Organization within the Central Government 1) National strategy and Governance System The national informatization paradigm has been spreading beyond ICT growth and expansion and now includes sectors spanning all facets of society in terms of application and usage. With this trend in mind, the Fifth Basic Plan for National was announced in 2013, containing relevant, sector-specific government-led direction and strategies. Essential Park Geun-hye Administration objectives are also being implemented through the Creative Economy Plan (2013) and Government 3.0 Master Plan. The government in 2014 established and began operating the National Strategy Committee as a tool to realize nationwide informatization. The organization emblematic of implementing an all-encompassing national informatization policy is the Ministry of Science, ICT, and Future Planning, created by revising the Framework Act on National in March It serves as the control tower for IT policy. Simultaneously, the Ministry of the Interior is leading an electronic government initiative to realize public service and public administration informatization by building a common platform for Big Data that enables individual government organizations to share data.

7 007 2) Local Strategy and Governance System The government s Basic Plan requires the heads of central administrative organizations and local governments to establish and execute implementation plans and to review progress and achievements against set targets. The Basic Plan for National that encompasses implementation plans toward local informatization will be considered and finalized in National Strategy Committee deliberations, a process launched in February 2014 under the Special Act on Promotion of Information and Communications Technology (Activation of Convergence thereof), in order to promote the convergence of information and communications technology sector bases. Furthermore, a Chief Information Officer Council now operates to allow working managers in charge of informatization to gather to coordinate central and local government projects and seek ways to efficiently distribute and share information. 2. Organization of of Local Governments The governance system for local informatization was established for the first time as part of the Ministry of the Interior s local informatization promotion plan in accordance with the Framework Act on Promotion (1995). At that time, local government informatization implementation subcommittees under the Promotion Committee reviewed the local informatization promotion plans presented by each local government. The governance system for local informatization can be divided into local metropolitan governments (provincial and major metropolitan governments) and primary local governments (counties, small towns and precincts) Local White Paper Part I Current State of Local 1) Local Metropolitan Governments Most local metropolitan government informatization organizations in Korea have been in operation since the mid and late 1980s, with the exception of the creation of the Seoul Metropolitan Government s EDPS officer in As of October 2015, all local metropolitan governments have established and operated independent organizations responsible for informatization. The Seoul Metropolitan Government holds the most manpower and divisions within its Information System Planning Bureau, a separate entity to govern informatization. With 138 employees in 24 teams, Seoul s ISPB is responsible for information planning and overseeing statistical data, an information system, spatial

The Gyeonggi provincial government has responded to new technology with ambitious projects and operates a separate informatization organization that establishes relevant policies and plans. Beside Seoul Metropolitan City and Gyeonggi-do, other local metropolitan governments such as Busan, Daegu, Gwangju, Sejong, and Jeollanam-do have an informatization officer under planning divisions, instead of creating a separate informatization planning officer. And the Gangwon-do, Chungcheongbuk-do, Chungcheongnam-do, and Gyeongsangbukdo have divisions under a separate bureau, named Planning and Coordination, Promotion, or Information Industry, respectively. 2) Primary Local Governments From the late 1980s until the 1990s, most primary local governments have handled informatization by creating a section responsible for EDPS and statistics to plan administration and budgeting. Since the 2000s, with the rapid distribution of mobile Internet and the informatization of multiple aspects of people s daily lives, Seoul Metropolitan City and Gyeonggi-do began to expand informatization into several divisions such as divisions responsible for EDPS information, administrative information, statistical data, and telecommunications, etc. 3. Local Government Promotion Committees As of 2015, all local metropolitan governments and primary local governments operate informatization promotion committees with titles such as Committee, Promotion Committee, or Local Promotion Committee. The local governments legal bases and standards for establishing such informatization promotion committees are based on informatization ordinances approved by each local government. The common purpose of these local government informatization promotion committees is to deliberate and decide on each local government s basic planning and implementation for informatization. The committee is an important decision-making mechanism for local informatization through which local metropolitan governments and primary local governments coordinate public and private networks on a national level and consider related policies.

