1 FULLCOMM SYSTEM OPERATING MANUAL Version: # Warning: The Client purchases and uses the System at his/her own risk. Client must carefully read instructions, safety materials, and all other System literature before using the System, and follow these instructions, procedures and rules. When in doubt, Client must contact ETGI at the address below, or certified service centers authorized by ETGI to perform warranty work on the system. The System is intended for use by individuals properly trained by approved instructors to determine where the System fits into his/her department s rules, regulations, policies and procedures.

3 BATTERY OVERVIEW, CHARGING, & MAINTENANCE The FullComm System can be powered solely by its internal rechargeable NiMH battery or by connecting the System to an external power supply. When the System's battery is fully charged, the System can be powered/operated solely by its battery for approximately 8 hours. When the System is connected to an A/C wall outlet, the System can be operated for an unlimited time. Prior to initial operations, the FullComm System s battery should be brought to a full charge by following the instructions below: POWER OFF SYSTEM BEFORE CHARGING: Before charging the FullComm System s battery check to ensure that the System is powered off. To do this, open the case lid and check that the POWER STATUS LED is NOT illuminated. If the POWER STATUS LED is illuminated, power off the System by pressing the POWER OFF button. Once powered off, close and secure the case lid. 1. Insert the female end of the provided A/C Power Cord into the A/C POWER IN port located on the outer/ left of the System. NOTE: Only use the A/C Power Cord provided with the System. 2. Insert the male end of the A/C Power Cord into an A/C power outlet. 3. To begin the battery charge cycle, set the switch located on the outer/left of the System upwards to the SYSTEM CHARGE ON position. NOTE: When this is performed, the bi colored CHARGE STATUS LED will blink red to green two times, turn off momentarily, and then will illuminate a steady red indicating that the System s battery is charging. 4. The bi colored STATUS CHARGE LED will turn from red to a steady green when the System s battery is fully charged. NOTE: The time it takes to charge the battery is dependent on the current charge level of the battery before entering the charge cycle. A fully depleted System battery takes approximately 2 hours to fully charge. 5. After the System s battery has been fully charged, set the switch outer/left of the System downwards to the SYSTEM CHARGE OFF position and disconnect the A/C Power Cord. NIMH BATTERY MAINTENANCE: The FullComm System s battery should be fully charged as per the procedures listed in this manual EACH time the System has been operated OR if the System has NOT been operated for a period of (2) months. Performing the battery charging procedures will help to maximize the ability for the System s internal battery to properly maintain a charge. FullComm System (Outer/Left View) 1.
4 BATTERY STATUS LEDs & BATTERY PROTECTION CIRCUIT OVERVIEW: The FullComm System s control panel section labeled BATTERY STATUS contains (3) LEDs. These LEDs provide information about the charge level of the System's battery. When the System's battery is fully charged and is NOT connected to an external power supply, ALL (3) of the "BATTERY STATUS" LEDs will illuminate. When the System is connected to an A/C power outlet, ONLY the "FAIR" (orange LED) and the "CHARGE" (red LED) will illuminate. 1.FULL: green LED 2.FAIR: orange LED 3.CHARGE: red LED When the System is NOT connected to an A/C power outlet and is being operated, the "FULL" (green LED) will turn OFF when the charge level of the System's battery has been reduced to approximately 15%. The "FAIR" (orange LED) will turn OFF when the charge level of the System's battery has been reduced to approximately 10%. The "CHARGE" (red LED) will turn OFF when the charge level of the System's battery has been reduced to approximately 5%. BATTERY PROTECTION CIRCUIT: When the "CHARGE" (red LED) turns OFF the FullComm System's "Battery Protection Circuit" will activate and automatically shut down/power off the System to prevent irreversible battery damage. To avoid activation of the System's "Battery Protection Circuit," the System should IMMEDIATELY be connected to an A/C power outlet as soon as the "FULL" (green LED) turns OFF OR be operated from A/C power whenever possible. When making the transition from battery to an A/C power outlet, please follow these steps: 1. Insert the female end of the provided A/C Power Cord into the A/C POWER IN port located on the outer, left side of the System. NOTE: Only use the A/C Power Cord provided with the System. 2. Insert the male end of the A/C Power Cord into an A/C power outlet. 3. Check that the switch located on the outer/left of the System is set downwards to the "SYSTEM CHARGE OFF" position. NOTE: If the switch is set to upwards to the "SYSTEM CHARGE ON" position when connected to an A/C power outlet, the System's internal battery will enter a charge cycle, which in turn may substantially decrease System audio quality! USING THE FULLCOMM SYSTEM TO CHARGE A CELL PHONE'S BATTERY: The outer/left side of the System is equipped with a 12V power port labeled "CELL PHONE CHARGER ONLY." To use this port to charge a cell phone's battery, follow these steps: 1. Remove the "CELL PHONE CHARGER ONLY" port plug cover. 2. Insert the cell phone's vehicle/car charger (NOT included) into the port. 3. Connect the cell phone to vehicle/car charger. When a cell phone's battery is being charged via the "CELL PHONE CHARGER ONLY" port, more of the System's battery power will be consumed. This will in turn reduce the overall battery run time of the System. 2.
