3 Chicago Energy Benchmarking Ordinance Elevate leads the efforts to: Identify buildings that are covered by the ordinance Notify individuals associated with each covered building Create written resources to help building representatives Respond to question via phone, and webform Monitor compliance with the ordinance and follow up with questions Analyze the energy data Elevate supports efforts of the Mayor s Office, C40, City Energy Project, USGBC-Illinois and other partners to: Provide weekly trainings Connect building representatives that need additional help with service providers Enlist others to help raise awareness of the ordinance Disseminate results 2015 Elevate Energy

5 Overview of energy benchmarking Benchmarking is the practice of measuring how much energy a building consumes then tracking it over time and comparing it against similar buildings Consistent benchmarking in buildings results in energy savings and improved performance. Provides information needed to make smart, cost-saving investments; creates jobs Helps property and financial markets accurately value energy efficient buildings Source: /DataTrends_Savings_ pdf?8d

6 Building energy efficiency represents a huge economic and environmental impact: Chicago residents and businesses spend approximately $3 billion / year on building energy Building energy use represents approximately 71% of Chicago s total greenhouse gas emissions The Chicago Energy Benchmarking Ordinance Passed in September 2013 Covers <1% of total buildings in Chicago Covers ~ 20% of all building energy use raises awareness of energy performance through information and transparency, with the goal of unlocking energy and cost savings opportunities for businesses and residents. 6

8 Energy benchmarking drives awareness and transparency, which help unlock energy and cost savings opportunities Buildings larger than 50,000 ft 2 are required to 1. Track whole-building energy use (annually) 2. Verify data accuracy (every three years) 3. Report to the City by June 1 (annually) Reports are submitted through ENERGY STAR Portfolio Manager a standard, free online tool Building Types Covered by the Chicago Energy Benchmarking Ordinance: Public (~15%) Residential (~25%) Commercial (~60%) Exemptions are available for new construction, low occupancy and financial distress City is authorized to publish energy data starting the 2 nd year a building reports. Data disclosure waivers are available if > 10% of gross floor area includes data center, television studio or trading floor 8

10 In 2014, first-year energy benchmarking provided a foundation for increased awareness and efficiency action Widespread first-year building participation 348 buildings spanning over 260 million square feet and representing ~11% of citywide building energy use. 90%+ compliance Unprecedented, sector-specific data on energy use in Chicago s largest buildings Sector-level data on offices, health care, K-12 schools, universities, and other facilities Chicago buildings performed similarly to large buildings in NYC, Philadelphia, and Washington, DC Median ENERGY STAR Score of 76 out of 100 Improving buildings energy intensity to average or above-average levels (by sector) could yield: 13% 23% total energy reduction $44M 77M energy cost savings 10

11 In 2015, a five fold increase in participation reveals potential savings of $184 million More than 1840 properties, spanning over 600 million square feet, reported through Portfolio Manager 242 properties reported voluntarily 75 properties received a temporary exemption 84% reporting rate representing 92% of covered square footage Overall, buildings reported energy performance scores higher than national medial levels Median ENERGY STAR Score of 58 out of 100 Multi-year data indicated a slight decrease in weather normalized site energy use Improving buildings energy intensity to average or above-average levels (by sector) could yield: 13% 24% reduction in site energy use $ million in energy cost savings 795,000 1,400,000 tons of avoided greenhouse gas emissions (equivalent to removing 167, ,000 cars from the road) More than 2,000 jobs from investments to achieve these savings 11