9 009 Section 2 Local Manpower 1. Manpower of in Local Governments 1) Local Metropolitan Governments As of September 2015, informatization manpower as a percentage of total staff in 17 local metropolitan governments stood at 1.01% on average. In 2013, it was 1.19%, and 1.15% in 2014, showing a gradual decrease of the share of informatization manpower over time. As of September 2015, Gwangju Metropolitan City had the highest rate with 1.9%, followed by Seoul Metropolitan City, Sejong City, Gyeonggi-do(1.7%), Jeollabuk-do (1.6%), and Ulsan Metropolitan City (1.3%), with the rest having less than 1%. Primary local governments within Daejeon Metropolitan City registered 0.97%, the lowest.

10 Current State of Local Local Information Projects Conducated by the Central Government Cases of Local Service Local Worldwide Chief Information Officer (CIO) Status in Local Governments 1) Local Metropolitan Governments The CIO of a local metropolitan government is typically an official with a government service rank Grade 3 or higher. The Seoul Metropolitan City CIO position is staffed by a term-limited deputy bureau chief(grade 3). Among the 17 local metropolitan governments, Ulsan Metropolitan City was the first to establish the CIO position, and it, Incheon, Gwangju, Daejeon, Ulsan, Sejong, Chungcheongbuk-do, Jeollanam-do and Gyeongsangnam-do have all appointed employees of Grade 2 as their CIO. Conversely, Busan Metropolitan City, Daegu Metropolitan City, and Jeollabuk-do staff CIO positions with officials at a lower rank (Grade 4) than those in other local metropolitan governments. 2) Primary Local Governments The CIOs of primary local governments under 16 local metropolitan governments, with the exception of Sejong City, Gyeonggi-do, and Chungcheongnam-do, are staffed with employees of Grade 4 or 5. The CIOs of Goyang-si, Gyeonggi-do, (first deputy mayor) and Dongducheon-si(city mayor) are staffed with Grade 2 employees. The CIOs of Suwon-si, Gyeonggi-do, (assistant minister for planning and coordination); Pocheonsi (deputy mayor); Gimpo-si (deputy mayor); Paju-si (deputy mayor); and Dangjin-si, Chungcheongnam-do, (deputy mayor) are staffed with Grade 3 employees. Section 3 Local Projects 1. Central Government s Local The 5th Basic Plan for National was fully implemented in 2014 after it was established in late Applying the four strategies of the National Plan boosting a creative economy through informatization, promoting creative ICT use among the national populace, strengthening the creative capacity of people, and improving the sophistication of Korea s digitally creative infrastructure, the local informatization projects of the central government ministries and individual local

11 011 governments were implemented through close coordination. 2. Local Government s Local Seoul, Busan, Gwangju, Chungcheongbuk-do, Chungcheongnam-do, and Jeju-do have established or implemented a basic plan for local informatization, and most have even established and implemented their third and fourth basic plans. The interval between plans has been shortened gradually. While the second basic plan for local informatization was drawn up about six years after the first one began, the third plan was produced 4~8 years after the second, and the fourth plan arrived 4~6 years after the third. According to the 5th Basic Plan for National (2013~2017) established in December 2013, each local government will establish, deliberate, and finalize an implementation plan for national informatization by December 31, 2015, following consultation with the Ministry of the Interior Local White Paper Part I Current State of Local

Governance System for Local 1) System for Planning, Deliberating and Adjusting Local With the inauguration of the Park Geun-hye Administration in 2013, another round of national organizational restructuring occurred with the government declaring its vision for Government 3.0, a new paradigm for national governance. As a result, the principal national functions related to informatization were transferred to the Ministry of Science, ICT and Future Planning, and the governance system for planning, screening, and adjusting informatization experienced a new change. 2) System for Executing and Supporting Local Projects The system can be divided into four categories based on principals of implementation and purpose. First, the central government brings and distributes tasks to local governments. To ensure balanced informatization development among local governments, the central government develops and explores and then distributes business areas and tasks that can be completed equally by all local governments. Second, each local government develops informatization tasks on its own for shared usage between local governments and distributes the results to other local governments, thereby avoiding overlapped investment in informatization. Third, informatization is led by local governments with support from the central government. Lastly, local

