1 Sense of Place Council & the The MI Place Partnership Initiative A survey to establish a baseline of data information on Placemaking, Form Based Codes and Charretting in Michigan Communities The following questionnaire is organized into 3-sections Charrettes, Form-Based Codes and Michigan Educational Resources. It is part of the implementation strategy for the MI Place Partnership Initiative. The survey questions are a means of collecting base line information from governmental jurisdictions so that progress can be measured over time. Background Michigan is at the forefront of a national movement embracing Placemaking policies in 21st-century community planning and economic development. Talented people and companies move to economic regions for a variety of quality of life reasons, not just jobs. Being globally competitive as a region requires understanding, mapping and pooling regional resources and assets. It means local governments, the private sector, schools, higher education and nongovernmental and civic organizations must all work cooperatively to market the region. This requires working together to build and maintain quality places. Thriving communities and successful regions are Places that are attractive to employees, Places where connections can happen, Places where productivity and creativity increase, and Places where professional networks foster collaboration and innovation. The Governor s MI Place Partnership Initiative moves Michigan forward by promoting strategic local Placemaking efforts that support talent attraction and economic development. The goal is to create more jobs, raise incomes and thereby restore prosperity in Michigan at least in part, through targeted local and regional Placemaking activities. The adoption of Form-Based Codes and use of Charrettes are vital Placemaking tools for Michigan s successful economic revival. This questionnaire should take approximately 5-20 minutes to complete (depending on how much your community has done in this area). 2 Part 1 - The following questions are specific to Charrettes. Introduction: Placemaking is most effective when communities reach consensus on a community vision. One of the best methods for making planning and design decisions is the multi-day charrette. A multi-day charrette involves several unique components that bring together all stakeholders for an intensive, collaborative public design session usually conducted over 4 to 7 days. Charrettes are effective because consensus is reached relatively quickly, while other public planning processes offer the public opportunity for comment but at different times for different groups of people, over a longer period of time, and with less likelihood that all affected will be involved or stay involved (or will meet to discuss common issues). 1. Part 2. - The following questions are specific to Form-Based Codes. Introduction: Conventional zoning emphasizes low density single-use development, minimum lot sizes, minimum building setbacks, parking requirements, street width standards, and restrictions that separate land uses. Form-Based Codes (FBCs) emphasize the physical character of development (its form), massing elements and siting uses, while de-emphasizing the regulation of land. FBCs provide greater predictability about the look and feel of development and why it contributes to a sense of place. Developers may gain a clearer understanding of what a community seeks and is easier for citizens to be confident that developers will help create the physical development they want. This leads to better acceptance of new developments and related infrastructure investments needed to support a community s vision. 4. Introduction There are several education resources, written specifically about Michigan, which help people understand the importance and value of Placemaking, Form-Based Codes, Charrettes, Walkable Communities, etc. The following questions address those resources. 12.