5 PRIMARY HEADSET OVERVIEW & CONNECTION PROCEDURE: The FullComm System is delivered with a Dual Cup Primary Headset with Boom Microphone. The Primary Headset is equipped with (2) 3.5mm (1/8 ) male connectors. 1. Pink Colored: Headset Microphone 2. Green Colored: Headset Speaker To connect the Primary Headset to the System, please follow these steps: 1. Insert the Primary Headset s MIC connector into the HEADSET MIC IN port and connect the SPEAKER connector into the HEADSET SPEAKER IN port located on control panel section labeled PRIMARY HEADSET CONTROL. 2. During operations, the volume listening level of the Primary Headset may be increased or decreased by adjusting the VOLUME ADJUST dial located on the control panel section labeled PRIMARY HEADSET CONTROL as well as the listening volume level dial located on the Primary Headset s cable lead. Primary Headset Headset Cable Lead Volume Dial Primary Headset Function Switch HEADSET FUNCTION SWITCH DISABLED: The Primary Headset s cable lead is equipped with a function switch, an LED, and a volume listening level dial. The function switch and the LED are PERMANENTLY DISABLED and do NOT function. The volume listening level dial is located on the cable lead IS functional and can be used in conjunction with the VOLUME ADJUST dial located on the control panel section labeled PRIMARY HEADSET CONTROL to increase/decrease the volume listening level of the Primary Headset. 3.
6 EXTERNAL AUDIO MONITORING DEVICE OVERVIEW: The FullComm System is delivered with external audio devices to allow for multiple team staff to monitor the communications taking place through the System. These devices include: (1) Multi Extension Amplifier Box with 6 ft. 6.35mm (1/4 ) Stereo Patch Cable with Male Connectors and (2) 9v Batteries (2) Monitoring Earphones with 3.5mm (1/8 ) Stereo Male Connectors and (2) 3.5mm (F) to 6.35mm (M) Adapters (2) Monitoring Headphones with 3.5mm (1/8 ) Stereo Male Connectors and (2) 3.5mm (F) to 6.35mm (M) Adapters Multi Extension Amplifier Box Monitoring Headphone Monitoring Earphone 6.35mm Stereo Patch Cable COTS ITEMS: The external audio monitoring earphones, headphones, and 9v batteries provided with the FullComm System are Commercial Offthe Shelf (COTS) items and are subject to change/availability. Therefore, some of the images illustrated in this operating manual may NOT accurately depict the actual items delivered. Please review the packaging/operating manual provided with any COTS item delivered to learn more about specific features as well as operations. 9v Battery 4.
7 CONNECTING THE MULTI EXTENSION AMPLIFIER BOX & EXTERNAL AUDIO MONITORING DEVICES: The Multi Extension Amplifier Box allows for connection of up to (4) external audio devices such as earphones, headphones, and/or speakers (not included) to allow multiple team staff to monitor the communications taking place through the FullComm System. The Multi Extension Amplifier Box is powered by (2) 9v batteries (provided) that MUST be installed in order for the unit to operate. To install batteries into the Multi Extension Amplifier Box: 1. Remove/slide out each of the Multi Extension Amplifier Box s battery compartments located on the rear of the unit. 2. Insert (1) 9v battery into each of the battery compartments, checking that each battery has been inserted properly in respect to polarity (+/ ). 3. Re insert/slide in each of the battery compartments back into the rear of the unit. After the batteries have been installed, the Multi Extension Amplifier Box may be powered on/operated by following these steps: 1. Insert one end of the provided 6 ft. 6.35mm (1/4 ) Stereo Patch Cable into the Multi Extension Amplifier Box port labeled IN located on the front of the unit. 2. Insert the other end of the cable connected to the Multi Extension Amplifier Box IN port into the MONITORING HEADPHONE/MULTI EXT. OUT port located on the FullComm System s control panel section labeled MONITORING/MULTI EXT. CONTROL. 3. Power on the Multi Extension Amplifier Box by setting the switch located on the rear of the unit upwards, to the ON position. NOTE: A green LED located on the front of the unit will turn on indicating the unit is receiving power and is active. 4. Connect up to (4) external audio monitoring devices into any of the (4) available 6.35mm (1/4 ) Stereo OUT ports labeled 1, 2, 3, 4 located on the front of the Multi Extension Amplifier Box. ** **NOTE: The provided 3.5mm (1/8 ) (F) to 6.35mm (1/4 ) (M) Adapters may be used to connect external monitoring devices such as earphones, headphones, speakers (not included), or other audio monitoring devices equipped with a 3.5mm male connector into the (4) Stereo OUT ports located on the Multi Extension Amplifier Box. The listening volume level of the external audio devices connected to the Multi Extension Amplifier Box OUT ports may be increased or decreased by adjusting the respectively labeled (1, 2, 3, or 4) volume control dials located on the top of the unit. NOTE: If the volume control dials located on the top of the Multi Extension Amplifier Box have been adjusted and volume listening level remains too high or too low, adjust both the VOLUME ADJUST dial located on the section of the control panel labeled MONITORING/MULTI EXTENSION CONTROL as well as the volume listening level dials located on the external audio monitoring device(s). 5.

