Outline of Presentation 'Secure Societies'/DRS: Disaster-Resilient Societies, in figures Work Programme Follow up of DRS activities-deliverables Security-related standardisation: supporting research and governance needs
'Secure Societies' in figures WP budget: EUR 1.7 billion: - of which EUR 1.2 bn under DG HOME, and EUR 500 m under DG CNECT H2020 is 50% of public funding for security research in Europe Secure Societies is 2.2 % of the H2020 budget budget: EUR 716 million
Work Programme Structure 3 Calls (same structure as WP ): 1. INFRA: Protecting Infrastructure Call 2. SEC: Security Call DRS: Disaster-Resilient Societies FCT: Fight against Crime and Terrorism BES: Borders and External Security GM: General Matters (i.e. Networks, PCPs) 3. DS: Digital Security Call vadoption on 27 October 2017 vavailable on: Participant Portal (Calls); H2020 policy page (texts)
WP General principles Obligatory participation of practitioners (INFRA, SEC Calls) Challenge-driven: - Needs of practitioners and relevant polices - Reflected in 'Expected Impacts' Flexibility for 2020
Disaster Resilient Societies - A complex policy landscape
EU Policy context
WP : SEC Call DRS Disaster-Resilient Societies Topic 1: Human factors (SU-DRS : Human factors, and social, societal, and organisational aspects for disaster-resilient societies) Topic 2: Technologies for first responders (SU-DRS : Technologies for first responders) - A specific sub-topic each year (2018: victim-detection technologies; 2019: rapid pathogens detection; 2020: prehospital life support and triage) - Plus 'open' sub-topic each year - Co-funding opportunities from Japan and Korea
SU-DRS
SU-DRS Technologies for first responders Novel solutions improving the protection of first responders against multiple and unexpected dangers, or enhancing their capacities by addressing related research and innovation, in particular in 2018: Ø Sub-topic 1 Victim-detection technologies: saving time taken to detect victims who are not visible, enabling more efficient and faster rescue operations leading to higher chances of saving lives and reducing injuries Ø Open Sub-topic: other technologies for use by first responders (involving a large number of organisations) on e.g. communicating and smart wearables, light-weight energy sources, situational awareness using UVA and robots etc. (see text of call), the list is not exclusive. Requirement for testing and validation of technologies / methodologies not only in labs but also in training installations and in-situ deployment. Interdisciplinary teams to be involved. Participation of first responders in a systematic manner and new methods on how to involve them and organise their interactions with researchers.
WP : SEC Call DRS Topic 3: Pre-normative research and demonstration (SU-DRS : Pre-normative research and demonstration for disaster-resilient societies) - A specific sub-topic each year (2018: security of water supply; 2019: interoperable equipment and procedures for crisis management and civil protection, incl. CBRN-E; 2020: effective deployment of resources to respond to major crises) Topic 4: CBRN cluster (SU-DRS : Chemical, biological, radiological and nuclear (CBRN) cluster) - Actions to be coordinated by an SME Topic 5: Demonstration of concepts for managing pandemics (SU-DRS : Demonstration of novel concepts for the management of pandemic crises)
SU-DRS Pre-normative research and demonstration for disaster-resilient societies Insufficient harmonisation and standardisation hampers interoperability of equipment and procedures implemented by first responders, also leading to market fragmentation. Pre-normative research may address this issue effectively. In 2018, focus will be on: Ø Sub-topic 1 Pre-strandardisation for the security of water supply: based on legacy of FP7 development of detection technologies to analyse drinking water, and strategies to integrate current technologies in the existing water safety network, interconnecting safety- and security-related networks of sensors that are deployed among water supply and distribution networks. Focus on networking testing facilities developed by water utilities to demonstrate the use of current sensor technologies for the purpose of both safety and security of water. Expected impact: full awareness of water supply facilities about the necessity of designing monitoring networks capable of detecting both contamination risks (safety) and deliberate poisoning (security).
Security-related standardisation: supporting research and governance needs Extract current and future needs in order to feed future Research Work Programmes, and on the other hand to make available information on research outcomes. Mapping of projects (FP7 and H2020) in the area of DRS CoU meetings during 2018 (CBRN in March, CIP and Resilient Cities in June, Standardisation Governance in December) Research (FP7 & H2020) Pre-normative research with "CEN Workshop Agreement" as deliverable (ERNCIP/JRC) Standardisation activities through the European Standardisation Bodies (CEN CENELEC & ETSI).
