2 Conditions: You are assigned as a Postal Finance Clerk in a Military Post Office (MPO). You are required to protect the mail, prevent mismanagement of funds, and assist customers requesting to send an article of domestic mail. You have access to Department of Defense (DOD) M (DOD Postal Manual), an Integrated Platform Scale and Postage Meter, several articles of mail, Domestic Mail Manual (DMM), Notice 123, RATEFOLD, USPS Label 11-B (Priority Express Mail Post Office to Addressee Label), rubber stamps (First Class, Priority and Retail Ground), and calculator. This task should not be trained in MOPP 4. Standards: Accept and process domestic mail by using the correct forms and endorsements; assess the correct amount of postage and fees, determine if mail is mailable and verify the customer's authorization to use the MPO without error. Special Conditions: None Safety Risk: Low MOPP 4: Never Task Statements Cue: Window clerk accepts a package from a customer who requests the package be mailed at the domestic mail postage rate. 3 Performance Steps 1. Employ the Integrated Platform Scale and Postage Meter. Note: This step will only be performed if the equipment is available. a. Identify features and postage meter control panel functions. b. Establish a lock code password. c. Prepare PS Form 3602-PO (Postage Collected Through Post Office Meter). (1) Beginning of the day. (2) End of the day. d. Run a "zero" tape to ensure the meter is functioning correctly. e. Calculate postage on the meter. f. Process postage refunds. (1) Make a new postage meter tape for the difference if the amount of the postage meter tape is lower than the total dollar amount required. (2) Print a new postage meter tape and retain the unused/spoiled tape if the dollar amount exceeds what is required; submit the unused/spoiled postage meter tape to the Custodian of Postal Effects (COPE) at the end of the day using PS Form 3533 (Application for Refund of Fees, Products, and Withdrawal from Customer Accounts). 2. Process Domestic Mail. a. Identify the four classes of domestic mail. (1) Express. (a) Maximum weight of 70 pounds. (b) Maximum length and girth of 108 inches. (2) First Class. (a) Weighs 13 ounces or less. (b) Minimum of 3 1/2 x 5 inches and a maximum of 6 1/8 x 11 1/2 inches. (3) Priority. (a) Articles weighing over 13 ounces and a maximum of 70 pounds. (b) Minimum of 3 1/2 x 5 inches and a maximum length and girth combined of 108 inches. (4) Parcel Post Mail. (a) Maximum weight of 70 pounds. (b) Minimum of 3 1/2 x 5 inches and a maximum length and girth combined of 130 inches. (c) Articles with a length and girth combined greater than 108 inches are considered "oversized." b. Identify subclasses of domestic mail. (1) Standard post. (2) Media mail. Page 3

4 (3) Library mail. c. Identify APO/FPO addresses. 3. Identify Postal Publications. a. Research the Domestic Mail Manual (DMM). b. Research the Postal Operations Manual (POM). c. Review the United States Postal Service (USPS) Postal Bulletins. 4. Identify Wrapping and Packing requirements. a. Determine if outside wrapping is of acceptable strength. b. Identify acceptable packing containers. (1) Cardboard boxes may be used for easy and average loads up to 10 pounds. (2) Metal-stayed cardboard boxes may be used for easy and average loads up to 20 pounds. (3) Solid and corrugated fiberboard boxes may be used according to the specification on the chart in C of the DMM. (4) Constructed wood, metal, or plastic boxes may be used for all types of loads. (5) Container must provide sufficient space and cushioning material for items. (6) Used containers are acceptable provided all labels have been removed. 5. Determine maximum size limits. a. Measure and weigh the article of mail to ensure that it meets size and weight standards for domestic mail. (1) First Class/Priority Mail maximum size limit is 108 inches. (2) Retail Ground maximum size limit is 130 inches. Note: The maximum size limits are based on length and girth combined. b. Measure the longest side to get the length. c. Measure the distance around the article (ALL FOUR SIDES) at the thickest part to determine the girth. d. Add the length and girth together to determine the size of the article. 6. Process First-Class and Priority Mail. a. Identify First-Class Mail Matter. (1) Letters (regardless of how old). (2) Postal cards (sold by the USPS with a postage stamp imprinted). (3) Postcards (these are commercially printed mailing cards, such as picture postcards). (4) Bills and statements of accounts. (5) Balloting materials/election materials. Page 4