9 EXTERNAL DIGITAL AUDIO RECORDER OVERVIEW: The FullComm System is delivered with (2) external Digital Audio Recorders to allow for the communications taking place through the System to be recorded. (1) Digital Audio Recorder with 3.5mm (1/8 ) Mono Male to Male Patch Cable (1) Digital Audio Recorder with 3.5mm (1/8 ) Mono (M) to RCA (M) Patch Cable Team staff may designate one of the digital audio recorders to constantly record the communications taking place through the FullComm System and the other to be used for immediate playback/review in the field. NOTE: The Digital Audio Recorders provided with the FullComm System are Commercial Off the Shelf (COTS) items and are subject to change/availability. Therefore, some of the images illustrated in this operating manual may NOT accurately depict the actual items delivered. Please review the packaging/operating manual provided with any COTS item delivered to learn more about specific features as well as operations. CONNECTING THE EXTERNAL DIGITAL AUDIO RECORDER(S): 1. Insert one end of the provided 3.5mm (1/8 ) Mono Patch Cable into the Digital Audio Recorder port labeled MIC. 2. Insert the other end of the cable connected to the Digital Audio Recorder s MIC port into the port labeled 1/8 (3.5mm) LINE LEVEL RECORDER OUT located on the FullComm System s control panel section labeled REMOTE MONITOR/RECORD. To connect an additional Digital Audio Recorder, please follow these steps: 1. Insert the Mono end of the provided 3.5mm (1/8 ) Mono (M) to RCA (M) Patch Cable into the Digital Audio Recorder port labeled MIC. 2. Insert the RCA end of the cable connected to the Digital Audio Recorder s MIC port into the port labeled RCA located on the FullComm System s control panel section labeled REMOTE MONITOR/RECORD. 3.5mm Mono Cable 3.5mm Mono Cable 3.5mm to RCA Adapter Digital Audio Recorder **NOTE: The "REMOTE MONITOR/RECORD" section of the System is also equipped with an "1/8" (3.5mm) BALANCED LINE OUT" port. This port should ONLY be used to connect the System's Audio Output to professional audio equipment that utilize impedance balanced lines. Digital Audio Recorder 7.
10 GENERAL SYSTEM SET UP/COMMUNICATIONS SELECT: EXTERNAL POWER SUPPLY OPERATIONS RECOMMENDED: Though the FullComm System may be powered solely by its internal rechargeable battery, Enforcement Technology Group, Inc. (ETGI) strongly recommends that the unit be connected to an A/C power outlet during operations. This will help to ensure that sufficient power is available during prolonged operations as well as prevent the activation of the System's "Battery Protection Circuit." When connecting the FullComm System to an A/C power outlet, ONLY use the originally provided "A/C Power Cord." During A/C power operations, check that the switch located on the outer, left side of the unit is set downwards to the "SYSTEM CHARGE OFF" position. NOTE: If the switch is set to upwards to the "SYSTEM CHARGE ON" position when connected to an external power supply, the System's internal battery will enter a charge cycle, which in turn may substantially decrease System audio quality! 1. Open the FullComm System s case lid and power on the System by pressing the POWER ON button located on the upper right corner of the control panel. NOTE: When the System is powered on the following control panel LEDs will illuminate: 1. POWER STATUS LED (green) 2. BATTERY STATUS LEDs(green, orange, and red) 3. COMMUNICATION SELECT LED (green) 4. BLUETOOTH PAIR STATUS LED (green slow blinking ) 2. Connect the Primary Headset 3. Connect the Multi Extension Amplifier Box and External Audio Monitoring Devices (if desired) 4. Connect (1) or (2) Digital Audio Recorders (if desired) 5. Set the control panel s COMMUNICATIONS SELECT dial to the desired communication method: 1. LANDLINE 2. BLUETOOTH WIRELESS CELLULAR 3. WIRED CELL NIMH BATTERY MAINTENANCE: The FullComm System s battery should be fully charged as per the procedures listed in this manual EACH time the System has been operated OR if the System has NOT been operated for period of (2) months. REDIAL THE LAST DIAL TELEPHONE NUMBER: To redial the last dialed telephone number, follow these steps: 1. Set the DIAL PAD CONTROL switch upwards to the OFF HOOK position. 2. Press the located on the System s dial pad. NOTE: The number will be stored until the next time a telephone call is made. Numbers larger than 31 digits can NOT be stored. 11 "EXTERNAL LANDLINE" OPERATIONS: DIGITAL OR PRIVATE BRANCH EXCHANGE (PBX) LANDLINE TELEPHONE SYSTEM COMPATIBILITY: The FullComm System was designed to be directly compatible with analog, plain old telephone systems (POTS). However, the System is compatible with some, but NOT all digital or Private Branch exchange (PBX) telephone systems (commonly found in offices or commercial buildings). 1. Power on the FullComm System by pressing the POWER ON button. NOTE: The blue POWER STATUS LED will turn on to indicate that the System has been powered on. 2. Check to ensure that the DIAL PAD CONTROL switch is set downwards to the ON HOOK position. 3. Set the COMMUNICATION SELECT dial to the LANDLINE position. 4. Insert the Telephone (RJ 11) Cable that is connected to an active external landline telephone system into the EXT. LANDLINE port located on the System's control panel. 5. Set the DIAL PAD CONTROL switch upwards to the OFF HOOK position. NOTE: A green LED located on the DIAL PAD CONTROL switch will illuminate and a dial tone will become audible on the Primary Headset as well as other accessory external audio monitoring devices connected to the System. ** 6. Using the System s dial pad, enter the telephone number of the subject. 