3 Field Implementation Kit: January 2010 Price Change postal bulletin ( ) 3 Field Implementation Kit: January 2010 Price Change Highlights of Changes Domestic and International Shipping Services On September 22, 2009, the Governors of the Postal Service announced new prices and product features for our Shipping Services product line to be effective Monday, January 4, We also implement new mailing standards consisting of classification changes to support the price change, as well as other initiatives found in this edition of the Postal Bulletin. The Postal Accountability and Enhancement Act of 2006 gives the Postal Service increased flexibility in pricing, product enhancements, and product introductions for Shipping Services. We will change only the Shipping Services prices in January. On October 15, 2009, the postmaster general announced that there would be no market dominant price increase for calendar year Market dominant services for domestic mail include First-Class Mail, Periodicals, Standard Mail, Package Services, and Extra Services. Market dominant services for international mail include First-Class Mail International, International Priority Airmail (IPA ), International Surface Air Lift (ISAL ), and Extra Services. The following Shipping Services prices will change for 2010: Express Mail. Priority Mail. Parcel Select. Destination delivery unit. Destination sectional center facility. Destination bulk mail center. Parcel Return Service. Global Express Guaranteed (GXG ). Express Mail International (EMI). Priority Mail International (PMI). Summary of Domestic Changes Express Mail On average, Express Mail prices increase by 4.5 percent. Express Mail flat-rate pricing is one flat rate regardless of the actual weight (up to 70 pounds) or domestic destination. The Sunday/holiday premium remains at $ No other fuel surcharges, Saturday delivery, or residential delivery charges apply. All Express Mail prices can be found in Notice 123, Price List, on the Postal Explorer home page at Express Mail Retail Prices Retail prices increase 4.5 percent on average. Other than the flat-rate envelope, retail prices continue to be based on distance (zone) and weight. The Express Mail Flat Rate Envelope retail price will be priced at $ Other retail prices start at $ Express Mail Commercial Base Prices Commercial base prices increase 4.5 percent on average and continue to average 5 percent lower than retail prices. The Express Mail Flat Rate Envelope will be priced at $ Commercial base prices are available to customers who: Use an Express Mail Corporate Account (EMCA), including Federal Agency Accounts. Pay and print their postage online through Click-N- Ship service. Are registered end-users of USPS -approved PC Postage providers using a qualifying shipping label. Pay postage using an information-based indicia (IBI) postage meter with an Express Mail label. Express Mail Commercial Plus Prices Commercial plus prices increase 4.4 percent on average and continue to average 14.5 percent lower than retail prices. The Express Mail Flat-Rate Envelope will be priced at $ Commercial plus prices are available to new and existing customers who: Have account volume exceeding a minimum threshold, or who have a customer commitment agreement with the USPS, and: Use an Express Mail Corporate Account (EMCA), including Federal Agency Accounts, or Are registered end-users of a USPS-approved PC Postage provider using a qualifying shipping label. Priority Mail On average, Priority Mail prices increase by 3.3 percent. Priority Mail flat-rate pricing is one flat rate regardless of the actual weight (up to 70 pounds) or domestic destination. Customers continue to have five convenient choices for flatrate pricing: the flat-rate envelope, small flat-rate box, medium flat-rate box (two sizes), and the large flat-rate box. The Priority Mail Flat Rate Envelope and Priority Mail Small Flat Rate Box will now be priced separately. Additionally, the 1-pound price will now be based on the zone to which the item is sent. Previously, the 1-pound price was the same across all zones.