5 (6) Handwritten or typewritten forms such as notices, certificates and canceled or uncanceled checks. (7) Printed cards or letters bearing a written date where the date is not the date of the card but gives information when something will occur or has occurred (e.g., all invitations). b. Process balloting material. (1) Date stamp with the cancelling bar. (2) Bundle at the top of letter mail. (3) Place in the front of letter trays. c. Identify size limits for letters. (1) Determine the maximum size limit for mailable First Class letters. (a) Length 11 1/2 inches. (b) Height 6 1/8 inches. (c) Thickness 1/4 inches. (2) Determine the minimum size limit for mailable First Class letters. (a) Length 5 inches. (b) Height 3 1/2 inches. (c) Thickness inches. d. Identify Flat Size Limits. (1) Determine maximum weight is 13 ounces. (2) Determine the maximum size limit for flats. (a) Length 15 inches. (b) Height 12 inches. (c) Thickness - 3/4 inches. (3) Determine the minimum size limit for flats. (a) Length 11 1/2inches. (b) Height 6 1/8 inches. (c) Thickness - 1/4 inches. e. Determine First Class Rate of Postage. (1) Charge the First-Class rate for mail that weighs 13 ounces or less. (2) Charge the Priority rate for mail that weighs over 13 ounces. f. Process Priority Mail. (1) Determine Priority mail is First-Class mail weighing more than 13 ounces and not more than 70 lbs. Page 5

6 (2) Compute Postage for Priority mail by the weight of the article and the distance it must travel. (a) Determine the zone number. (b) Locate the article s weight. (c) Locate the zone number. (d) Locate the point at which they intersect. (e) Enter weight. (f) Select Priority. (g) Using the arrow keys, Scroll down to Package or Envelope and select the appropriate one for the situation. (h) Select Dim Entry. (i) Press the button for Select ZIP. (j) Enter the 5 digit zip-code and press enter. (k) Enter length, width and height. (l) Add extra services (if applicable). (3) Ensure Priority mail receives expeditious handing and air service. (a) Two-day service between major cities. (b) Three-day service for all other locations. (4) Determine Dimensional weight. (a) Multiply the parcels length by width by height to determine the cubic inches. (b) Divide total cubic inches by 194 (round up to get the weight in pounds). 7. Process Media Mail. a. Identify the different types of Media Mail Matter. (1) Books (eight pages or more). (2) Film and microfilm (16 millimeter). (3) Test materials. (4) Printed music. (5) All sound recordings (records, video/audio cassettes, reel to reel tapes, and compact discs). (6) Manuscripts for books. b. Determine rates for Media Mail. (1) Calculate rates based on weight of piece. (2) Endorse as "Media Mail." Page 6

7 (3) Apply Media Mail Rate using scale/meter, enter weight, select Retail Ground to determine the rate: MEDIA Mail. c. Identify Library Mail. (1) Books. (2) Printed music. (3) Book store. (4) Periodicals. (5) Sound recordings and other items. d. Determine rates for Library Mail. (1) Calculate rates based on weight of piece. (2) Apply Library Rate using scale/meter, enter weight, select Retail Ground, determine the rate: LIBRARY Mail. 8. Process Retail Ground (SAM) Mail. a. Identify the different types of Retail Ground (SAM) matter. (1) Advertising circulars and books. (2) Catalogs. (3) Keys. (4) Small parcels containing merchandise. (5) Printed matter. b. Identify weight and size limits. (1) Determine weight is more than 13 ounces not to exceed 70 pounds. (2) Define maximum size is 130 inches; minimum size is 3 1/2 inches (height) by 5 inches (length). (3) Define oversize as inches. 9. Identify Nonmailable matter. a. Define nonmailable matter. b. Identify nonmailable items. (1) Lighter fluid, lighters, and liquors. (2) Explosive/flammable material and weapons. (3) Dry cell batteries/odd shaped items. (4) Lotteries/controlled substances. (1) Determine if article is mailable. (2) Check weight and size limit using Express Mail rate chart to determine postage. c. Prepare Priority Express Mail Label 11-B. (1) Ensure customer completes the "FROM" and "TO" addresses on Label 11B. (2) Enter zip code from there the article is coming. (3) Enter today's date. (4) Enter current civilian time and place an "X" over correct AM/PM box. (5) Enter weight of package. (6) Place an "X" over the far right box, 3pm. (7) Place an "X" over the far left box, 2d Day. (8) Enter amount of postage. (9) Enter total amount of postage. (10) Initial form. (Asterisks indicates a leader performance step.) Evaluation Guidance: Score the Soldier GO if all performance measures are passed (P). Score the Soldier NO GO if any performance measure is failed (F). If the Soldier scores NO GO, show the Soldier what was done wrong and how to do it correctly. Evaluation Preparation: Evaluate this task in conjunction with other postal tasks. Ensure all necessary postal supplies and equipment are available. Brief Soldier: Tell the Soldier to accept domestic mail. Page 8

Safety: In a training environment, leaders must perform a risk assessment in accordance with current Risk Management Doctrine. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC). Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury.
