3 Cover Story postal bulletin ( ) 3 Cover Story National Consumer Protection Week March 1 7, 2015 This year, National Consumer Protection Week (NCPW) runs from March 1 7, NCPW helps consumers by providing information, materials, and services to improve their ability to protect themselves from fraud. We encourage Postmasters and facility managers to conduct local activities to support National Consumer Protection Week; however, we will not be shipping retail lobby kits to Post Offices this year. Those interested in holding local events may visit the NCPW website at blue.usps.gov/blue/caweb/events/consumer-protection/ to view and print resources for consumer outreach activities. Overview NCPW is a federal program designed to heighten awareness of fraud and help consumers improve their ability to combat crime. During NCPW, federal, state, and local consumer protection agencies together with consumer organizations and industry associations launch consumer protection and education efforts around the country. This year, the Postal Service and the Postal Inspection Service are partnering to educate consumers and caregivers about foreign lottery and sweepstakes schemes that target older Americans. The goals for NCPW are: Increase the awareness of older Americans and their caregivers about the dangers of foreign lottery and sweepstakes schemes. Give consumers valuable information about protecting their assets from fraudsters. Provide a central location where consumers can report suspected fraud. Anyone can be a victim of foreign lottery or sweepstakes fraud, but scammers often target those whom they perceive as vulnerable. These crimes can seriously affect the lives of victims and their families. Increasingly, the victims are older Americans and cognitively challenged individuals. During NCPW, Postal Inspectors will discuss how citizens can avoid becoming the latest victims of fraud. Foreign lottery and sweepstakes scammers talk a good game. They ask victims to pay to play by wire, check, money order, or cash. They try to get consumers to send money that s just for taxes and fees, or to purchase an item to improve their chances of winning. That s illegal. The Postal Inspection Service is warning older Americans and caregivers to beware in a foreign lottery or fraudulent sweepstakes, it s more than just the odds that are against you. If you re contacted to play a foreign lottery or sweepstakes, do the following: Don t give out personal or financial information to anyone over the Internet or phone. Never wire or send money to anyone, anywhere, who says you ve won a foreign lottery or sweepstakes. Don t let anyone pressure you into making an immediate decision. Never purchase anything until you get all the information in writing. Foreign lotteries and fraudulent sweepstakes aren t just risky propositions; they may also be illegal. 4 4 postal bulletin ( ) Policies, Procedures, and Forms pdates Policies, Procedures, and Forms pdates Manuals IMM Revision: Global Direct Entry Wholesaler Program Effective February 19, 2015, the Postal Service is revising Mailing Standards of the nited States Postal Service, International Mail Manual (IMM ) item 622.1j to clarify one of the eligibility criteria that a Global Direct Entry (GDE) wholesaler must meet. Mailing Standards of the nited States Postal Service, International Mail Manual (IMM) 6 Special Programs 620 Global Direct Entry Wholesaler Program 622 Qualifying as a GDE Wholesaler Eligibility Criteria A GDE wholesaler must meet the following eligibility criteria: [Revise 622.1j to read as follows:] j. pon the request of a customer, provide to that customer detailed reports concerning the items that the GDE wholesaler has tendered under the GDE Wholesaler Program to the Postal Service on behalf of the customer, with details of volume and revenue information, as well as any applicable tracking information. We will incorporate this revision into the April 26, 2015 update of the online IMM, which is available via Postal Explorer at Product Classification, Pricing, IMM Revision: International Merchandise Insurance Limits for Three Countries The article titled IMM Revision: Burma (Myanmar), Kiribati, and Sao Tome and Principe Establish Priority Mail Express International Service in Postal Bulletin (2-5-15, pages 12-15) noted that each of those three countries will establish an Express Mail Service (EMS) operational exchange agreement with the Postal Service effective April 26, In that same edition of Postal Bulletin 22408, the article titled IMM Revision: Changes to Pricing and Mailing Standards for International Shipping Services (pages 7 12) included a new Exhibit 322.2, Priority Mail Express International and Priority Mail International Merchandise Insurance Limits, which will be effective April 26, However, the latter article inadvertently excluded from the new Exhibit the Priority Mail Express International service merchandise insurance limits for the three countries that will establish such service effective April 