Other than the flat-rate packaging, retail prices starting at $4.90 continue to be based on distance (zone) and weight. We continue to offer the Priority Mail Large Flat Rate Box to APO/FPO and DPO destination addresses at $2 less than retail prices. Priority Mail Commercial Base Prices Commercial base prices increase 2.9 percent on average and continue to average 5.7 percent lower than retail prices. Commercial base prices are available for postage paid through: Click-N-Ship service. Registered end-users of USPS-approved PC Postage providers when using a qualifying shipping label. IBI postage meters (in conjunction with an approved shipping label that includes a Confirmation Services barcode with a postal routing code). Permit imprint. Priority Mail Commercial Plus Prices Commercial plus prices increase 0.9 percent on average and continue to average 9.6 percent lower than retail prices. Commercial plus prices are available to new and existing customers who meet specific volume, or who have a customer agreement with the USPS, and who are: Registered end-users of USPS-approved PC Postage products. Permit imprint customers. Priority Mail Open and Distribute customers. * New for customers eligible for commercial plus pricing beginning in January include: A 1/2-pound price for items weighing up to 1/2 pound. A flat-rate padded envelope. Cubic pricing for flats and parcels. Priority Mail Commercial Plus Cubic Pricing Customers qualify for commercial plus cubic pricing with an annual total volume of 250,000 pieces or more or have a customer commitment agreement with the Postal Service. Each mailpiece must measure 0.50 cubic foot or less, weigh 20 pounds or less, and carry the marking for the applicable tier level. Five pricing tiers, based on cubic measurement and zone, offer a convenient way for mailers to ship small, dense items. Items are measured by multiplying the length, height, and width in inches, and rounding off the total. The total is then divided by 1728 and the resulting number will determine which price tier to use. Prices start at $4.22. Note: Commercial base and commercial plus prices apply to postage only, and do not include Extra Services such as insurance and Pickup on Demand service. Prices for origin bulk mail center (OBMC), presorted BMC, and barcoded nonpresorted Parcel Select are not changing. The increase pertains to destination entry only as follows: Destination delivery unit (DDU) 3.9 percent. Destination sectional center facility (DSCF) 6.9 percent. Destination bulk mail center (DBMC) 6.9 percent. Parcel Select items require a 50-piece minimum when using permit imprint or metered postage. However, new in January, the 50-piece minimum is not required for barcoded nonpresort mailings, provided that postage is paid using approved PC Postage products. Loyalty and Growth Rebates, established in June 2009, continue to be offered until May 31, Parcel Return Service On average, Parcel Return Service prices increase 3.0 percent as follows: Return delivery unit (RDU) 2.1 percent. Return bulk mail center (RBMC) 3.3 percent. Parcel Return Service is a companion product for Parcel Select and a convenient way for merchants who receive a large volume of returns to provide a label to their customers for return of merchandise. The merchant guarantees the return postage for these returns. Summary of International Changes Commercial Plus Express Mail Envelope $18.30 $17.40 $14.96 In addition to the following international Shipping Services changes, the Postal Service adds an individual country listing for Kosovo to reflect its independence from the Republic of Serbia. All services currently available to Serbia will be available to Kosovo, with the exception of Express

We also clarify terminology in the Mailing Standards of the United States Postal Service, International Mail Manual (IMM ) by making it consistent with language currently used in the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM ) and, therefore, delete the use of the term circular when it pertains to parcels and change it to nonrectangular. Global Express Guaranteed On average, Global Express Guaranteed (GXG) prices will increase 4.1 percent. We continue to offer 10 percent lowerthan-retail prices when customers prepare and pay for their shipments using commercial base pricing options. GXG is our premier expedited service through an alliance with FedEx Express to over 190 countries. Prices start at $ Express Mail International On average, Express Mail International (EMI) prices will increase 2.9 percent. We continue to offer 8 percent lowerthan-retail prices when customers prepare and pay for their shipments using commercial base pricing options. EMI service provides reliable, high-speed delivery service to over 190 countries with a date-certain, money-back guarantee to select destinations. Prices start at $ Priority Mail International On average, Priority Mail International (PMI) prices will increase 3.0 percent. We continue to offer 5 percent lowerthan-retail prices when customers prepare and pay for their shipments using commercial base pricing options. Unlike domestic offerings, the Priority Mail International Flat Rate Envelope and Priority Mail International Small Flat Rate Box remain the same for pricing. When are Postal Service shipping prices changing? A. January 4, This includes new prices for our shipping services: Express Mail, Priority Mail, Parcel Select (destination entry only), Parcel Return Service, Global Express Guaranteed (GXG ), Express Mail International (EMI), and Priority Mail International (PMI). Q. Are First-Class Mail prices changing in 2010? A. No. On October 15, 2009, General John Potter announced that the Postal Service will not seek an increase in prices for First-Class Mail, Standard Mail, Periodicals, Parcel Post, and some other services. Q. Where are the new prices listed? A. The January 2010 new prices are available on Postal Explorer at Q. How does the USPS price change compare to the other shipping companies price changes? A. Postal Service shipping prices increase by 3.3 percent, on average. By comparison, competitors have announced price increases of nearly 6 percent. Unlike other shipping companies, the Postal Service does not impose surcharges for fuel, residential delivery, or Saturday delivery. Q. Why are prices going up? A. The costs of doing business for things like transportation, utilities, and health care benefits have continued to increase. Many people do not realize that postal operations are not subsidized by tax dollars. We rely on the sale of postal products and services to cover our operating costs. Q. Are any prices going down? A. Yes. For example, the retail price for the Priority Mail Flat Rate Envelope will be reduced from $4.95 to $4.90. Q. Has the Postal Service considered cutting costs rather than raising prices? A. During fiscal year 2009, which ended September 30, cost reductions totaled more than $6 billion, while the organization continued to deliver high quality service.