13 013 governments implement their own projects independently. 2. Legal System for Local There are four relevant local informatization laws: the Framework Act on National ; Electronic Government Act; Special Act on Promotion of Information and Communications Technology, Activation of Convergence thereof, etc. that established the Ministry of Science, ICT and Future Planning as the central government ministry overseeing the information and communication sectors after the 2013 government reorganization; and individual laws related to local informatization. 1) Framework Act on National To rectify deficiencies, Article 4 of the Framework Act on National stipulates that as national organizations implement national informatization projects, the freedom and creativity of the private sector should be respected to increase convenience and accessibility. Article 11 of the Act specifies the responsibilities of CIOs introduced for efficient implementation of informatization. And Article 13 creates provisions for operating a professional supportive system comprising related specialists in order to implement the informatization plan efficiently Local White Paper Part I Current State of Local 2) Electronic Government Act Article 5 includes long-term electronic government projects and local informatization implementation and performance management. Article 55 provides the establishment and operation of the Local Information Center, and Article 67 stipulates prior consultation with the Ministry of the Interior to avoid overlapping investments in local informatization. (An amendment stipulating the new name of the ministry was added November 19, 2014.) 3) Special Act on Promotion of Information and Communications Technology, Activation of Convergence thereof, etc. ( Special Act on ICT ) Article 29 of the Act addresses deficiencies by providing a basis for establishing a plan to install national ICT equipment and for implementing a Forecast of Demand for Information. Some articles related to local informatization were amended to reflect name changes for the central administrative organizations.

14 Current State of Local Local Information Projects Conducated by the Central Government Cases of Local Service Local Worldwide 014 4) Provisions Relating to Local Projects in Individual Laws As public data has gained importance as the core resources for smart industry, the Act on Public Data was enacted to provide a legal basis to ensure that the general public has access to public data, to require public institutions to provide public data, and to promote efficient provision of public data to the private sector for wider use. In addition, as the Cloud computing industry is considered a key element of the ICT industry, on March 27, 2015, the government enacted the Act on the Cloud Computing Development and Protection of Users in order to encourage wider use of Cloud computing enabling users to flexibly use resources through ICT networks. Among individual laws, Article 18 (Processing of Documents by Electronic Document Relay) of the Act on Promotion of Information and Communications Network Utilization and Information Protection, etc. was deleted on June 22, 2015, as electronic document relay is no longer associated with the establishment of electronic government systems. 5) Status of Ordinances to Promote Local As of October 2015, local governments had on average 2.6 ordinances and 3.9 regulations, concerning local informatization, which constitutes a legal basis for them to carry out local informatization projects and policies. Policy of Central Government Ministries and Local 2015 Local White Paper Part I Current State of Local The informatization policy agenda reflected in the 5th Basic Plan for National (2013 to 2017) looks beyond informatization aimed at innovating administration and expanding the nation s informatization base and toward encouraging general public use to bring citizens to the forefront of national informatization. More than anything else, the 5th Basic Plan for National focuses on realizing a Creative Economy by combining the imagination and creativity of the people with ICT and presenting solutions to current social issues such as disasters, welfare and education. The plan emphasizes the role of ICT in innovating society through opening, sharing and cooperating, as well as other contemporary core values. Sophistication of national information resources system Recently, the number of Smart Mobile Application Centers (SMACs) to support new business creation by Internet firms increased, and local governments built u-city networks and developed related services. Also the transportation information system has been improved for the convenience of users, spatial and administrative information have been in wider use, more ICT technology-based teaching and learning is conducted, and activities to lessen the negative effects of informatization and the digital divide are required. All of these recent developments call on the central government to collaborate closely with local governments in various sectors. 2. Policy Direction for Local and Future Tasks Korea s informatization policy faces increasingly unconventional changes, which call for local informatization in new and different areas that were previously never explored. In particular, more recently, local informatization is shifting its focus from administrative business execution by local governments to informatization services to foster the local economy and better serve residents. This development means many things. Going forward, the grand objectives of local informatization are to foster a creative economy and raise the level of happiness among people, to implement Government 3.0, and to solve outstanding issues facing local government using new ICT technology. Above all, job creation within a Creative Economy based on the latest ICT technology, development of services tailored to the needs of the region using Big Data and public data, the

