3 The Power of the SCTE/ISBE Standards Program The Society of Cable Telecommunications Engineers (SCTE) and its global arm, the International Society of Broadband Experts (ISBE) promote the development of critical technical standards and operational best practices to support the rapidly advancing broadband telecommunications industry. The areas of focus include: data communications; digital video; energy management; equipment/cabling; and network operations. Our robust standards program is the only one in the cable industry accredited by the American National Standards Institute (ANSI). SCTE/ISBE s Standards Program is an organization-based program with more than 175 members, including all of the top service providers. The diverse membership comprises companies spanning all revenue levels and industry segments and includes service providers, content providers, cable equipment manufacturers, software application providers, and other industry organizations and agencies. A number of SCTE/ISBE standards have been promoted by the International Telecommunication Union (ITU) and the International Electrotechnical Commission (IEC). In addition, standards and operating procedures have been implemented to foster compliance with government regulations such as those set forth by the FCC. To satisfy a wide range of industry needs, program members develop standards covering anything from F-connectors to hot-topic, here-and-now issues such as network monitoring and management, digital program insertion, and product environmental requirements. 4 What is an SCTE/ISBE Standard? SCTE/ISBE standards are industry-recognized set of rules or guidelines pertaining to but not limited to definitions and terminology, methods of measurement and testing, products, systems, technology rating structures, thermal limits and applications guides, recommended practices, materials, and safety. Why Are SCTE/ISBE Standards Important? SCTE/ISBE standards are the technical foundation of the cable industry. Standards ensure that all aspects of a cable network work properly together. In this role, the Institute works in close collaboration with stakeholders from both industry and government to identify standards-based solutions to national and global priorities. The American National Standards Process ANSI fosters the U.S. standardization system by accrediting the procedures of SDOs and approving documents as American National Standards (ANS). Accreditation as a standards developer represents compliance with an open and equitable consensus development process that protects the rights and interests of every participant through a set of cardinal principles : Openness Any materially affected and interested party shall have the ability to participate. Balance Participants should represent diverse interests and categories, and no single group or individual should have dominance in standards development. Due Process All objections shall have an attempt made toward their resolution. Interests who believe they have been treated unfairly have a right to appeal. Consensus Agreements are reached when more than a simple majority of the participants concur on a proposed solution. ANSI s impartial, third-party audits oversee the integrity of this process, regularly assuring adherence to the Institute s procedures and safeguarding the value of the ANS designation. 5 The SCTE/ISBE Standards Program is the industry s only ANSI-accredited forum for the development of technical specifications supporting cable telecommunications. Member organizations complete standards work through their corporate representatives who serve on committees and subcommittees across the five SCTE/ISBE Standards areas below. The Data Standards Subcommittee (DSS): The SCTE/ISBE Standards Program has a long list of current and developing standards related to the transmission, test methods and monitoring of data communications over broadband networks. These standards include Data Over Cable Service Interface Specification (DOCSIS ) standards for data transmission over cable networks, and standards for IP voice over cable systems namely PacketCable specifications. As today s networks are constantly evolving, SCTE/ISBE s work in standardizing data communications continues to grow and thrive. The Digital Video Subcommitte (DVS): A trip down the TV aisles at any electronics store will leave the shoppers dazzled with how UHD/4K displays and delivers the richest sound for their home entertainment experience. It is an exciting time to witness the digital video ecosystem racing to invent and bring home new and compact video and audio codecs that revolutionize how content is being consumed on connected and mobile devices. Industry experts across the globe are gearing up to realize this epic seismic shift taking place in the very near future, and members of the SCTE/ISBE Digital Video standards are ready for the ride! The Energy Management Subcommittee (EMS) develops standards and operational practices for the improvement of energy utilization and related environmental requirements. The group has developed operational practices for energy efficiency in inside and outside plants, and equipment standards to raise the efficiency levels of equipment used in those areas. The subcommittee is also working on networking for energy management and measurement. The Interface Practices Subcommittee (IPS) concerns itself with hardware specifications and test procedures for equipment and cabling including standards for fiber to the premises using cable protocols such as RF over Glass (RFoG). IPS is also responsible for standards in plant construction and maintenance, including environmental parameters and graphic symbols, and for recommended practices such as coax and fiber construction manuals and an implementation guide to the National Electrical Code. With the billions of components found across miles of broadband networks, it is important to ensure that all the pieces work together. This has been a major cornerstone in the SCTE/ISBE Standards Program. Standards for coaxial cables and connectors have been in existence since the program started in the early 1990 s. Growing demand for the deployment of optical fiber, standards for fiber cables, connectors, and the interconnection between the two is the driving force for the equipment standards side of the SCTE/ISBE Standards Program. The Network Operations Subcommittee (NOS): Service providers are operating highly competitive networks in ever increasing efficiency with less than 0.001% of downtime. SCTE/ISBE Standards in the network operations realm develop standards and recommended practices to monitor network transmission, prevent network failure, and provide information on how to quickly detect and correct points of failure. Current and developing standards in this area include network management protocols used for monitoring outside plant equipment and recommended measurement practices on cable system; new efforts are addressing business continuity, disaster recovery, and wireless service management. Energy 2020 is a multi-year campaign developed by the SCTE/ISBE Energy Management Program to provide service providers with the new standards, technology innovation, organizational solutions and training designed to drive continued cable telecommunications network growth, availability and reliability. Service providers are leveraging SCTE/ISBE standards to drive efficiency and reduce the industry dependency on the electric grid. 6 ACT NOW Make the First Step and Join Us, The SCTE/ISBE Standards Program is open to any organization that is willing to participate in developing and maintaining standards. A representative from your organization can join by completing the online application form at Standards Membership Categories and Dues SCTE/ISBE Standards members are organizations within the industry and not individuals. When an organization joins the SCTE/ISBE Standards Program, anyone with that organization can participate. Service Provider Members Service Provider Member annual dues are based on number of revenue generating units (RGUs): $0.004 x RGUs = Annual Dues Assessment (minimum of $1,500 per year, cap of $50,880 per year) Dues are prorated based on schedule below Invoices will be sent once your application has been accepted. Jan. 1 through Mar % Apr. 1 through Jun % Jul. 1 through Sep % Oct. 1 through Dec % Dues cover all SCTE/ISBE subcommittees and all expenses, so there are no separate meeting fees, teleconference fees, or other expenses. Organizations joining the standards program must agree to abide by the SCTE/ISBE standards procedures, which are available in the Standards section at These include obligations on members with regard to confidentiality and intellectual property. * If total company revenue is less than $500 million, the annual dues amount is $1,500; if greater than or equal to $500 million, the dues amount is $3,339. ** If total company revenue is less than $500 million, the annual dues amount is $1,670; if greater than or equal to $500 million, the dues amount is $3,339.