7. After the call is connected, use the Primary Headset to communicate with the subject. NOTE: During operations, the listening volume level of the Primary Headset may be increased or decreased by adjusting the VOLUME ADJUST dial located on the control panel section labeled PRIMARY HEADSET CONTROL as well as the volume listening level dial located on the Primary Headset s cable lead. 8. To disconnect the call, set the DIAL PAD CONTROL switch downwards to the ON HOOK position. **NOTE: If a dial tone is NOT audible after performing this step, the System has been connected to an external landline telephone system that is inactive OR it has been connected to an incompatible digital or PBX telephone system. To bypass the inactive/incompatible external landline telephone system, the operator may utilize the FullComm System s BLUETOOTH WIRELESS CELLULAR or WIRED CELL communication functions. 12 "EXTERNAL LANDLINE" CONFERENCE (3 WAY) CALL: During "External Landline" operations, the operator may wish to introduce a 3 rd party Intermediary (TPI) into the communications taking place through the System. In order to perform a Conference or 3 way call, the external landline telephone system that the System is connected to MUST support this function. If the external landline telephone system connected to the System supports this function a Conference or 3 way call may be performed by: 1. Perform External Landline Operations steps Place the call with the subject on hold by pressing the button located on the System s dial pad. NOTE: A dial tone will become audible on the Primary Headset as well as other accessory external audio monitoring devices connected to the System. 3. Using the System s dial pad, enter the telephone number of the TPI. 4. After the call to TPI is connected, press the button on the System s dial pad to join the TPI call and the subject call together. 5. To disconnect both calls, set the DIAL PAD CONTROL switch downwards to the OFF HOOK position. RECEIVING A CALL DURING "EXTERNAL LANDLINE" OPERATIONS: The operator is able to receive incoming calls placed to the telephone number of the external landline that is connected to the FullComm System during External Landline" operations. However, in order for an incoming call to be received, the System's "DIAL PAD CONTROL" switch MUST be set downwards to the "ON HOOK" position. NOTE: If the "DIAL PAD CONTROL" switch is set upwards to the "OFF HOOK" position, the party placing the call to the telephone number of the landline connected to the System will hear a "busy" signal and the call will be unable to be received. When a call is placed to the telephone number of the external landline that is connected to the System, the System will produce a ringing tone to indicate an incoming call. To answer/receive the incoming call, set the System's "DIAL PAD CONTROL" switch upwards to the "OFF HOOK" position. To disconnect the call, set the "DIAL PAD CONTROL" switch downwards to the "ON HOOK" position. 10.
13 BRIDGING "EXTERNAL LANDLINE" COMMUNICATIONS TO A CRISIS RESPONSE THROW PHONE SYSTEM During "External Landline" operations, the operator may wish to bridge the communications currently taking place through the FullComm System to a Crisis Response Throw Phone System equipped with an "Enhanced Landline" Telephone (RJ 11) port such as the Direct Link 007, Direct Link LifeLine Series, and other Crisis Response Throw Phone Systems. Creating this bridge allows the FullComm System to be used in tandem with a Crisis Response Throw Phone System. To bridge "External Landline" Communications to a Crisis Response Throw Phone System, follow these steps: 1. Perform "External Landline" Operations steps Power on the Crisis Response Throw Phone System equipped with an "Enhanced Landline" Telephone (RJ 11) port and connect the appropriate headset. 3. Insert one end of a Telephone (RJ 11) Cable into the FullComm System's "AUX DEVICE OUT" RJ 11 Jack. 4. Insert the other end of the Telephone (RJ 11) Cable in to the Crisis Response Throw Phone System's "LANDLINE" (RJ 11) Jack. 5. To bridge the communications taking place over the FullComm System to the Crisis Response Throw Phone System, activate the Crisis Response Throw Phone System's "LANDLINE" communication function. NOTE: How the "LANDLINE" communication function is activated is dependent upon the Crisis Response Throw Phone System being utilized. To activate the Direct Link 007 Series "LANDLINE" communication function, set the System's "TELEPHONE CONTROL" switch upwards to the "TELEPHONE CONNECTED" position. 6. After the Crisis Response Throw Phone System's "LANDLINE" communication function has been activated, the operator equipped with the headset connected to the Crisis Response System as well as the operator equipped with the FullComm Primary Headset's may communicate with the subject simultaneously. NOTE: The communications taking place may further be distributed by connecting external audio monitoring devices such as headphones, speakers, etc into the appropriate audio outputs located throughout the Crisis Response Throw Phone System. 7. The FullComm System may be disconnected from the communications, by setting the System's "DIAL PAD CONTROL" switch downwards to the "ON HOOK" position. NOTE: When this is performed the communications through the Crisis Response System will remain active. Communications through the FullComm System can be re established at any time by setting the "DIAL PAD CONTROL" switch upwards to the "OFF HOOK" position. 8. The Crisis Response Throw Phone System may be disconnected from the communications by deactivating the "LANDLINE" communication function. NOTE: To deactivate the Direct Link 007 Series "LANDLINE" communication function, set the System's "TELEPHONE CONTROL" switch downwards to the "TELEPHONE DISCONNECTED" position. Communications through the Crisis Response Throw Phone System can be reestablished at any time by setting the "TELEPHONE CONTROL" switch upwards to the "TELEPHONE CONNECTED" position. 9. To fully disconnect the call, set the FullComm System's "DIAL PAD CONTROL" switch downwards to the "ON HOOK" position AND deactivate the Crisis Response System's "LANDLINE" communication function. 11.