17 017 happiness and safety of residents and services to facilitate the welfare of residents are new tasks and challenges facing local informatization. Furthermore, if opening, sharing, communicating, and cooperating among local governments using the latest ICT technology produce tangible outcomes in local contexts that could prove to be much more significant from the perspective of national informatization Local White Paper Part I Current State of Local

20 Current State of Local Local Information Projects Conducated by the Central Government Cases of Local Service Local Worldwide 020 Chapter 1 Administration, Finance and Tax Administration Section 1 of Administration The Local Administrative Information System supports encryption in accordance with revision of the Personal Information Protection Act in 2014 and supports the national distribution system by expanding the Cheongbaek e-monitoring System of the Ministry of the Interior and establishing an integrated food safety information network for the Ministry of Food and Drug Safety, thereby strengthening coordination among individual information systems. In 2015, the preliminary check of convertibility with the upcoming MS Window 10 operation system and a periodic diagnosis of vulnerability in Web security (twice a year) contributed to more solid system security. In addition, as of September 2015, the local administrative information system electronically handled 312 kinds of civil administrative tasks for cities and provinces, and by linking with Minwon 24, a civil service portal, more efficient civil service is offered online on a 24/7 basis, eliminating the need to visit government offices. In 2014, the Administrative Information System of Cities, Districts and Boroughs supported database integration and the opening of an information system upon the inauguration of a new integrated Cheongju-si on July 1, 2014, responding actively to local governments changing administrative environment. And by exploring public data held by local governments and improving application programs for public open information, contributions to Government 3.0 were made. In 2015, the system supported a modification of the National Postal Service, following the August 1, 2015, revision of the postal code. It also facilitated the transfer of a local law and regulation database and the

21 021 opening of ELIS. In addition, it has supported the conversion of the Saeol Administrative Portal System in accordance with independent operation of the real estate registry system. Section 2 of Finance Local Financial Project has evolved over its four years of establishment and three years of stabilization, beginning with BPR/ISP, which is local financial management informatization, in September In April 2014, to prevent accounting accidents, modification was made in a way that salary expenditures can only be made through linkage with the personnel management system. In March 2015, functional improvement was carried out to control payment-related code to allow per-instruction selections, such as command and verification. In July 2015, to reflect revisions of guidelines on the preparation of local finance statistics (2001GFS), related forms were revised and a new function to verify annual report ledgers was added. The local financial management system needs to be adjusted to ensure compatibility with the standard framework of e-government and to respond to external security threats through system improvement in the next generation. Furthermore, to meet users requests for disclosure of various data, an integrated data mart will be built by 2015 to offer new local financial information Local White Paper Part II Local Information Projects Conducated by the Central Government Section 3 of Tax Administration Major achievements of the Regional Tax Project in 2014 included active support for administrative code conversion and adjustment for taxation materials associated with the modified local government administrative districts, following the inauguration of an integrated Cheongju-si on July 1, With the revision of the Framework Act on Local Taxes in July 2013, the collaborative tax collection service among local governments that was applied only for automobile taxes was expanded to all taxes, enabling prompt administrative action against the property of delinquent

Moreover, in an effort to increase the rate of unpaid tax collection, a mobile vehicle custody service to identify and remove the license plates of vehicles with unpaid taxes was launched. The mobile vehicle custody service was awarded the grand prize in the mobile public service contest in In 2014, an application for mobile devices to increase the efficiency of local tax administration was developed so that government employees can readily search for information regarding properties (buildings, real estate, etc.) subject to property taxes through a mobile device even while outside of the office and enter related data into the local tax information system on a real-time basis. This model is called Mobile Property Tax Ledger Management Service. On July 1, 2014, Smart Wetax, a mobile local tax payment service application for Android- or ios-based smartphones was launched, so taxpayers can view tax details and pay immediately via smartphone. In addition to viewing and paying, tax bills, subscribers can check the status of applications and refund processing through the mobile application. As of July 1, 2015, mobile payment service items were added (e.g., non-local tax revenue, environmental improvement charges, water and sewer fees, parking violation fines, traffic charges, permits and licenses for construction), and functionalities such as electronic billing inquiries, and notification of periodic bills and payment deadlines were added as well. And taxpayers can pay non-tax bills through mobile applications as well. In addition, in 2015 the personal information database of the standardized non-tax revenue information system was encrypted to protect personal information, and research on the overhaul of the non-tax revenue system is currently underway.

