2 2 Quality charter implementation The «Quality Charter for International Road Haulage Operations under the ECMT Multilateral Quota System» was approved by the Ministers at the ITF Summit on 28 May 2015 in Leipzig, Germany. The aim is to promote the highest quality transport in all ECMT countries, including on a social level, as one of the main pillars of the Multilateral Quota System development. Currently: Sub-Group on the Qualitative Development of the ECMT Quota Member Country Applications for Quality Charter compliance status Ongoing measures taken in non-eu Countries on implementation of Quality Charter provisions
3 3 ECMT multilateral quota distribution criteria At the meeting of the Group on Road Transport on 24 th September 2015 it was proposed to re-examine the ten criteria for ECMT multilateral quota distribution, which were agreed in 2005/2006 by the Ministerial decision, along the Four Ministerial principles on multilateral quota development ( Moscow principles ). Currently there are ten criteria used for calculation of distribution of basic quota between the member countries. They have played their role for a number a years, but a new age of the Multilateral Quota system is coming with the adoption of the Quality Charter, and the approach to calculate the Quota levels should be revised.
4 DECARBONISING TRANSPORT Objective: A commonly acceptable pathway to bring Transport emissions to zero by 2050 Transport represents 23% of all energy-related emissions and growing COP21 created political pathway with 5-year reviews of national decarbonisation commitments starting in 2020 Paris Agreement does not include any specific component dedicated to Transport Transport has an opportunity to play now the important role that it holds in mitigating climate change
5 A Quantitative and Inclusive Project Quantitative: A computer model covering all modes of transport Allowing rigorous and coherent analysis of policies and outcomes across the world Considering the global exogenous factors (demographics and urbanisation, economic development, digital connectivity, etc.) and their impact on transport emissions Simulation of technological evolution, alternative policy paths, and their expected outcomes. Adjustments to evolving results Inclusive: dialogue and engagement with many partners Countries, multilateral organisations, technology providers, operators and other service providers, regulatory agencies, NGO's, etc.