15 BLUETOOTH WIRELESS CELLULAR & WIRED CELL OVERVIEW: The operator may utilize the FullComm System s BLUETOOTH WIRELESS CELLULAR or WIRED CELL communication function if a connection to an external landline telephone system is not available or to bypass an inactive/incompatible digital or PBX landline telephone system. The BLUETOOTH WIRELESS CELLULAR and WIRED CELL both involve connecting a cell phone to the System. When utilizing the BLUETOOTH WIRELESS CELLULAR function the cell phone is connected to the System wirelessly via Bluetooth. Bluetooth Pair Status LED Bluetooth Pair Button FullComm System Bluetooth Control Bluetooth Enabled Cell Phone When utilizing the WIRED CELL function, the cell phone is connected to the System by inserting one end of a 3.5mm (1/8 ) Male to Male Patch Cable into the System s WIRED CELL port and attaching the other end of the cable into an adapter which is then inserted into the cell phone s handset accessory port. Cell Phone with 2.5mm Handset Accessory Port "WIRED CELL" IN Port FullComm System BLUETOOTH WIRELESS CELLULAR IS RECOMMENDED CELLULAR CONNECTION: If a cell phone is to be used with the FullComm System, ETGI strongly recommends that the BLUETOOTH WIRELESS CELLULAR communication function/connection method be used because it provides the best call quality (less susceptible to cellular RF interference) and offers a standard connection platform (does NOT require the use of a handset accessory port adapter). Once a cell phone is connected, the System is able to use the cell phone s wireless cellular service/network to place and receive calls. 13.
16 BLUETOOTH WIRELESS CELLULAR PAIRING PROCEDURE: In order to use the BLUETOOTH WIRELESS CELLULAR" communication function, a Bluetooth enabled cell phone MUST first be paired to the FullComm System. To pair a Bluetooth enabled cell phone to the System, follow these steps: 1. Power on the FullComm System by pressing the POWER ON button. NOTE: The blue POWER STATUS LED will turn on indicating that the System has been powered on. 2. Check to ensure that the DIAL PAD CONTROL switch is set downwards to the ON HOOK position. NOTE: If the DIAL PAD CONTROL switch is NOT set to the ON HOOK position a call disconnected tone will be audible on the Primary Headset as well as other accessory external audio monitoring devices connected to the System. 3. Press and hold down the CELLULAR PAIR button located on the control panel section labeled BLUETOOTH CONTROL. 4. Continue to hold down the CELLULAR PAIR button until the PAIR STATUS LED begins to blink rapidly and then release. NOTE: The rapid blinking of the PAIR STATUS LED indicates that the FullComm System is ready to be found/discovered/paired to a Bluetooth enabled cell phone. 5. Position the Bluetooth enabled cell phone that is to be paired approximately 5 ft. away from the FullComm System. 6. Navigate on the Bluetooth enabled cell phone s Connection Settings to the Add a New or Find a New Bluetooth device. NOTE: The terminology and the methods used to pair a Bluetooth enable cell phone to a Bluetooth enable device vary between cell phone make, model, and manufacturer. Please refer to the Bluetooth enable cell phone s operating manual for specific details on how to pair/wireless connect the cell phone to another Bluetooth enable device. 7. In the Bluetooth enabled cell phone s search results list, select the option to pair/connect to the device listed as Phone Labs C#. NOTE: The # of the aforementioned C# denotes a numeric digit such as C1, C2, C3, C4, etc 8. When prompted for a PASSCODE to pair with the Phone Labs C#, enter the following (4) digits: NOTE: To indicate that the Bluetooth enabled cell phone has been successfully paired, the FullComm System s PAIR STATUS LED will stop blinking and will remain steadily illuminated. A Bluetooth enabled cell phone may be paired to the FullComm System regardless of the COMMUNICATION SELECT dial position. 17 "BLUETOOTH WIRELESS CELLULAR" OPERATIONS: After a Bluetooth enabled cell phone has been paired, the System s BLUETOOTH WIRELESS CELLULAR communication function may be used. 1. Set the COMMUNICATION SELECT dial setting to the BLUETOOTH position. 2. Set the DIAL PAD CONTROL switch upwards to the OFF HOOK position. NOTE: A green LED located on the DIAL PAD CONTROL switch will illuminate and a dial tone becomes audible on the Primary Headset as well as other external audio monitoring devices connected to the System. 3. Using the System s dial pad, enter the telephone number of the subject. 4. After the call is connected, use the Primary Headset to communicate with the subject. NOTE: During operations, the listening volume level of the Primary Headset may be increased or decreased by adjusting the VOLUME ADJUST dial located on the control panel section labeled PRIMARY HEADSET CONTROL as well as the listening volume level dial located on the Primary Headset s cable lead. If the operator continues to experience difficulty hearing the subject after the adjusting these listening volume level dials, the operator should increase the speaker/volume level of the cell phone handset that is wirelessly paired to the System. 