Senior Intelligence Community and other officials will address the conference on a range of national security and information sharing and technology issues. The conference agenda will include presentations on the technical, policy and operational issues and changes, and tools that the DNI/CIO has fielded, or plans to field. When: Monday, August 21 through Thursday, August 24, 2006 Time: Location: See Schedule Below The Hyatt Regency Denver at Colorado Convention Center th Street Denver, Colorado Additional Instructions: For more information on the Conference, visit: 1) Credentialed members of the media are invited to attend the plenary sessions on Monday through Thursday. Breakout sessions are open to U.S. Government employees, Active Military and Governmentsponsored contractors only. Media who wish to attend should register online at: Registering online will reduce the amount of wait time on arrival at the conference. Online registration is open until Friday, August 18, Registration in Denver will open at 6:30 a.m. on Monday, August 21, and at 7:00 a.m. on all other days of the conference. 2 Page 2 of 5 Overview: After 11 successful years, the annual Intelink Conference has been renamed as The DNI s Information Sharing Conference and Technology Exposition. The new name represents the DNI sponsorship, and the DNI responsibility for facilitating information sharing between federal, state local and tribal entities, and foreign partners. This year s event will be held August 21-24, 2006 in Denver, Colorado, and will consist of four unclassified days, allowing more time for substantive issues. The event s organizers expect the past decade s growth in attendance to continue, with attendance likely to exceed 1000 government, military, and contractor national security personnel from various locations around the world, most of whom are employed as Information Technology professionals. Plenary Sessions Open to Media: Monday, August 21 The Vision 8:30 8:45 a.m. Welcoming Remarks The Honorable Dale Meyerrose, Associate Director of National Intelligence and Chief Information Officer 8:45 9:15 a.m. View from the DNI and DoD CIOs The Honorable Dale Meyerrose The Honorable John Grimes, Chief Information Officer, Department of Defense Mr. Meyerrose and Mr. Grimes will talk about best practices and successful implementation of technology to facilitate information sharing across both communities. 9:15 9:45 a.m. Q&A with the DNI CIO and the DoD CIO The Honorable Dale Meyerrose The Honorable John Grimes The CIOs will be open to questions from the audience on topics such as net-centricity, enabling information sharing and protection, and the unique challenges and opportunities for IC/DoD partnerships. 10:15 11:15 a.m. Imagine Dr. Thomas Fingar, Deputy Director of National Intelligence for Analysis and Chairman of the National Intelligence Council Imagine an Intelligence Community in which analysts freely and securely exchange ideas, expertise, brainstorms, and alternative views across organizational boundaries, in which they regularly create virtual teams to tackle tough analytic problems, in which analysis drives collection based on IC knowledge gaps, and in which the Community builds information sharing capabilities around successful innovations. The DDNI for Analysis did imagine, and has made important strides toward an environment enabling and rewarding analysts for finding, accessing, and sharing information and analytic judgments.

He will discuss the challenges of implementing information sharing policies and standards essential in securing timely and actionable information to meet the counterterrorism needs of federal, state, local, and tribal governments, and the private sector. 10:00 11:30 a.m. Fighting Terrorism The Local Perspective Moderator: Sue Reingold, Deputy Program Manager, Information Sharing Environment Panel members: Thomas Frazier, Executive Director, Major Cities Police Chiefs Association; James McMahon, Director, New York State Office of Homeland Security; Colonel Kenneth Bouche, Chairman of the Global Justice Information Sharing Initiative and Illinois State Police; Cathy Lanier, Commander, Office of Homeland Security and Counterterrorism, Metropolitan Police Department District of Columbia Effective counterterrorism efforts require that Federal, State, local, tribal governments and private sector entities effectively share information and intelligence. To date, much of the information sharing debate has focused on how best to provide state, local and tribal law enforcement authorities the information they need to support investigations into individuals and groups involved in supporting, planning and preparing to carry out attacks against the homeland. There is growing recognition that from a state, local and tribal perspective, the sharing of terrorism information must be viewed within the broader context of how these state, local and tribal governments work each day to protect local communities from all crimes and disorder and at the same time enhance their capability to deal with all types of public safety and public health emergencies and catastrophic events. This panel of state and local government officials will describe how terrorism information and intelligence is used to support a variety multi-disciplinary prevention, response and recovery efforts and how these efforts are integrated into the day-to-day business of providing emergency and non-emergency service to the public.