23 023 Chapter 2 Public Health and Welfare Section 1 Public Health Local public health informatization is to informatize the data of public health organizations, such as community health centers, health care clinics, and county hospitals in order to provide primary care and promote the health of residents at communities. Specifically, items to be informatized include primary care, family planning, maternal and child health care, TB control, pharmaceutical controls, equipment control, collective education, and civil petitions. The domestically-patented local healthcare information system plays a core function for local healthcare informatization. The information system is built and operated by health organizations nationwide (community health centers, health care clinics, and county hospitals), and all services related to healthcare are performed via the information system. As a result, manual tasks and data entry duplications have decreased as a result of sharing information with relevant organizations, and performance reports and statistics are automatically generated, thereby enhancing business productivity and efficiency and providing timely information for policymaking Local White Paper Part II Local Information Projects Conducated by the Central Government

24 Current State of Local Local Information Projects Conducated by the Central Government Cases of Local Service Local Worldwide 024 Section 2 of Welfare As of August 2015, the Social Welfare Integrated Management Network (Happiness e-eum), the core of integrated welfare benefits informatization, twice a year verifies eligibility for welfare benefits by investigating the status of recipients according to income level and recorded assets by accessing 650 kinds of information regarding personal income and property secured from 48 institutions and financial assets information obtained from 125 financial institutions. In addition, the (pan-governmental) Social Welfare Integrated Management Network allows users to prevent illegal receipt of benefits by checking the eligibility and history of recipients of social welfare benefits operated by government ministries other than the Ministry of Health and Welfare. As of August 2015, a database about the eligibility and benefits history of 360 projects in 22 ministries was established to allow monitoring to prevent the illegal receipt of duplicated benefits. As of October 2015, the system is undergoing BPR/ISP in order to reflect changes in the social environment, social security system, and technology and to establish the next-generation social security information system following the current (2008) BPR/ISP system.

25 025 Chapter 3 Education Section 1 School Information Disclosure System The School Information Disclosure System allows students and parents to access information about the overall activities of a school anytime anywhere through the website of the school. Anyone can connect to the School Information website and enter the name of the school in the appropriate city/province search page, or click on a map to get a summary and detailed information. Over 6.5 million users accessed the School Information website in 2014, up 4% over 2013 s 6.3 million. Among the 46 sectors, the most commonly used was the search for results of the national scholastic performance test with 2.15 million inquiries, followed by scholastic performance by subject, number of students by sex and school rankings Local White Paper Part II Local Information Projects Conducated by the Central Government Section 2 Information Disclosure System for Early Childhood Education Centers The Information Disclosure System for Early Childhood Education Centers was introduced under the advancement plan for early childhood education on November 13, 2009, to enhance the quality of early childhood education by protecting the rights of parents by expanding the choice of early childhood education centers and by increasing the transparency and accountability of such centers. The number of connections to the system since September 2012 amounted to 337,000 in 2013 and 503,000 in 2014, up

And the number of connections to a relevant mobile app service that opened in January 2014 reached 142,000, with 13,509 downloads. The information disclosure service is in the process of consolidating disclosure items to prepare for integrated disclosure of both daycare centers (nurseries) and kindergartens in 2015 after the fourth committee for integration of child care and education decided upon integration in December 2014.

Han Style Culture The Ministry of Culture, Sports, and Tourism s reconstruction of the Han Style website runs from April 2015 to December 2015 and involves amassing information on the history, culture, and traditions of the Korean people currently held by various local governments and central government ministries. The Han Style website was first built in 2014 as a pilot project and allows users to access and use information swiftly and easily. The number of monthly Han Style users registered a 170% increase over the corresponding number for the former Traditional Culture Information ( or.kr) website and by 2015 is expected to rise to around 7,000 users. To help achieve that, Korean cultural information unique to particular regions will be continuously collected Local White Paper Part II Local Information Projects Conducated by the Central Government 2. Cultural Portal System The cultural Portal System is an integrated cultural information website opened in 2013 that provides various culture and arts information, such as cultural news; performance and exhibition listings; and art-related knowledge held by organizations under the Ministry of Culture, Sports and Tourism, other ministries, local governments and the private sector. In August 2014, a mobile service for the portal ( go.kr) was launched to increase accessibility and encourage smartphone connections.