5. To disconnect the call, set the DIAL PAD CONTROL switch downwards to the ON HOOK position. "BLUETOOTH WIRELESS CELLULAR" CONFERENCE (3 WAY) CALL: During "BLUETOOTH WIRELESS CELLULAR" operations, the operator may wish to introduce a 3 rd party Intermediary (TPI) into the communications taking place through the System. In order to perform a Conference or 3 way call, the Bluetooth enabled cell phone paired/wirelessly connected to System MUST support this function. NOTE: Conference or 3 way calling functions are typically provided standard as a part of a wireless cellular service contract. If the Bluetooth enabled cell phone paired to the System supports this function a Conference or 3 way call may be performed by: 1. Use the Bluetooth enabled cell phone s hold function to place the call in progress with the subject hold. 2. Use the Bluetooth enabled cell phone s dial pad to enter the telephone number and place a call to the TPI. 3. After the call to the TPI is connected, use the Bluetooth enabled cell phone s conference function to connect the call with subject and the call with the TPI together. 4. To disconnect the calls, set the DIAL PAD CONTROL switch downwards to the ON HOOK position. RECEIVING A CALL DURING "BLUETOOTH WIRELESS CELLULAR" OPERATIONS: If an incoming call is received when the DIAL PAD CONTROL switch is set downwards to the ON HOOK position, both System as well as the cell phone paired to the System will produce ringing tones to indicate an incoming call. To answer the call, set the DIAL PAD CONTROL switch upwards to the OFF HOOK position and use the Primary Headset to communicate with the caller. If an incoming call is received while communications are currently taking place through the FullComm System (the DIAL PAD CONTROL switch is set upwards to the OFF HOOK position), a call waiting tone will become audible on the Primary Headset as well as the handset of the caller you are currently communicating with. Use the Bluetooth enabled cell phone's "hold" function to place the call in progress on "hold." Use the Bluetooth enabled cell phone's "ANSWER" key to answer the incoming call. Use the Bluetooth enabled cell phone's call "swap" function to return to the original call or "conference" function to connect both calls together. 15.
18 RECEIVING A CALL DURING "BLUETOOTH WIRELESS CELLULAR" OPERATIONS: The operator is able to receive outgoing calls placed to the Bluetooth enabled cell phone that is paired to the FullComm System during BLUETOOTH WIRELESS CELLULAR operations. If an incoming call is received when the DIAL PAD CONTROL switch is set downwards to the ON HOOK position, both System as well as the cell phone paired to the System will produce ringing tones to indicate an incoming call. To answer the call, set the DIAL PAD CONTROL switch upwards to the OFF HOOK position and use the Primary Headset to communicate with the caller. If an incoming call is received while communications are currently taking place through the FullComm System (the DIAL PAD CONTROL switch is set upwards to the OFF HOOK position), a call waiting tone will become audible on the Primary Headset as well as the handset of the caller you are currently communicating with. Use the Bluetooth enabled cell phone's "hold" function to place the call in progress on "hold." Use the Bluetooth enabled cell phone's to answer the incoming call. 19 TRANSFERRING "BLUETOOTH WIRELESS CELLULAR" COMMUNICATIONS TO A CRISIS RESPONSE THROW PHONE SYSTEM During "BLUETOOTH WIRELESS CELLLULAR" operations, the operator may wish to transfer the communications currently taking place through the FullComm System to a Crisis Response Throw Phone System equipped with an "Enhanced Landline" Telephone (RJ 11) port such as the Direct Link 007, Direct Link LifeLine Series, and other Crisis Response Throw Phone Systems. FULLCOMM SYSTEM BECOMES "DISABLED" WHEN TRANSFERRED TO A CRISIS RESPONSE THROW PHONE SYSTEM: If FullComm System "BLUETOOTH WIRELESS CELLULAR" communications are transferred to a Crisis Response Throw Phone System, the System becomes "disabled." After the transfer, all communications, monitoring, and recording functions MUST take place through the Crisis Response Throw Phone System. Though the FullComm System becomes disabled when Bluetooth Wireless Communications are transferred to a Crisis Response Throw Phone System, the FullComm System MUST remain powered ON. To transfer "BLUETOOTH WIRELESS CELLULAR" Communications to a Crisis Response Throw Phone System, follow these steps: 1. Perform "BLUETOOTH WIRELESS CELLULAR" Operations steps Power on the Crisis Response Throw Phone System equipped with an "Enhanced Landline" Telephone (RJ 11) port, connect the appropriate headset, and activate the System's "LANDLINE" communication function. NOTE: How the "LANDLINE" communication function is activated is dependent upon the Crisis Response Throw Phone System being utilized. To activate the Direct Link 007 Series "LANDLINE" communication function, set the System's "TELEPHONE CONTROL" switch upwards to the "TELEPHONE CONNECTED" position. 