1 BACSTEL-IP Structure BACSTEL-IP Registration Process and Guide With several new terms being used within BACSTEL-IP, you will find your registration form easier to understand if you are aware of the BACSTEL-IP structure. Figure 1: BACSTEL-IP Structure Sponsoring Bank (Sponsor) Any financial institution that can authorise Service Users to use BACS. Organisation The Organisation entity is a company or group of companies. An Organisation is used to link associated Service Users and Contacts. As the diagram shows an Organisation can have multiple Service Users provided they have the same Sponsor. Service User A Service User is sponsored by a scheme member, which is usually the institution with which you bank. A Service User can have accounts held at different institutions but will only be sponsored to use BACS by one sponsoring institution. Contacts are the people that act on behalf of the Service User, there are two types of Contact within BACSTEL-IP: - Primary Security Contact (PSC) A PSC is the first point of contact for BACS if they need to contact a Service User. Every Service User must be associated with at least two PSCs. PSCs also receive Smartcards to enable them to make submissions to BACS. In addition PSCs can access the BACS Web Interface where they can perform all administrative tasks, for example setting up Additional Contacts.

2 Additional Contact The Additional Contacts (AC) are authorised to access BACS services, however unlike a PSC they cannot create additional contacts or perform certain administrative tasks. ACs can be assigned one of two BACSTEL-IP access methods. The first is using PKI (Public Key Infrastructure) which requires a Smartcard and allows the AC to sign submissions and send files to BACS. The second is the ASM (Alternative Security Method), which enables the AC to log onto the Web Interface using a User Name and Password and perform low-risk functions such as viewing reports. The various entities are summarised in the following diagram. Figure 2: Structure Overview Diagram Most companies will only have one Service User. For some companies, your sponsoring bank may advise that more than one Service User is set up. This could mean, for example, your payroll and finance sections are separate service users. When these service users are registered on BACSTEL-IP, your sponsor could link them both to the same organization, enabling contacts to act on behalf of both Service Users (see above, Figure 1: BACSTEL-IP Structure). The Registration Form The member banks each have their own BACSTEL-IP application forms which unfortunately use different technology for the various entities described above. Each of the different forms also provide varying levels of explanation to aid with the completion of the form. BACSTEL-IP registration can take three to four weeks to complete as there are multiple aspects to the registration process that all need to be in place before you can access BACSTEL-IP.

3 BACSTEL-IP Service User Application Form You need to contact your bank and request a BACSTEL-IP registration form. This form is required to register your company on the new BACSTEL-IP system. The form will require you to fill in such details as: BACS Service User Name Primary Security Contacts (PSC) information Bank Account Details Software Package Once you have completed and returned your registration form you should receive the first of the s discussed below within a few days. Setup Security Information Following your registration with BACS you will receive an allowing you to start the registration process for your Smartcards. This will contain important information about your BACSTEL-IP registration, including a link to a web site particular to your company. This link is used in the final stages of the setup process, so please keep this safe. This stage in the registration process involves a series of steps during which you will receive a number of important s. It is STRONGLY advised that all s received from BACS during this phase are saved in a safe folder. To access BACSTEL-IP via a direct connection you will need a user name and password. You will receive notification of these details in an from BACSTEL. With the actual connection details confirmed, the next stage involves the setting up of your new Smartcards. The Service Users requiring Smartcards will receive the cards from your bank. You also require a Smartcard Reader; depending on which bank you are with you may need to acquire this from a third party such as Data Interchange. In a separate communication you will then receive the PIN numbers for the Smartcards. The timescales involved in the Smartcard registration process will vary, however you may receive your Smartcards and signing solution within two weeks of starting the BACSTEL-IP registration process. It is important to ensure that you have received your Smartcard and Smartcard Reader prior to the installation of SmarterPay. You are now ready to install SmarterPay. Organisation Details Each Service User must be associated with an Organisation. An Organisation can be associated with multiple Service Users. If you are associating this Service User with an Organisation that is already set up with BACS then supply the name and ID of the Organisation. Otherwise supply the Organisation name (your company name) and BACS will generate an Organisation ID for you.

4 Submission Method As you are using SmarterPay you will be submitting directly to BACS, rather than submitting via a BACS Bureau. You also need to select the connection method you will be using to connect to BACS. This includes options such as Internet and Fixed Extranet. You will need to choose the method you are using to connect to BACSTEL, which is most likely Internet. Unlike the Extranet options, the Internet route does not have any service level agreement in place to guarantee a particular level of service from BACS. Therefore to use this option you will need to speak to you bank and BACS. Primary Security Contacts (PSC) The PSCs are the main contacts for the Service User you are setting up. Each PSC will need to provide a name, address, telephone numbers and the answers to any security questions asked on the form. Additional Contacts The registration form (depending on your bank) may also allow you to register further Additional Contacts (AC). This is entirely optional at this stage in the registration process and further ACs can be setup at a later stage by a PSC using the Web Interface. If you do wish to setup an AC at this stage you will need to supply the above information. Depending on the privileges required by this AC, check either the Smartcard or ASM box for the security method. Please remember if this AC will be required to sign and make submissions to BACS they will require a Smartcard. Installation and Testing The installation procedure includes the following steps: 1. Ensure you are using Windows Vista or a later OS. 2. Install Smartcard Reader and associated drivers 3. Install signing solution software 4. Activate your Smartcard details online 5. Install and configure SmarterPay 6.