28 Current State of Local Local Information Projects Conducated by the Central Government Cases of Local Service Local Worldwide 028 Currently the Cultural Portal System is in the process of developing 165 (of a total target of 235) Open APIs relating to cultural infrastructure and performance and exhibition centers. 3. Integrated Public Cultural Information Management System The Integrated Public Cultural Information Management System is operated with functions and methods that satisfy the most advanced technological requirements such as XML, SOAP/ REST, and RDF. In order to build Government 3.0, the system offers 64 million pieces of information as of 2014, and seeks the broad participation of other ministries, local governments, and various organizations beyond the Ministry of Culture, Sports and Tourism. 4. National Culture and Arts Support System (NCAS) In December 2013, the first phase of NCAS reconstruction was completed, enabling users to efficiently manage business expenditures over mobile devices. Previously the service was only available on personal computers. As of May 2015, 26 organizations linked to 17 local metropolitan governments were using the NCAS. The NCAS aims to help establish the direction of cultural and arts policies by extracting statistics from organizations connected to government subsidies, while seeking cooperation from the government, the national assembly and other relevant institutions. Section 2 Tourism 1. TourAPI 3.0 TourAPI 3.0 service offers Open APIs that access Korea Tourism Organization information to encourage development of various applications. It offers a vast collection of 70,000 pieces of tourism information in seven foreign languages. KTO TourAPI 3.0 usage includes 4,103 authentication key requests, 15,379 tailored data requests, and development of 123 mobile applications using API (as of October 2015). Major mobile

29 029 applications using TourAPI 3.0 include BENIKEA, Seoul Date Pop, Yeyakwang, and Campweek. 2. Culture and Arts Knowledge Information System The Culture and Arts Knowledge Information System is a data base built by the Korea Culture and Tourism Institute under the Ministry of Culture, Sports and Tourism to provide knowledge information and statistics on domestic and international culture and arts and information and statistics related to cultural content. The portal offers users access to domestic and overseas cultural policies, culture-related statistics and colloquiums and has been providing in-depth coverage through sections like Cultural Issues at a Glance since May In order to grow as a full-fledged system beyond a pilot project phase, information strategy planning (ISP) will be established during 2015, and efforts to provide timely and substantive information will continue to better serve user needs Local White Paper Part II Local Information Projects Conducated by the Central Government

30 Current State of Local Local Information Projects Conducated by the Central Government Cases of Local Service Local Worldwide 030 Chapter 5 Agricultural and Fishery Villages and the Industrial Sector Section 1 of Agricultural and Fishing Villages Agricultural informatization is being led by the Ministry of Agriculture, Food, and Rural Affairs; the Ministry of Science, ICT and Future Planning; and the Ministry of Oceans and Fisheries. In 2014, the Agriculture Integrated Information excellent System (AgriX) was built to electronically process the entire agricultural and fishery business project management cycle (application, approval, execution, post management, etc.) that used to be done manually. AgriX aims to prevent duplicated application of projects and ensure transparent execution of subsidies and loans through real-time monitoring. The user satisfaction survey of January 2014 awarded AgriX a score of 84.0, a level indicating the system has entered a stabilization phase. With regard to fishery villages, the Ministry of Oceans and Fisheries has led a project to build a base to promote ICT convergence across the marine and fishery industry. Previously dispersed components of the Port-Management Information System (Port- MIS) were integrated, and a base for creating an integrated marine port and logistics information network and global logistics information system based on an open platform to realize Government 3.0 was laid out. In addition, systems to manage mixed feeds for culture, marine life resources information, red tide and jellyfish occurrence information and mariculture were improved to promote ICT convergence and BIG Data generation.

