Research can identify new security threats and their impacts on European societies. It also contributes to creating social trust in research-based new security policies and tools. Innovative solutions will help to mitigate security risks more effectively by drawing on knowledge, research and technology."

9 Secure Societies The programme is by far the most significant source of funding in Europe for the development of security technology and innovation. Why? - Threats / Disasters can come in any shape or size. A strong EU-wide security framework is a necessity, for better predictive, reactive and resilience-based capabilities if/ when adversity strikes. Which kind of research? - Part of a concerted and multi-layered response to challenges. - An open challenge led, and mission driven, approach. - Reducing the barrier to the cross-border dissemination of research outcomes. - Engagement to create social trust in research-based security policies: looking into acceptability of solutions. How? Projects are structured around the collaboration among practitioners, academia, industry. Who cares? - Innovation outpaces the capacity for regulatory oversight. Unfortunately, crime, terrorism or natural catastrophes do not conform to the institutional aspiration of a predictable, long view of events and consequent policy responses. - Institutions / Entities tasked with prevention and protection must invest in the long term. - Industry also needs to take longer view, also to exploit the greater market opportunity EU can offer.

10 EU Security research: since inception (2007) over 400 projects Wide variety of areas. such as airport scanners, advanced forensics, training for first responders, tools to deal with online radicalisation, and methods for gathering electronic evidence in criminal cases.. FP7 catalogue: Part 1: Part 2: Horizon 2020 current catalogue: Challenge is now to disseminate the new knowledge, identifying and effectively communicating the most valuable results.

12 WP : Participation of practitioners is a mandatory criterion Meaning of practitioners: "A practitioner is someone who is qualified or registered to practice a particular occupation, profession in the field of security or civil protection." Applicants are invited to identify clearly which members of the consortium they consider "practitioners" in the specific context of their proposal, and to include a clear description of their respective role and addedvalue as practitioners. -> specific table in template under Part B 4.3 Additional eligibility and admissibility conditions An example: This topic requires the active involvement of at least 3 first responders' organisations or agencies from at least 3 different EU or Associated countries (SU-DRS ) - these entities have to be participants and - should be directly involved in carrying out the tasks foreseen in the grant.

15 The reasoning behind the INFRA call Interconnection / Convergence of physical and cyber environments. Reducing the vulnerabilities of critical infrastructure and increasing their resilience is one of the major objectives of the EU. An adequate level of protection must be ensured and the detrimental effects of disruptions on the society and citizens must be limited as far as possible. Threats against crowded areas and disruptions in the operation of our countries' infrastructure. Recent terrorist attacks have shown a focus on so-called soft targets, which may have less long-term physical impact but which may be highly damaging in terms of victims and subsequent psychological and sociological impacts.

Pre-normative research may address this issue effectively. In 2018, focus will be on: Sub-topic 1 Pre-strandardisation for the security of water supply: based on legacy of FP7 development of detection technologies to analyse drinking water, and strategies to integrate current technologies in the existing water safety network, interconnecting safety- and security-related networks of sensors that are deployed among water supply and distribution networks. Focus on networking testing facilities developed by water utilities to demonstrate the use of current sensor technologies for the purpose of both safety and security of water. Expected impact: full awareness of water supply facilities about the necessity of designing monitoring networks capable of detecting both contamination risks (safety) and deliberate poisoning (security). 27 Policy context The European Agenda on Security : ( )"Terrorism, organised crime and cybercrime are the three core priorities which are highlighted in this Agenda for immediate action. They are clearly interlinked and cross-border threats, and their multi-faceted and international dimension shows the need for an effective and coordinated response at EU level". ( ) ( ) The response to cybercrime (e.g. phishing) must involve the entire chain: from Europol's European Cybercrime Centre, Computer Emergency Response Teams in the Member States concerned by the attack, to internet service providers that can warn endusers and provide technical protection. In short, cybercrime demands a new approach to law enforcement in the digital age. ( )

28 Trafficking in human beings Child sexual abuse and exploitation 12/2017: adoption of the Communication addressing EU priorities and further concrete actions on trafficking in human beings (COM(2017) 728 final): ( ) Trafficking for sexual exploitation, involving mainly women and girls as victims, is consistently reported as the prevalent form.( ) ( ) the EU remains committed to preventing and combating trafficking in human beings and to protecting victims rights, taking account, in particular, vulnerabilities of trafficked women and children ( ) ( ) Cross-cutting actions to support anti-trafficking priorities in EU and non-eu countries Support anti-trafficking objectives and priorities, including projects taking particular account of the gender dimension of the phenomenon, high-risk groups as well as high-risk sectors through various EU funding programmes, such as the Asylum Migration & Integration Fund (AMIF), the Internal Security Fund (ISF) Police & Borders, Horizon 2020 ( ) (12/2016) the Commission adopted two reports on the measures taken by MSs to combat the sexual abuse and sexual exploitation of children and child pornography: one report covers the entire Directive on combating the sexual abuse and sexual exploitation of children and child pornography (2011/92/EU); the other report focuses on the measures against websites containing or disseminating child pornography. The reports present a first overview of measures taken by Member States to transpose the Directive into national law. The reports show that, although the Directive has led to substantial progress, there is still considerable room for improvement, in particular with regard to prevention and intervention programmes for offenders, the assistance, support and protection measures for child victims, the prompt removal of child sexual abuse material in Member States territory and the provision of adequate safeguards when the optional blocking measures are applied.