3. Insert one end of a Telephone (RJ 11) Cable into the FullComm System's "AUX DEVICE OUT" RJ 11 Jack. 4. To transfer the communications taking place over the FullComm System to the Crisis Response Throw Phone System, insert the other end of the Telephone (RJ 11) Cable in to the Crisis Response Throw Phone System's "LANDLINE" (RJ 11) Jack. NOTE: When this connection is made the FullComm System communications, monitoring, and recording functions will become disabled. To continue communications use the headset connected to the Crisis Response Throw Phone System. To allow for the communications to be monitored/recorded by team staff connect the desired external audio monitoring devices such as headphones, speakers, etc into the appropriate audio outputs located through the Crisis Response Throw Phone System. 5. To disconnect the call, deactivate the Crisis Response Throw Phone System's "LANDLINE" communication function. NOTE: To deactivate the Direct Link 007 Series "LANDLINE" communication function, set the System's "TELEPHONE CONTROL" switch downwards to the "TELEPHONE DISCONNECTED" position. 6. To fully disconnect the call, set the FullComm System's "DIAL PAD CONTROL" switch downwards to the "ON HOOK" position AND deactivate the Crisis Response System's "LANDLINE" communication function. 17.

21 UTILIZING THE FULLCOMM SYSTEM TO BRING BLUETOOTH WIRELESS CELLULAR CONNECTIVITY TO A CRISIS RESPONSE THROW PHONE SYSTEM Another feature of the FullComm System is that it can be used to bring Bluetooth wireless cellular connectivity to a Crisis Response Throw Phone System equipped with an "Enhanced Landline" Telephone (RJ 11) port such as the Direct Link 007, Direct Link LifeLine Series, and other Crisis Response Throw Phone Systems. This feature provides a benefit to Crisis Response Team staff wanting to establish communications with a subject through a Crisis Response Throw Phone System in the event that the System's Throw Phone component is unable to be deployed and access to an active/compatible landline telephone system is unavailable. Similar to Throw Phone System operations, the communications taking place with the subject may be monitored/recorded by team staff by connecting the desired external audio monitoring devices such as headphones, speakers, etc into the appropriate audio outputs located through the Crisis Response Throw Phone System FULLCOMM SYSTEM'S BECOMES "DISABLED" WHEN USED TO BRING BLUETOOTH WIRELESS CELLULAR CONNECTIVITY TO A CRISIS RESPONSE THROW PHONE SYSTEM: When the FullComm System is used to bring Bluetooth wireless cellular connectivity to a Crisis Response Throw Phone System, the System becomes "disabled." Therefore, communications, monitoring, and recording functions MUST take place through the Crisis Response Throw Phone System. Though the FullComm System becomes disabled when used to bring Bluetooth wireless cellular connectivity to a Crisis Response Throw Phone System, the FullComm System MUST remain powered ON. To bring Bluetooth wireless cellular connectivity to a Crisis Response Throw Phone System, follow these steps: 1. Power on the Crisis Response Throw Phone System equipped with an "Enhanced Landline" Telephone (RJ 11) port, connect the appropriate headset, and connect external audio monitoring and recording devices as desired. 2. Power on the FullComm System, set the COMMUNICATION SELECT dial setting to the BLUETOOTH position, and pair the System to a Bluetooth enabled cell phone. 3. Insert one end of a Telephone (RJ 11) Cable into the FullComm System's "AUX DEVICE OUT" RJ 11 Jack. 4. Insert the other end of the Telephone (RJ 11) Cable in to the Crisis Response Throw Phone System's "LANDLINE" (RJ 11) Jack. 5. Activate the Crisis Response Throw Phone System's "LANDLINE" communication function. NOTE: How the "LANDLINE" communication function is activated is dependent upon the Crisis Response Throw Phone System being utilized. To activate the Direct Link 007 Series "LANDLINE" communication function, set the System's "TELEPHONE CONTROL" switch upwards to the "TELEPHONE CONNECTED" position. 6. After the Crisis Response Throw Phone System's "LANDLINE" communication function has been activated a dial tone will become audible on the headset as well as the external audio monitoring/recording devices connected to the System. 7. To place an outgoing call, enter the telephone number of the subject by using the dial pad of the Bluetooth enabled cell phone paired to the FullComm System. NOTE: No tones will be audible when the Bluetooth enabled cell phone's dial pad keys are pressed as well as the ring tone when the call is being placed. Therefore, be prepared to begin communications when the Bluetooth enabled cell phone prompts that the call is "connected." Adjust the volume setting of the headset and/or Bluetooth enabled cell phone until the desired volume listening level is achieved. 8. To disconnect the call, deactivate the Crisis Response Throw Phone System's "LANDLINE" communication function. NOTE: To deactivate the Direct Link 007 Series "LANDLINE" communication function, set the System's "TELEPHONE CONTROL" switch downwards to the "TELEPHONE DISCONNECTED" position. 19.
