MEETING THE DCOI FEDERAL MANDATE Achieving Rapid Compliance with the Trellis Platform
TWO STAGE POWER DISTRIBUTION Executive Summary The Business Issue The US federal government mandates DCIM and a PUE of 1.5 or better for Federal data centers. Under an updated efficiency initiative from the Office of Management and Budget, US federal government data centers will be required to install data center infrastructure management (DCIM) software by The Data Center Optimization Initiative (DCOI) mandates that all federal government facilities install DCIM by 2018, but suggests that adoption should begin immediately in those facilities that are not already using DCIM tools for monitoring and asset management. DCOI, open for public consultation, supersedes the Federal Data Center Consolidation Initiative, which was introduced in 2010 and required government agencies to implement a range of energy and cost efficiency measures, including facility consolidation and migrating some workloads to cloud services. Mandating DCIM is aligned to the wider requirement under DCOI that all existing medium to large facilities should achieve a power usage effectiveness (PUE) rating of 1.5 or better by New builds face a stricter PUE of 1.4 and are encouraged to reach 1.2. We believe the average PUE is about 1.7 for enterprise datacenters. The challenge is meeting the DCOI mandate within the period specified while providing a platform for future enhancement. The Solution In the last five years, data center infrastructure management (DCIM) has emerged as a discipline for managing critical infrastructure. DCIM promotes centralized data collection in order to gain a single source of truth for planning and management in the data center. The goal is to aid the decision-making process by providing accurate, real-time information in a useful and meaningful way. DCIM offers a route to integrating facilities and IT operations, enabling communication and collaboration between these organizations that leads to optimized performance, capacity and availability. The Trellis platform is a modular, DCIM solution that enables rapid deployment and phased expansion. The platform and monitoring capability to track and manage PUE can be implemented rapidly without extensive inventory audit and data entry requirements. Impact on the organization and personnel is minimized. Additional enhancements can be deployed at any time, assuring alignment with other critical initiatives. The deployment phases recommended are: 1. Energy Management 2. Inventory, Capacity and Process Management 3. Monitoring and Alerting 4. Thermal Management 5. Future Enhancements This approach harmonizes the urgent DCOI mandate with the logical rollout of a comprehensive DCIM solution. The Benefits With the Trellis platform, you will gain a single, comprehensive solution for unified management of your infrastructure that enables data centers to: yrapidly deploy a DCIM solution to monitor PUE and optimize energy efficiency, meeting the DCOI capability requirements and deadline yadd additional capability in alignment with budgets, resourcing, and other initiatives. ybenefit from the global execution, leading industry expertise, and best practices of the Vertiv Professional Services team yassure personnel readiness utilizing any of the instructor-led, virtual instructor led, or online, self-paced training offered by the Vertiv Training team y Protect ongoing operation with the world-class Vertiv global customer support team 2
The Phased Implementation Approach DCIM solutions offer tremendous value and typically require significant effort to fully model complex environments. The quick start and phased implementation approach allows for rapid deployment of a solution that delivers PUE reporting with very little time, effort, and risk. This approach also lays the foundation for further DCIM expansion that aligns with your organization s readiness and priorities. Phase I Energy Management Rapid Deployment The first priority is to rapidly deploy a DCIM solution and enable PUE tracking and management. The Trellis platform Energy Management offering delivers everything needed to report PUE. It does not require full inventory population and will set the stage for robust DCIM capability when the time comes. Energy Management is the complete tool set that is needed to monitor energy efficiency, model the critical infrastructure and take the guess work out of calculating power usage DCIM Evolution Roadmap Real-time data center efficiency (PUE). This solution determines current and future energy needs (based on historical data), calculates performance metrics, and identifies real-time power consumption. Without the ability to manage your critical infrastructure, it is difficult to understand power device configuration and the impact changes may have upon the data center power chain. The Trellis Energy Management solution brings complete awareness of the active power path and the status of all devices