26, Consequently, in this article, we are revising Exhibit to include the information for Burma, Kiribati, and Sao Tome and Principe. To support the enforcement of.s. Customs, export control, and export statistics laws and support processes related to the international exchange of mail and mail operations, the Postal Service is amending system of records (SOR) International Services, and is establishing a new SOR, Customs Data Received from Foreign Posts: SOR is being amended to allow collection of additional types of shipment-specific information that are supplied by customers; information from customers receiving items shipped to or from international locations; disclosure to export control, customs agencies, and postal operators; and to clarify that records may be retrieved by any information supplied by the customer on customs forms. Collectively, these changes are intended to enhance the Postal Service s role in facilitating the movement of cross-border mail, while ensuring that customs and export requirements, as well as governmental objectives for trade statistics reporting, are fulfilled. Technical corrections are also being made to the sections on legal authority and system managers. SOR Customs Data Received from Foreign Posts will facilitate agreements with foreign postal operators that will permit parties to the agreements (i.e., postal operators) to exchange information on international shipments. SOR will allow the Product Classification, Pricing, Postal Service to receive and maintain electronic information supplied by foreign posts on mailings sent from foreign jurisdictions to domestic recipients. To facilitate enforcement of domestic customs laws and regulations, the Postal Service intends to disclose such information to domestic customs officials, subject to the conditions of any agreement between the Postal Service and a foreign postal operator transmitting customs data to the Postal Service. Safeguards Paper records, computers, and computer storage media are located in controlled-access areas under supervision of program personnel. Access to these areas is limited to authorized personnel, who must be identified with a badge. Access to records is limited to individuals whose official duties require such access. Contractors and licensees are subject to contract controls and unannounced on-site audits and inspections. Computers are protected by mechanical locks, card key systems, or other physical access control methods. The use of computer systems is regulated with installed security software, computer logon identifications, and operating system controls including access controls, terminal and transaction logging, and file management software. Retention and Disposal Customs declaration records stored in electronic data systems are retained 5 years, and then purged according to the requirements of domestic and foreign customs services. Records existing on computer storage media are destroyed according to the applicable SPS media sanitization practice. 8 8 postal bulletin ( ) Policies, Procedures, and Forms pdates Handbook EL-312 Revision: Assignment, Reassignment, and Placement Effective February 19, 2015, the Postal Service is revising Handbook EL-312, Employment and Placement, section to update policy on local options for adding tests: The title of is revised from Local Options for Typing and Driving Requirements to Local Options for Basic Computer Skills and Driving Requirements. A new heading, General, was added to better organize the text of moved under this new heading. This text was revised to allow local management to add Basic Computer Skills Test 718 when filling any vacant position if the officially published qualification standard does not specify it and the applicant is expected to use computer skills on a regular basis. Previously, the policy permitted the local addition of a typing requirement. Also, a sentence that states that local management may not modify or delete existing requirements in official qualification standards was moved from old to new Renumbered as and revised the title to Basic Computer Skills. Revised the text of new to describe the statement to include on a job posting or vacancy announcement when basic computer skills are added. Text addressing computer based tests 714 and 713 are deleted. Renumbered as and revised the text with minor editorial changes for reader ease of use. 9 Policies, Procedures, and Forms pdates postal bulletin ( ) 9 Publications Publication 52 Revision: Elimination of PS Form 1770, Revisions to SP9275, and pdates to Various Standards Effective March 2, 2015, the Postal Service will revise Publication 52, Hazardous, Restricted, and Perishable Mail, in various locations to align with current agency practices on the following: PS Form 1770, Mail Piece Spill or Leak Incident Report is obsolete and no longer required to report mailpiece incidents. In November 2012, the Mailpiece Incident Report Tool (MIRT) was launched and replaces the manual data collection and storage of