2 The e-parliament Programme Presentation The European Parliament s increasing role in the EU law-making process result in an increasing workload for the institution s members and officials, and in an increasing pressure on its working processes and information systems. The IT environment supporting the legislative process has grown increasingly complex and fragmented overtime. In particular, the tools that support document and content management during legislative procedures are numerous, heterogeneous, functionally and technically limited, and insufficiently integrated. The complexity and limitations of existing IT systems represent a growing risk and constraint for the efficiency and effectiveness of the EP s legislative process. The e-parliament Programme is the change programme that has been initiated to consolidate, streamline and strengthen the information systems supporting the EP s legislative process over a period of four years. The e-parliament Programme aims to deliver the most appropriate ICT tools and applications in support of the EP s Core Business activities, i.e. the activities required to produce EU-wide legislation. By doing so, e-parliament will lay down the foundations to ensure that information and document management systems can continue to support the achievement of the institution's political and management objectives in the long term. e-parliament Programme 3 Current issues Legislative documents are currently managed on the basis of unstructured data. This makes the production of legislative content and documents uneasy, time-consuming, insufficiently consistent and insufficiently flexible. Furthermore, these documents are stored in multiple repositories at different stages of the legislative process, which makes their tracking, location and retrieval difficult and conveys risks regarding their consistency across the legislative production chain. In addition, there is no consistent way of exchanging these documents across the different IT applications supporting the legislative process, nor of orchestrating or monitoring the content and document workflow across the legislative production chain. The e-parliament Programme aims to remedy these shortcomings by supporting the transition from a legislative production chain managed on the basis of unstructured data (word documents) to a legislative production chain managed on the basis of structured data (XML content). To this end the e-parliament Programme will deliver a set of tools that will support easy, efficient, consistent and flexible creation and management of legislative content and packaging of legislative documents. These tools will in particular support the production (drafting, edition, modification, verification) of legislative amendments, legislative reports, legislative texts and other official documents directly related to the legislative process, as well as their translation. e-parliament Programme 4

5 Delivery Schedule Implementation of legislative workflow management and control interfaces Implementation of WfMS Adoption of uniform content format based on XML (extensible Markup Language) Implementation of CMS and Search Interface Implementation of Authoring Tools for legislative documents (AT4LEX), amendments (AT4AM), and translation (AT4TRAD) Delivery of enhanced CMS and contentrelated services Second releases of Authoring Tools e-parliament Programme 9 e-parliament Benefits The e-parliament Programme will provide for increased consistency and flexibility in the key IT tools used by MEPs and their assistants, as well as by the EP s administration departments supporting the legislative process to carry out their tasks related to legislative procedures. For end-users, this will result in a set of valuable benefits: No need to focus on document layout when creating/managing legislative content and documents. Possibility to easily assemble and re-use content in support of legislation and document drafting. Improved quality and efficiency of legislation and amendments drafting and verification. Easier access to and creation/management of content through user-friendly tools and interfaces. More efficient processing of amendments and legislative content. Increased quality and consistency of amendments and legislative content. Improved performance and security of authoring tools and of content handling and storage systems. Enhanced, easier and faster automated translation of legislative content. Improved content search and retrieve functionalities (including in support of Knowledge Management). Increased efficiency, consistency and reliability of content creation and handling at all stages of legislative procedures. Increased control over legislative documents and workflow. The e-parliament Programme will also bring strategic benefits for the development and management of the applications and information systems supporting the EP s core legislative business, in particular increased performance, consistency and flexibility, and reduced cost of development and maintenance. e-parliament Programme 10

Clear separation of content, metadata and presentation The objectives of the XML4EP project are to: 1. Define the conventions, methodology, tools and standards to be used for the definition and maintenance of XML schemas for EP legislative and official documents. 2. Define and implement a governance structure: responsibilities and procedures to define, manage and maintain XML schemas and metadata for EP legislative and official documents 3. Provides guidelines to support the activity of creation and maintenance of XML schemas 2. Describe the source of information Procedures 1. Describes the workflow of legislative chain in reference with the production of legislative and official documents 2. Ensure that documents created are controlled by XML schemas Roles and responsibilities 1. Defines roles inside the XML chain 2. Avoiding centralisation of knowledge in one single person 3.