31 031 Section 2 of Industry In 2015, in its efforts to promote informatization in industry, the Ministry of Science, ICT and Future Planning set goals for the acceleration of performance from a creative economy and exploration of a new creative industry through convergence in order to realize a dynamic creative economy through innovations in science and technology and ICT. In 2015, by launching the Centers for Creative Economy and Innovation (CCEI) (ccei. creativekorea.or.kr), the Ministry began supporting the growth of small and mediumsized firms in specialized strategic sectors selected by regions with programs to help them enter global markets through collaboration among the stakeholders of the regional economy. The major plan of the Ministry of Trade, Industry and Energy toward industrial informatization is the Manufacturing Innovation 3.0 Strategy, which includes distribution of smart plants and promotion of overseas exports for small and mediumsized companies by providing relevant trade related information through TradeNAVI service (tradenavi.or.kr). The smart plant project is being implemented under the Smart Plant Model Plan launched in March With the Korea Chamber of Commerce and Industry as a leading institution and the Korea National Ppuri Industry Center (KPIC) as a performing institution, a subsidy of KRW 2 billion will be allocated in 2015 to around 20 firms for automation and high technology projects, and KRW 0.8 billion will be distributed to eight firms to support construction of pilot smart plants. The Small and Medium Business Administration (SMBA) will support ICT application in the production sites of small and medium-sized enterprises (SMEs) in order to help them enhance managerial efficiency and productivity and to protect core technology and prevent technology leakage. Consequently, the SMBA is preparing an SME Support Plan and pushing for informatization of SMEs as the hub of local economies. In particular, informatization projects by Korea Technology and Information Promotion Agency for SMEs ( increase corporate competitiveness and facilitate informatization of SMEs. SME informatization projects for 2015 include the (new) managerial innovation platform project, digitization of production sites, and the building of a technology leakage prevention system. Projects for the National Spatial Information Distribution and Service System The National Spatial Information Distribution and Service System is designed to promote the growth of the spatial industry through more active use of relevant information in the public and private sectors, as well as to foster new spatial information utilization in industries. In 2014, efforts were made to build a spatial information database and a national spatial information distribution system and to develop services tailored to the needs of the private sector. 2. Spatial Big Data System The Spatial Big Data System building project was implemented in 2014 to support policies through integration of spatial information as Big Data technology gains increasing importance. When Big Data is applied to medical treatments, administrative services, retail, manufacturing and personal information, productivity increases by an extra 1% (McKinsey, 2011) and projects can be more diversified. Currently, 62 Big Data tasks in central government organizations, and 36 tasks in 12 local governments are underway. In particular, from 2014 to 2016, KRW 27 billion has been budgeted to integrate topic-specific spatial information into one pan-governmental database, as well

33 033 as establish a spatial analysis model, thereby contributing to the formation of a more creative government. Section 2 Marine 1. Port-Management Information System (Port-MIS) Port-MIS is the leading electronic network of the Ministry of Oceans and Fisheries. It encourages paperless administrative services and automated port management by computerizing all administrative data related to the movement of ships and entry and exit of freight. The Port-MIS consists of four sub systems and a decision-making support system. In 2015, different parts of the Port-MIS in seven centers were integrated toward a standard business procedure, and Basic Plans for Ports and Logistics Information Network Construction projects are now underway to provide tailored services, improve business procedures and enhance user interface. Port-MIS-led paperless administration eliminated 59 of 75 application forms, a 78.7% reduction that greatly curtailed business processing hours and costs. 2. Shipping and Port Integrated Data Center (SP-IDC) 2015 Local White Paper Part II Local Information Projects Conducated by the Central Government SP-IDC is a system that integrates and manages logistics information in marine transport and ports. The service enables users to send requests or freely access information related to marine transport, ports, and trade over the Internet or by smartphone anytime anywhere. SP-IDC relieved the private sector digital divide by integrating disparate marine and port information systems and has been used as an infrastructure to support marine and port logistics informatization, thereby reducing logistics costs and boosting productivity. In 2013, by dividing database tables held by six major sources for statistics, the response speed for collecting such data as freight transport by country was dramatically improved by 54%, and cheaper access to sophisticated information helped relieve digital divides among marine and port logistics service providers.

