECEx CoPC may be suspended or cancelled due to the following: non payment of outstanding fees failure to comply with the re-certification requirements the Certificate or PCAR has been issued in error the holder requests cancellation it is used in a misleading way, or Ex Competent Person no longer complies with the IECEx requirements Non compliance against SIRIM QAS requirements

19 Appeals Lodge an appeal in the first instance with ExCB for disagreement with decision of Refusal for issuance of IECEx PCAR or IECEx CoPC Suspension IECEx CoPC Cancellation of IECEx CoPC Ex Certified/applicant lodge an appeal to ExCB ExCB using internal appeal procedures Unresolved Refer to IECEx Appeals process (IECEx 01) Resolved EX Certified/ Applicant Resolved Unresolved Refer IEC Conformity Assessment Board (Final Decision)

20 Why IECEx CoPC Among others, this scheme :- provides an independent proof to companies that a person holding an IECEx CoPC has the knowledge and skills ; enhances confidence that certificate holders have been deemed competent to international standards, and certified as having required skills and knowledge to perform their task safely. facilitates plant owners/companies to promote safety awareness among employees, suppliers and contractors maintains the integrity of Ex protection features of equipment and installation.