in the power chain using a dynamic, maintainable one-line diagram. You will be able to: ymonitor UPS equipment and transmission-in meters yreport PUE to executive stakeholders yrack changes in metrics as part of an improvement program ycomply with government mandates Intelligent and Self Optimizing DO IT FOR ME! WHAT SHOULD I DO? HOW DO I IMPROVE? Autonomic Automated policies Capability WHAT DO I HAVE? Basic Remote data access Ad hoc processes Limited tools Unclear roles Problems not understood WHAT IS IT DOING? Reactive Monitor / Alerts Status / Health views Little prioritization Tools are isolated Few standards Simple KPIs Problems understood Proactive Real-time data Basic information models Policies defined Collaboration Holistic tools KPIs aligned to objectives Problems are anticipated Optimized Predictive modeling Root cause analysis Automated policy and exception management Active identification of cost reduction Avoid problem situations Auto-Response to events Self-diagnosis / healing Tight integration to business processes Time Figure 1: GSA - Phased DCIM Deployment 3
Phase II Asset, Capacity and Process Management The second phase in DCIM deployment is asset, capacity, and process management. The primary purpose of a DCIM solution is to provide a single repository of current, accurate, and complete data to support analytics and decision making with minimized risk. Capacity planning is performed using automated capabilities that reduce provisioning time, cost, and risk. Once plans are determined, process management assures planning decisions are adhered to. And all the while, data is kept up to date as users simply perform their roles. Realizing these benefits necessarily requires the population of a comprehensive model depicting all equipment, devices, power, and network connections, etc. When complete data exists, bulk load tools are provided that enable fast, reliable data import, reducing time, staffing, and costs. If data is incomplete, an audit might be required to assure a 90% to 100% accuracy and completeness. Upon completion of this phase, you are able to: ymanage the entire data center physical environment ybalance assets and resources between IT and facilities yplan your work and allocate assets both today and in the future ycreate a solid foundation by accurately tracking power, space, weight, and heat capacities yuncover stranded capacity in existing data centers The Energy Management Quick Start offering is a turnkey solution: Product Specifications yintel Xeon E v GHz, 20M Cache, 8 Core y(4) 16GB RDIMM - RAM y(3) 600 GB 10,000 RPM HDD Raid 5controller recommended ygb Ethernet Adapter yrecommended OS: RHEL 6.4 yrecommended VM management: ESXi Key Feature Set ysite Manager & Power System Manager for monitoring y15 FMDs for power infrastructure yinstallation and configuration of 1 floor layout (Professional Services) yad Hoc Reporting yconfiguration of the one-line diagram for up to 15 nodes ytraining credit yumg 4000 for data collection yproduct knowledge transfer and value training specific to your energy management business needs y1 Year Silver maintenance Figure 2: The PUE Dashboard Shows Real-Time PUE Against Your Defined Target. 4
yreclaim costly data center space by maximizing physical space on floors and in racks yreduce complexity, training, and support costs ystandardize data center processes and enforce policies with assignment and tracking of tasks ymaintain an audit trail of changes to the infrastructure yreduce errors and rework with intelligent asset placement capabilities yreduce risks associated with changes by performing detailed impact analysis yvisualize changes to a device over time Phase III Monitoring Avocent Universal Management Gateway appliance An appliance that provides real-time monitoring and data collection of heterogeneous devices through the on-board Trellis intelligence engine and many other features. This facilitates real-time collection of energy data from the meters and UPS equipment used to derive PUE. Changes in consumption will immediately be reflected in PUE reports, allowing for high-level management of PUE. With the data center fully modeled and maintained, the next step is ubiquitous monitoring and alerting. The objective is to keep systems running at peak performance and ensure maximum use of time and resources. The Trellis platform tracks and reports the health of facility-critical devices and provides information on power, cooling, and environmental conditions, such as temperature, humidity, airflow, and leak detection. Its customizable notification and threshold validation functions allow users to focus on active alarms that need to be attended to immediately, enabling the effective and efficient use of support personnel. It presents device-level data and trends and provides detailed insight into the status and environmental conditions of the data center. Implementation is simplified with built-in recognition of equipment communication