34 Current State of Local Local Information Projects Conducated by the Central Government Cases of Local Service Local Worldwide Northeast Asia Logistics Information Service Network (NEAL-Net) The Ministry of Oceans and Fisheries began to establish NEAL-Net from 2011 in order to support economic cooperation, trade expansion and improved logistics with China and Japan and other major trading partners. NEAL-Net aims to improve global logistics visibility by linking separate logistics information networks among nations and between governments and the private sector and to strengthen Korea s position as the hub of logistics in Northeast Asia by increasing the competitiveness of exporters and importers. To establish NEAL-Net, Korea, China and Japan pushed for a global logistics information sharing system construction project ( ) and global state-of-theart ports and logistics information network construction project ( ). The 2015 global logistics information sharing system sophistication project focuses on improving NEAL-Net and increasing the use of service by domestic logistics operators (shipping companies, shippers). Professionals from Korea, Japan and China have met regularly as part of their efforts to expand the scope of logistics information sharing and increase the number of ports serviced.

35 035 Chapter 7 Environment and Weather Section 1 of the Environment 1. Health Impact Assessment (HIA) The Health Impact Assessment (HIA) is a system that provides information to judge the potential health effects of a policy, program or project on a population to help decision makers adjust such projects or adopt some alternatives to minimize any negative health effects associated with it. For four years (2007~2010), HIA methods have been developed, and work to make those methods more refined is now underway through 2015 Projects for the Information System Reform of Health Impact Assessment Information and Spatial Information Service Construction. Currently, in order to make the HIA system operation more efficient and increase its security, HIA system development languages (ASP JSP) and DB (MS-SQL Oracle) will be improved so that the system can be integrated with an Environmental Impact Assessment Support System Local White Paper Part II Local Information Projects Conducated by the Central Government 2. National Environmental Atlas System In December 2012, the Ministry of Environment prepared a plan to build Environmental Atlas 21, a platform for environmental statistics and policies with the aim to integrate pieces of environment-related information dispersed among the ministries. The plan is based on the 2013 basic plan to create a National Environmental Atlas System that can utilize comprehensive environmental statistics and policy materials. Interviews with

36 Current State of Local Local Information Projects Conducated by the Central Government Cases of Local Service Local Worldwide 036 working managers conducted from May through December 2014 helped set up a system with 25 maps by topic, and its pilot service has been operational since December As of July 2015, nearly 300,000 users have connected to the website, demonstrating significant usage considering the short time span since its inception. Section 2 Climate Data 1. National Climate Information and Service System The 2015 National Climate Information Management and Service System construction project was carried out as demand for climate information increased, the institutional environment for opening public data matured, and the need for climate data service commensurate with the role of the National Climate Data Service System (NCDSS) heightened. The details of the 2015 project follow: First, with regard to construction of a system for national climate data preservation and management, Climate Data Preservation System (CDPS) data will be transferred to the NCDSS, and the user interface of the statistical analysis system will be optimized, following structural change in the Combined Meteorological Information System (COMIS) (COMIS3 > COMIS4). Second, to enhance climate data quality control, quality control algorithms and programs for climate data quality control for training purposes are being developed. Third, with regard to production of climate statistical data, a high resolution (1km) grid-based climate database is being built, and climate statistical data provision on the Web portal of the National Climate Data Service System (NCDSS) is being improved. Lastly, through construction of the climate data portal ( go.kr), a system for opening climate data is being built. 2. Advanced Weather Forecast System Establishment and Operation This project aims to enhance forecasting by building an advanced weather analysis and forecast system and to support the national response to disaster by sharing such advanced technologies with related organizations and the public. In 2014, a system to share information among relevant organizations was improved by building a Cloud-

37 037 based system, developing a weather analysis system, and adding a hazardous weather surveillance function. The Cloud base of the system is being expanded in 2015, and the weather analysis function is being further upgraded, and on May 15, the Cloud-based Meteorological Information Portal Service System for Disaster Prevention was officially launched. 3. Advanced Aviation Weather Forecast Service System Establishment and Operation The Advanced Aviation Weather Forecast Service launched in 2013 is designed to proactively respond to the rapidly growing aviation sector by forming a threedimensional, effective aeronautical weather surveillance and forecasting service that can boost the efficiency and competitiveness of the aviation industry through production and provision of advanced aviation weather information, in addition to supporting decisionmaking.
