Europol have created a European Financial Intelligence public private partnership with private financial sectors such as banks, in order to deal with the cross-border nature of financial flows. Simon will share the general background on what Europol, the EU Law Enforcement Agencies and the private sector are doing in this partnership to tackle efficiently the misuse of the financial sector by criminals and terrorists.
3 09:00-09:20 Digital Policing Oliver Mark Plumpton Head of ICT Cleveland Society today has an expectation that digital channels will be available to engage with their local Force allowing efficient, quick communication in a manner which they have become accustomed to. Additionally, the Digital Transformation of our business processes affords huge potential for efficiency and effectiveness gains, and enabling collaboration and cross agency information sharing. Oliver will talk about the development of a Digital Transformation Strategy which is supporting Cleveland in its commitment to provide the digital platforms needed to deliver the Policing vision, from investigations to supporting the public, and interaction with other agency partners. Critically, the Force s and Crime Plan has formed the basis of the strategy with success measured through the achievement of defined outcomes. 09:20-09:40 Solution Provider Case Study 09:40-10:00 Transformational Reform in Policing Ian Bell CEO ICT Company The ICT Company act as a bridge between the policing technological and commercial worlds, helping the service buy ICT better, manage it better and exploit new capabilities more quickly. Ian is the vice-chair of the National Technology Council and in November 2016 became the Director of the National Enabling Programmes at their inception. Ian became head of ICT at Cambridgeshire Constabulary in September His remit was to create a cohesive Service Delivery team and create substantial opportunities for cashable savings whilst creating a platform for new technological opportunities. His successes included the delivery of best of breed ICT architecture which was delivered with best of breed technologies and delivering multiple millions of savings. 4 10:40-11:00 When Two Become One ACC Sharon Taylor will be covering the proposed merger of Dorset and Devon & Cornwall. They are already working together in a comprehensive Alliance Programme covering 38 business areas, 19 of which are now live across the three counties. Both chief constables and PCCs are now proposing a full merger of the two forces, the first of its kind in recent history. ACC Sharon Taylor is the Senior Responsible Officer for the Alliance Programme and also the Convergence Team Director for the proposed merger. The key to providing effective policing is through efficient operations and optimum support for the authorities (policymakers) and police officers in the field. To do so, a larger scale of information must be processed, which results in more complex criminal activity risks in cyber crime. With a unique Belgian view, Wim will discuss transforming and integrating systems to adapt in the new digital world. As funding pressures increase, accessible information depends more than ever on organised and collaborative working. Anja will demonstrate a data initiative (InterAct) using a visualisation tool. Traditional crime analysis based on victims and offenders has been combined with partner and public data to reduce analytical manpower and improve actionable insights. Led by the and Crime Commissioner s Office for Hampshire, this example will inspire others to save time, improve evidence and take advantage of competitive software market.

This in effect brings a wide range of challenges for cross border policing. Hence why we may want to ask; do the police institutions have a clear defined strategy for collaboration amongst and with each other? Who has the lead in policing where crime crosses one s jurisdiction? With whom and how does the officer or the institution team up with? What is the way forward? 08:50-09:10 Cross-Border Policing - a Finnish Experience Konsta Korhonen Head of Intelligence and CSI, Senior Detective Oulu Department, Finland Finland was for quite some time an island having Russia on the eastern side and most other neighbors at least a ferry-trip away. Expansion of the EU and the Schengen area meant that the type of criminality previously present in Central Europe landed forcefully on our shores. Fortunately, Finnish police already had strong operative co-operation with Customs and Border Guard - on a basis which the methodology for tackling cross-border criminality relies on and is improved upon. In this presentation you will be given an insight on the way LEA s work as a single entity whilst sharing information and using each other s competence to reach the shared goal. Mr Konsta Korhonen is a Senior Detective at Oulu PD and serves as Head of CSI and Intelligence Unit. He has more than 20 years of experience working at regional, national and local level policing services.
