2 Document for agenda item: TEC/2015/11/12 Background TEC agreed to prepare a TEC Brief on NSI as part of workplan (activity 4.1) COP 20 noted that TEC held a NSI workshop in October 2014 and requested TEC to continue its work on enabling environments and barriers as stipulated in activity 4 of its rolling workplan for TEC 10 requested task force on enabling environments and barriers to: Prepare TEC Brief on NSI Share final draft with TEC in September/October 2015 Expected TEC 11 outcome: TEC finalizes brief 2

3 Status of work undertaken since TEC 10 Preparation of TEC Brief April-May: Task force invited key organizations to share data on state-ofplay of NSI. Inputs received from: Global Innovation Index, IEA, IRENA, OECD June-August: Task force drafted TEC Brief Built on inputs provided above Task force invited organizations above to provide comments Final draft completed in mid August August: Task force shared final draft of TEC Brief with TEC 3

5 TEC Brief Highlights 1/3 Note: Brief highlights updated to be consistent with TEC agreed key messages NSI plays central role in supporting countries to undertake efficient and effective technological change in response to climate change To accelerate global climate efforts, there is need to support developing countries in strengthening their NSI. Effective NSIs are essential to enhanced developing country capacity to absorb, distribute, diffuse and deploy climate technologies, adapt these technologies to their needs, and implement and maintain them. Strengthening NSIs requires three key actions: 1. Develop fundamental elements (education system, RD&D capacity, enabling environment) 2. Focus on specific climate technologies 3. Build strategic and coordination capabilities 5

6 TEC Brief Highlights 2/3 Developing countries are encouraged to consider how to strengthen their NSI when they: Undertake TNAs and formulate TAPs with a view to enabling them to achieve their specified climate technology goals Submit requests to CTCN Developed countries are invited to highlight to the CTCN, through their NDE, how they could support developing countries to strengthen their NSI 6

7 TEC Brief Highlights 3/3 There is a need: To conduct further analysis on state of NSIs in developing countries To enhance understanding of effectiveness of initiatives supporting NSI strengthening in developing countries The Technology Mechanism and key stakeholders are encouraged to play significant roles in addressing these needs 7
