2 Conditions: You are assigned as a Postal Finance Clerk in a Military Post Office (MPO). You are required to protect the mail, prevent mismanagement of funds, and assist customers requesting to send an article of domestic mail requiring special services. You have access to the Domestic Mail Manual (DMM), Department of Defense (DOD) M (DOD Postal Manual), Retail System Software (RSS), keyboard, wand, receipt printer, clerk display monitor, Postage Validation Imprinter (PVI), PS Label 200 (Registered Mail Sticker), PS Form 2976 (Customs Declaration), PS Form 2976-A (Customs Declaration and Dispatch Note), PS Form 2976-E (Customs Declaration Envelope), PS Form 3800 (Receipt for Certified Mail), PS Form 3806 (Receipt for Registered Mail), PS Form 3811 (Domestic Return Receipt), PS Form 3813 (Domestic Insured Mail Receipt, $500 and under ), PS Form 3813-P (Domestic Insured Mail Receipt, Over $500), PS Form 3817 (Certificate of Mailing), and standard United States Postal Service ( USPS) supplies and equipment. This task should not be trained in MOPP 4. Standards: Accept and process domestic mail requiring special services by using the correct forms and endorsements, determine the correct amount of postage and fees, if the item is mailable, if special services are available, and verify the customer is authorized to use the MPO, without error. Special Conditions: None Safety Risk: Low MOPP 4: Never Task Statements Cue: You receive a letter or parcel for mailing at the domestic mail rate of postage and the customer requests special services. 3 1. Perform Retail System Software functions. Performance Steps a. Identify the components of the Point-of-Service (POS) ONE system. Note: This step will only be performed if the equipment is available. (1) Receipt printer. (2) Scale. (3) Customers' Display/Credit/Debit machine. (4) Postage Validation Imprinter (PVI). (5) Clerk Display Monitor. (6) Central Processing Unit (CPU). (7) Keyboard. (8) Scanner. (9) Uninterruptible Power Supply (UPS). (10) Cash Drawer/Till. b. Perform accept stamp stock from Custodian of Postal Effects (COPE) function. c. Perform accept money order from COPE function. d. Perform sell money order function. e. Perform cash money order function. f. Perform void money order function. 2. Process Insured Mail. a. Identify categories of insured mail. (1) Articles valued at $ or less are processed as "$ AND UNDER INSURED" (a signature is not required at delivery for these articles). (2) Articles valued from $ up to a maximum of $ are processed as "OVER $500 INSURED" (these articles will receive a signature and scan at delivery). b. Prepare PS Form 3813 (Insured Mail Receipt - $500 and under). (1) Item 1, enter the insured fee. (2) Item 2, enter the amount of insurance coverage (this amount should be the actual value of the content(s)). (3) Item 3, enter the amount of postage charged for the article. (4) Item 4, enter the total amount of the postage and fees. (5) Place the insured mail label on the address side of the article above the destination address and to the right of the return address, leaving room to affix postage. c. Prepare PS Form 3813-P (Insured Mail Receipt - Over $500). Page 3

4 (1) Item 1, leave blank. For Official Use. (2) Item 2, enter the amount of postage charged for the article. (3) Item 3, enter the insured fee calculated by the POS ONE. (4) Item 4, enter the amount of insurance coverage (this amount should be the actual value of the content(s)). (5) Item 5, enter fee for the additional service, restricted delivery. (6) Item 6, leave blank. (7) Item 7, enter fee for the additional service, return receipt. (8) Item 8, enter the total amount of the postage and fees. (9) Item 9, postmark with the APDS (the APDS provides the date and post office that accepted the article for mailing). (10) Place the insured mail label on the address side of the article above the destination address and to the right of the return address, leaving room to affix postage. 3. Process Certified Mail. a. Prepare PS Form 3800 (Certified Mail Receipt). (1) Item 1, enter postage to be collected (First-Class/Priority). (2) Item 2, enter Certified fee. (3) Item 3, enter fee(s) for additional services if requested. (4) Item 4, enter the total of postage and fee(s) to be collected. b. Place the label on the address side of the article above the destination address and to the right of the return address, leaving room to affix postage. c. Cancel postage stamps, and apply postmark (APDS impression) on the address side of the article wrapper and at the intersection of all taped seams and sealed flaps. 4. Process Return Receipt Requested. a. Prepare PS Form 3811 (Domestic Return Receipt). (1) Item 1, verify customer enters the complete name and address of the addressee, just as it appears on the article being mailed. (2) Item 2, enter the article number (e.g., RB US, V US, P US, or EH US). (3) Item 3, check one block for the type of service being used. (4) Legibly, enter mailer's full name, street address, city, state, and ZIP Code or APO/FPO number. b. Endorse mail with "Return Receipt Requested." c. Place endorsement above the delivery address to the right of the return address, ensuring not to over-strike or cover any other endorsements or portions of the address. 5. Process Certificate of Mailing. a. Prepare PS Form 3817 (Certificate of Mailing). Page 4