29 SU-FCT : Human factors, and social, societal, and organisational aspects to solve issues in fighting against crime and terrorism (RIA) - A specific sub-topic each year, in 2018: new methods to tackle trafficking of human beings and child sexual exploitation and on the protection of victims - Plus 'open' sub-topic (bottom-up) for proposals analysing and recommending other ways to solve human, social, and societal issues in fighting against crime and terrorism, and supported by large numbers of practitioners

30 Policy context - cybercrime 09/2017: Cybersecurity package (COM(2017)477) A more effective law enforcement response focusing on detection, traceability and the prosecution of cyber criminals is central to building an effective disincentive to commit such crimes. The Commission is therefore proposing to boost deterrence through new measures to combat fraud and the counterfeiting of non-cash means of payment. The proposed Directive will strengthen the ability of law enforcement authorities to tackle this form of crime by expanding the scope of the offences related to information systems to all payment transactions, including transactions through virtual currencies. The law will also introduce common rules on the level of penalties and clarify the scope of Member States' jurisdiction in such offences. To step up effective investigation and prosecution of cyber-enabled crime, the Commission will also present proposals to facilitate cross-border access to electronic evidence in the beginning of Background: Recent figures show that digital threats are evolving fast and that the public perceives cyber-crime as an important threat: Whilst ransomware attacks have increased by 300% since 2015, the economic impact of cyber-crime rose fivefold from 2013 to 2017, and could further rise by a factor of four by 2019, studies suggests. 87% of Europeans regard cybercrime as an important challenge to the EU's internal security.

32 Policy context: anti-terrorism, soft targets & abuse of encryption The 11th Security Union progress report (10/2017): Commission presented anti-terrorism package to better protect EU citizens - a package of operational and practical anti-terrorism measures to be rolled out over the next 16 months. These measures will help MSs address vulnerabilities exposed by recent terrorist attacks and will make a real difference in enhancing security. The measures will, amongst other: Support Member States in protecting public spaces (and so-called "soft target" protection); Close the space in which terrorists can operate by further restricting access to explosive precursors and improving cross border access to financial information; Support law enforcement and judicial authorities that encounter encryption by criminals in criminal investigations; Set out the next steps on countering radicalisation; Reinforce the EU's external action on counter-terrorism.

36 The reasoning behind the BES call Development of technologies, capabilities and solutions to: Improve EU border security: - Flow of people: research will support the exploitation of the potential given by the European Border Surveillance System (EUROSUR - Regulation No 1052/2013 ) and promote an enhanced use of new technology for border checks in relation to the SMART BORDERS legislative initiative (DG HOME) - Flow of goods: research will address, in the context of the EU s customs policy, supply chain security trying to strike the right balance with trade facilitation (DG TAXUD) Support the EU External Security Policies in civilian tasks (EEAS)... But also understanding the phenomena with impact on border and external security. Social sciences and humanities involved.

38 Smart Borders What: For us (COM) Smart Borders is: - Entry-exit system (EES) (regulation on 30/11/2017) - European travel information and authorization system (ETIAS). Why: At the same time: - more and more travellers crossing the borders, - a higher need of security (terrorism, cross-border crime, etc ); - a constraint on time and on resources (travellers can t wait and the number of border guards would not be increased). How: In general, three main ideas: 1) Perform border clearance - or a part of it - as early as possible in the trip. This leads to include pre-clearance in the border crossing process. 2) Differentiate the extent of the border check according to the risk the traveler represents. 3) Use technology to better and faster execute border clearance. Technology is a means / consequence of 1 and 2. (Novel) technologies that come into play are for: - identifying the traveler (biometrics capturing and matching, passport reading and authentication), - helping the border guard (integration of systems, fuzzy logic, profiling), and those - - integrating this into comprehensive sets (kiosk, e-gates, ) for different types of border crossing (land, sea and air).

55 Longer term vision (for R&D) The Commission s vision is for EU security research funding to continue after 2020: - in synergy with research efforts in complementary domains, and other funding schemes, such as ISF, defence and regional; - enhancing the role of and EU agencies (and practitioners) over the whole research cycle, including programming, execution and uptake. Continue focusing on priority critical areas, such as contributing to: - Bolstering the security of Europe's borders; - Countering radicalisation; - Protecting public spaces and critical infrastructure, for a resilient society in line with relevant strategies; - Protecting from and detection of cyber-attacks and cyber-crime, in line with the Commission's recent cybersecurity strategy. A certain flexibility is needed to react swiftly to emerging threats Possible ways to encourage leveraging of investments by the private sector? What could be the major «missions»?

56 The first two options mentioned anticipating the challenges of tomorrow Europeans consistently point to security and safety as a top priority for their Union The EU budget is instrumental in ensuring effective migration management, countering terrorism and addressing cyber threats. It has a crucial role to play in reinforcing the control of external borders

57 Conclusions Circumstances call for measures to address security issues/ threats in the long-term, contributing to protection and to more resilient societies, i.e. with investments in Security Research. Intrinsic challenge for EU R&D to deliver "quick" and "usable" results. Efforts to proactively involve in R&D end-users / practitioners.