protocols like Redfish, BACnet, Modbus, SNMP, and Velocity. Utilizing existing network infrastructure minimizes cost and complexity. Data collection may require additional Avocent Universal Management Gateway appliances. Vertiv Professional Services can deliver the full project, or partner to train local staff to implement independently. The Trellis platform can also communicate with BMS systems and the Liebert SiteScan product to capitalize on existing capabilities, again reducing cost and complexity. Once implemented, monitoring enables you to: ycollect and analyze real-time data for monitoring business-critical infrastructure, environmental conditions, and power consumption ysend alarm notifications via SNMP, SMS, or that are based on personnel shifts yconfigure and manage alarm significance so important ones are addressed first yview facility layout and actual asset utilization ycalculate utility cost, not just consumption, at the system and unit levels ycustomize the dashboard to exclude certain facility load parts in a mixed-use facility ydetermine current and future energy needs based on historical data yevaluate trends in device data and perform side-by-side comparisons over time. ydesigners and users of these electrical architectures will want to effectively manage the total power stream Conflict Prevention Growth Initiatives Current Capacity Open Capacity CAPACITY PLANNING Consolidation Plans The Trellis solution gives you the tools to determine if existing hardware is meeting current needs, as well as providing a projection for future requirements. It also helps with identification of where there may be opportunities to consolidate, whether the existing infrastructure can support anticipated growth, and when additional resources will be required. 5
TWO STAGE POWER DISTRIBUTION Phase IV Thermal Management The fourth phase of deployment is implementation of thermal management capabilities. Adjusting cooling requirements by even 20% can save hundreds of thousands of dollars in reduced energy costs. Cooling unit thermal capacities are not fixed and are dependent on mechanical inputs, environmental conditions, return air temperature, and even altitude. Using nameplate capacity for units is inaccurate and generates stranded capacity. The Trellis platform allows you to unlock the true thermal capacity of your cooling units and data center. You can also reduce stranded thermal capacity and save money on expensive floor space, new equipment, and improved equipment placement planning to maximize the investment you already made. The Trellis platform supports a wide range of sensors including wireless, wired, and rack PDU sensors. Sensors can be placed in the rack, under the floor, on the floor, or in any critical area you need to monitor. This provides easy sorting of racks and sensors by temperature in a single view and makes it easy to monitor and track problem areas. Deployment can involve installation of a sensor matrix in the data center to assure accurate thermal presentations. Vertiv can provide products, services, and training globally to accommodate your requirements. Upon completion of Phase IV, you will: ybalance the available cooling capacity between IT devices and the facility ypredict thermal capacity that balances total cooling production with the actual heat load at the room and rack level yunderstand the true thermal capacity for planning and redundancy, so as to reduce wasteful overcooling to lower energy cost ymonitor rack level details and compare the temperature profile and heat load for each rack Figure 3: Data Center Top-Down View ybridge the gap between facilities and IT and manage your cooling chain from the mechanical system and rack, down to a server ymonitor and set threshold alarms for the service processor temperature inside critical IT devices for an added level of protection 6
Figure 4: Comprehensive Thermal Reports and 3D Visualization Heat Maps Figure 5: Rack Temperature Sensor Readings Phase V Future Enhancements Vertiv is committed to ongoing development of DCIM capabilities to ultimately achieve data center autonomics an optimized and automated, self-healing data center environment. Conclusion A phased implementation of the Trellis platform DCIM solution assures compliance with the aggressive DCOI mandate. The platform architecture aligns further DCIM enhancements with the budget, resources, and initiatives of each data center. The global execution and industry leading capabilities of Emerson mitigate deployment risk. To realize the value of the DCIM discipline, data centers need a solution that goes far beyond just an easy way to collect data from the infrastructure. By delivering complete, real-time data in context, the Trellis platform offers the reliable and consistent insight needed to drive high efficiency and capacity without compromising availability. No other DCIM solution on the market today offers this level of performance in a single intelligent platform 7