5 (1) Item 1, verify customer enters the complete address of the mailer, just as it appears on the article. (2) Item 2, verify customer enters the complete address of addressee, just as it appears on the article. (3) Item 3, affix PVI label used for the fee in this area, if stamps are used cancel the postage stamp(s). b. Place the fee for Certificate of Mailing (PVI label) directly on the front of the PS Form c. Apply the correct postage for article(s) being mailed. d. Process the certificate of mailing fee and postage as two separate transactions. 6. Process Registered Mail. a. Determine if item to be mailed is acceptable to be mailed as registered mail. (1) Must be mailed at the First-Class or Priority mail rate ONLY. (2) Must be completely sealed on all sides of the article. b. Prepare PS Form 3806 (Receipt for Registered Mail). (1) Item 1, enter the full dollar value of the article. If the article has "no value", write NONE. (2) Item 2, enter the "From" address, just as it appears on the article being presented. The return address must include a full name, complete street address, city, state and ZIP Code, or APO/FPO number. (3) Item 3, enter the "To" address, just as it appears on the article being presented. The addressee's address must include a full name, complete street address, city, state and ZIP Code, or APO/FPO number. (4) Item 4, enter the Registered number, including the "RB and the US, from the preprinted Label 200, Registered Mail. (5) Item 5, enter the amounts for the postage, registry fee, and fee(s) for any additional special services requested, such as return receipt or restricted delivery. Do not make an entry in the handling charge block. (6) Item 6, legibly sign your name in this block as the accepting clerk. Do not print your name or enter your initials. c. Place the Registered Mail Label 200 to the address side of the article. d. Cancel postage stamps, and apply postmark (APDS impression) on the address side of the article wrapper, and at the intersection of all taped seams and sealed flaps. 7. Process Restricted Delivery Mail. a. Determine if item is qualified for restricted delivery. (1) Addressee must be an individual (person) specified by name. (2) Item CANNOT be mailed to a company, corporation, or firm. (3) Restricted delivery may be obtained only for registered, certified, and insured mail over $200. b. Determine applicable fee(s). c. Endorse "RESTRICTED DELIVERY" above the delivery address and below the return address. 8. Process Customs Declarations. a. Prepare PS Form 2976-A (Customs Declaration and Dispatch Note) (Upper Portion). (1) Verify customer enters the sender s name and address and the addressee s name and address. Page 5

6 (2) Enter the total postage and fees paid by the customer. b. Prepare Customs Declaration (Lower Portion). (1) Item 1, verify customer enters a detailed description of the contents (e.g., material article is made of such as cotton, leather, silk, etc., and brand names). (2) Item 2, verify customer enters the quantity of each item listed. (3) Item 3, verify customer enters weight of article(s) listed expressed in pounds and ounces. (4) Item 4, verify customer enters the dollar value of each article. (5) Item 5, verify customer checks the appropriate block (e.g., gift, commercial sample, documents, returned goods or other). (6) Item 6, verify customer selects the correct mail handling method. (7) Item 7, verify customer identifies if special conditions or restrictions apply to items being mailed, if applicable. (8) Item 8, enter the total weight of article(s) listed expressed in pounds and ounces. (9) Item 9, verify customer enters the total value of each article listed. (10) Item 10, verify customer checks the appropriate block and provide necessary information, if applicable. (11) Item 11-12, leave blank. (12) Item 13, verify customer signs and dates the form. (13) Stamp all six copies with the APDS. (14) Item 20, leave blank. (15) Item 21, verify customer enters the country of origin of goods. c. Process PS Form 2976-A (Customs Declaration and Dispatch Note). (1) Insert Copies 1 thru 4 into PS Form 2976-E (Customs Declaration Envelope)and affix to parcel. (2) Detach and maintain Copy 5 at MPO for 30 days. (3) Detach and provide customer Copy 6. d. Prepare PS Form 2976 (Customs Declaration-CN22). (1) Mark with an X to indicate the type of content. (2) Enter a detailed description of the contents (e.g., quantity, the material article is made of (cotton, leather, silk, etc.), and brand names). (3) Enter the dollar value of each article and total it. (4) Enter the weight of the article expressed in pounds and ounces. (5) Print name and address, the addressee s name and address, and date the customs form using the current date. (6) Maintain the detached PS Form 2976 at the MPO for 30 days. e. Place all customs forms on the address side of the article, preferably to the bottom left hand side. Page 6

7 f. Process Bona Fide gifts not exceeding $ in value. (1) Ensure a customs declaration form is attached to each article or parcel. (2) Ensure Unsolicited Gifts is clearly marked on each article or parcel. g. Process exemptions from customs duty. (1) Place orders inside PS Form 2976-E (Customs Declaration Envelope) or inside the parcel. (2) Endorse Returned Personal Effects-Orders Enclosed, Unsolicited Gift, and American Goods Returned. (3) Complete and attach customs declaration form. (Asterisks indicates a leader performance step.) Evaluation Guidance: Score a GO if the Soldier passes (P) all applicable performance measures. Score a NO GO if the Soldier fails (F) any performance measure. Show the Soldier what was done wrong on any failed performance measure and how to do it correctly. Evaluation Preparation: Setup: Evaluate this task in conjunction with other postal tasks. Ensure that all necessary postal supplies and equipment are available. Brief Soldier: Tell the Soldier to accept domestic mail requiring special services. Page 7
