This content is subject to change due to operational, legal or procurement considerations, which may materialise at a later stage. The final status will be described in the ITT documentation. 4 RECALL: WHY AN ESTRACK NOC? PURPOSE: The purpose of the NOC is to have a better integration of service from a user (!) perspective. This requires: the improvement of the Service Desk, to guide users in requesting services and in following the request implementation. increased capacity and capability of the Service Desk to render complex services in a 24/7 environment (e.g. TGO aerobraking) INTENDED OUTCOME: The ESTRACK NOC shall provide Ground Operations, MOI-IT and OCC services and shall act as single point of contact for real-time service requests from ESTRACK customers and coordinate the implementing groups ESA UNCLASSIFIED - For Official Use Industry Day AO 9079 ESOC 12/10/2017 Slide 4

7 DEFINITION: WHAT IS THE ESTRACK NOC? Please note: The terminology used and groups described hereafter refer to the current organisation as a reference only. The design of the service delivery architecture shall be left up to bidders as also the best organisation to achieve the most efficient solution. 13 SERVICE DELIVERY ARCHITECTURE The Agency is interested in efficient end-to-end Service Delivery The Service Delivery Architecture shall be adapted accordingly. This may imply changes to current approaches and practices. The mapping of functions to service entities and the composition of service entities is up to the Service Provider to propose. It shall be noted that an individual may be part of multiple service entities. Example: A NOC Engineer for instance could be part of a shift in the ECC group, elaborate procedures in the ECC support group and provide operations support as part of the ESTRACK Operations support group ESA UNCLASSIFIED - For Official Use Industry Day AO 9079 ESOC 12/10/2017 Slide 13

14 CONTRACT AND SPECIAL TENDER CONDITIONS Timeline ITT publication October 2017 Deadline for submission December 2017 Phase-in April 2018 (minimum 3 months) Begin of Operations Phase July 2018 The Agency may hold a briefing meeting for Industry to explain the Statement of Work, Draft Contract and Special Tender Conditions and provide a site visit of the operations facilities on site at ESOC. This generally takes place 2 to 3 weeks following the issue of the ITT. If foreseen to be held it will be clearly stated in the ITT cover letter. 17 RECAP OF OBJECTIVES The NOC Service represents a major evolution with respect to the current M&O contract. 24/7 real-time, high availability operation of ESTRACK, Mission Operations IT and Operations Control Centres Extension beyond current scope and approach to achieve reduction of cost, use skills and resources more flexibly, achieve shorter response times and offer a broader and richer service portfolio Strong focus on end-to-end services; New ideas and service delivery architectures are encouraged! 19 Question 1: As you know, ESA Redu station assumed the role of European space Security and Education Centre in Belgium and it is a centre of excellence for space cyber security services; does the upcoming frame contract address any new specific needs to be taken into account? In the framework of the remote operations services provided to ESTRACK ground station, which ones are dedicated to the existing ESA Redu station in Belgium? Could we have a brief but exhaustive highlight of the impact on Redu Centre, if any, in terms of additional operations, local resources involvement and existing facility/features upgrading/enhancing? 20 Question 2: The IPC paper indicated the procurement to be under GOF9. What are the reasons for the changed approach? Answer 2: The option of a stand-alone contract was already foreseen in the IPC grouped procurement proposal. After internal analysis ESA decided to activate this option. 24 Question 6: Can the service be rendered remotely or solely on site, e.g. Level 3 remotely? Answer 6: At this time ESA does not consider that the service can be provided off-site (remotely), however ESA is open for new approaches / options if the bidder considers this to be a viable approach. 26 Question 8: In the tender documents will the complete process be described, e.g. the interfaces to the entities outside the scope of operations under this contract? Answer 8: Yes, this will be included in the ITT. Note that the main interfaces are described in various parts of the document within the respective Key Roles description, or within the referenced documentation e.g. applicable QMS procedures. 28 Question 10: What is the ESA budget-line / programme behind this procurement? Answer 10: The NOC is funded from a mix of different Funds/Fund Centres in the Directorate of Operations. 32 Question 14: What's is the statement regarding richer service portfolio referring to exactly. What would be the additional elements. What do ESOC believe they need more? Answer 14: This is mainly referring to WP3000 Customer Specific Services. These services are typically time-bound and may cover services in the context of launch/ test campaigns, critical or special events, problem analysis, evolution of the operational infrastructure. 33 Question 15: Will the bidders receive information regarding the service volumes of the current contract? Answer 15: No, however the information regarding the service volumes and performances regarding the new scope will be part of the ITT. Answer 16: No. Bidders however can indicate in EMITS their interest such that others can see which allows companies showing interest to build consortia. 36 Question 18: Is it envisioned to evolve or replace the in-house M&C S/W systems as part of this contract (or in future)? 38 Question 20: With regard to Question/Answer 4: would it be correct to state that on-call would be an increase in cost on a case by case basis? Answer 20: Yes. We will only request on-call, stand-by or call-out when we have something special, for example, a LEOP may require on-call support.