22 WIRED CELL OPERATIONS: ** "WIRED CELL" CALL QUALITY & CELL PHONE COMPATIBILITY: Cellular attenuation or diminished call quality may be experienced when utilizing the "WIRED CELL" communication function in certain locations and/or with certain cell phone models that produce excessive RF "noise." The FullComm System's "WIRED CELL" is designed to be connected directly to acell phone equipped with a 2.5mm (3/32 ) 3 pin handset accessory port. To allow the System to be connected to cell phone equipped with a 3.5mm (1/8 ) (which includes a majority of Blackberry and iphone models), a different pin configuration, or a proprietary headset accessory port an adapter (not included) MUST be used. For additional compatibility/adapter information, please contact us directly at or info@etgi.us. 1. Set the COMMUNICATION SELECT dial to the WIRED CELL position. 2. Locate the 6 ft. 3.5mm (1/8 ) Male to Male Stereo Patch Cable and 3.5mm (F) to 2.5mm (M) Adapter. ** 3. Insert one of the 3.5mm ends of the Stereo Patch Cable into the control panel's WIRED CELL port. 4. Insert the other end of the Stereo Patch Cable into the female end of the 3.5mm (F) to 2.5mm (M) Adapter. ** 5. Insert the other end of the 3.5mm (F) to 2.5mm (M) Adapter into the cell phone s 2.5mm (3/32 ) handset accessory port. NOTE: To help prevent/limit cellular RF interference set the connected cell phone as far away from the System and other electronics as possible. 6. To place an outgoing call to a subject, enter the subject's telephone number on the dial pad of the cell phone connected to the System and press the cell phone's "SEND" key. NOTE: No tones (dial, key press, and ring) are produced during "WIRED CELL" operations. Refer to the cell phone's display to confirm/verify call connection. 7. Use the Primary Headset to communicate with the subject. NOTE: During operations, the listening volume level of the Primary Headset may be increased or decreased by adjusting the VOLUME ADJUST dial located on the control panel section labeled PRIMARY HEADSET CONTROL. If the operator continues to experience difficulty hearing the subject after the Primary Headset VOLUME ADJUST dial has been set to its highest level, the operator should increase the speaker/volume level of the cell phone handset that is connected to the System. 8. Use the cell phone's "ANSWER" key to answer the incoming call. Use the cell phone's call "swap" function to return to the original call or "conference" function to connect both call together. If an incoming call is received when communications are NOT currently taking place during "WIRED CELL" operations, the cell phone connected to the System will ring as normal Use the cell phone's "ANSWER" key to answer the incoming call. 21.
24 Scope: WARRANTY & MANUFACTURER CONTACT INFORMATION: Enforcement Technology Group, Inc. (ETGI) and its divisions warrant the FullComm System to be free from defects in materials and workmanship. No warranties either express or implied, are made as to merchantability or fitness for a particular purpose. ETGI s obligation under this warranty is limited to the repair or replacement of a defective unit or portion thereof which is returned to ETGI within two years from the date the product was delivered to Client s delivery point by common carrier. Such warranty work will be performed free of charge to the Client, should ETGI s employees find the System to be defective in materials or workmanship. Client s only remedy for claims arising under this document shall be for damages, which shall not exceed the price of the System. ETGI may, at its sole election, choose to repair or replace said System. Use of the product outside ETGI s recommended design parameters voids all warranties. Warranties apply only to the original Client when purchased or transferred within all applicable laws. Warning: The Client purchases and uses the System at his/her own risk. Client must carefully read instructions, safety materials, and all other System literature before using the System, and follow these instructions, procedures and rules. When in doubt, Client must contact ETGI at the address below, or certified service centers authorized by ETGI to perform warranty work on the system. The System is intended for use by individuals properly trained by approved instructors to determine where the System fits into his/her department s rules, regulations, policies and procedures. Limitation of Warranty: Under no circumstances will ETGI be responsible for any damages resulting from negligent handling, misuse or illegal use of the FullComm System. Such acts will void the warranty. ETGI bears no responsibility, regardless of nature, for incidental, indirect or consequential damages with respect to economic loss or injury to a person or property whether as a breach of express or implied warranty, negligent or improper use, intentional misuse, accidental use, or unauthorized modifications.