PS Form MIRT is an electronic means to record and track data on spills, leaks, nonmailable items, and air carrier returns. MIRT can be found on the Blue Page>My Work>Safety Resource Tools>Safety Toolkit>Create Safety Records>Mailpiece Incident Report Tool. SP 9275: In April 2014, the Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) removed the requirement to obtain a Special Permit 9275 (DOT-SP 9275) when shipping products containing ethyl alcohol. The Postal Service eliminates the requirement for mailers to produce a copy of their DOT authorization before obtaining an SPS exception, but retains the requirement that, in addition to mailers adhering to all DOT standards when mailing materials containing ethyl alcohol, requests for authorization be directed to the manager, Product Classification for an exception number. The Postal Service will also revise Packaging Instructions 3A and 3B to permit multiple primary receptacles in mailpieces containing mailable flammable or combustible liquids, provided the aggregate quantity of flammable material per mailpiece does not exceed the current volume limitations applicable to the material shipped and container used. Various additional revisions are made as part of an ongoing effort of consolidating information from Mailing Standards of the nited States Postal Service, Domestic Mail Manual (DMM ), as identified in Postal Bulletin ( ). Publication 52, Hazardous, Restricted, and Perishable Mail 1 Introduction 11 Purpose 112 se [Revise the second sentence of the second paragraph to read as follows:] ***Follow the standards contained in this publication when deciding whether and under what conditions hazardous materials, restricted matter, and perishable matter are permitted to be mailed.*** 113 Other Reference Sources [Revise the second sentence of the first paragraph to read as follows:] ***This publication provides specific mailability requirements, where possible, for those categories of harmful materials that present significant danger or which are frequently presented for mailing.*** [Revise the second bullet under Other Sources to read as follows:] 39.S.C a, 3005, , 3012, 3014, 3015, 3017, General Guidelines 21 Mailability 212 Mailer Responsibility [Revise the first sentence of 212 as follows:] All mailers, including mail service providers and other mailer agents, must comply with applicable Postal Service laws and regulations governing mailability and preparation for mailing, as well as nonpostal laws and regulations on the shipment of particular matter. 215 Request for Rulings

Required markings must be applied with a nonsoluble material or other material that cannot be rubbed off or smeared Return Address Except for diagnostic specimen mailpieces using a Business Reply Mail format, and nonregulated materials, a return address that includes the sender s name and address must appear on all packaging containing hazardous, restricted, or perishable mail Content Markings When required, the contents also must be clearly identified on the address side. The contents must be disclosed to be mailable. A mailability determination may be required based on the mailer s disclosure concerning the contents at the time of mailing Ancillary Endorsements A mailer endorsement may be used to request forwarding, return, or address correction service for items that are undeliverable as addressed (see DMM 507). Standard Mail and Parcel Select Lightweight pieces containing hazardous materials must bear the endorsement Address Service Requested, Forwarding Service Requested, or Return Service Requested. After this date, the mailability of materials previously fitting the description of ORM-D must be evaluated based on its eligibility under the applicable consumer commodity or mailable limited quantity categories. Approvals are initially provided for the duration of one year. Subsequent approvals are performance-based and will be extended in one- to three-year increments. If approved, the mailer must: a. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks. People attending these local events may obtain the postmark in person at the temporary Post Office station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date. All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail postage. Items submitted for postmark may not include postage issued after the date of the requested postmark. Such items will be returned unserviced. Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4 Code, as listed below. Customers can also send stamped envelopes and postcards without addresses for postmark, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

The Postal Service recommends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum size of all digital color postmarks is 2" high x 4" long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment. The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute traditional black rubber postmarks if use of nonspecified envelopes results in poor image quality or damage to equipment.