Many costs are influenced by outside factors such as transportation and economic conditions. However, for each of the past several years, the Postal Service has taken more than a billion dollars in costs out of the system. Q. What are the new prices for flat-rated products? The Priority Mail 1-pound price now will vary by distance shipped (zone). In addition, there are new commercial plus prices including a new 1/2-pound price applying to packages weighing up to 8 ounces, a new flat-rate padded envelope priced at $4.95, and a new cubic volume-based pricing option. Q. On average, by how much are Shipping Services prices changing for individual product segments? Express Mail shippers also qualify when they use an Express Mail Corporate Account (EMCA) including Federal Agency Accounts. Commercial base pricing is available to GXG shippers who pay postage using IBI postage metering systems, who use Click-N-Ship service, or who are registered end-users of approved PC Postage providers. Commercial base pricing is available to EMI and PMI shippers who pay postage using IBI postage metering systems and transmit customs forms electronically, who use Click-N-Ship service, or who are registered end-users of approved PC Postage providers. Additional price incentives are available for high volume EMI and PMI shippers. Q. How much do customers save with Commercial Base pricing? Q. How much do customers save with commercial plus pricing? A. Compared to retail prices, the savings are as follows: Priority Mail 9.6 percent (on average). Express Mail 14.5 percent. Q. Who qualifies for the new cubic volume-based pricing option? A. Priority Mail commercial plus shippers who send 250,000 or more packages a year, or who have a customer commitment agreement with the Postal Service, are qualified. Q. How exactly does the new Priority Mail commercial plus cubic volume-based pricing option work?

Packages are priced based on their size (cubic volume) rather than their weight. The smaller the package, the lower the price. Packages can range in size up to half a cubic foot and weigh up to 20 pounds. The traditional option of paying by weight remains available to all shippers. Q. What are some benefits of the new Priority Mail commercial plus cubic volume-based pricing option? A. Shippers can save money by using the new option. More generally, the new option encourages smaller and more space-efficient packaging. This saves the Postal Service transportation costs and continues our commitment to eco-friendly practices. Q. Are there any changes to Parcel Select mailing standards? A. Yes. The 50-piece volume minimum has been eliminated for barcoded nonpresort packages that are paid using PC Postage. Q. Are there any Parcel Select prices that don t change? A. Yes. There are no price changes for the barcoded nonpresort, BMC-presort, and OBMC-presort categories. Q. How much longer will the Loyalty and Growth Rebate Incentives be available for Parcel Select? A. The Loyalty and Growth Rebate Incentives will be available to qualifying Parcel Select shippers until May 31, We will automatically distribute the software release to Statistical Programs laptops connected to the Postal Routing Network. We will provide a CD for sites using a dial-up connection. Statistical Programs employees will be notified of the software release, software release notes, and the update CD via and as a news item on the Statistical Programs webpage on the corporate Intranet. Statistical Programs employees observe employee work activities and sample live mail at randomly selected points throughout the postal system. Local Operations and Customer Services employees can assist us with the price change by: Providing accurate information when data collectors conduct IOCS telephone readings of employee activities. Helping data collectors locate employees and mail in Post Offices and plants. Informing the district manager of Statistical Programs about changes in mail processing, delivery operations, and dispatch schedules. Data from our systems is used to set prices, fulfill regulatory reporting requirements, measure workloads, detect fraud, prepare budgets, and make operational decisions. Cooperation of all employees is critical to ensure the integrity and accuracy of statistical sampling. Statistical Programs, Finance, Pricing Implementation, Pricing, Statistical Programs Price Change Software Release The January 2010 Price Change software release provides updates, corrections, and revisions for the following data collection systems: City Carrier Cost System (CCCS). Rural Carrier Cost System (RCCS). In-Office Cost System (IOCS). Origin-Destination Information System Revenue, Pieces, and Weight (ODIS-RPW). Transportation Cost System (TRACS). System for International Revenue and Volume Outbound International Origin-Destination Information System (SIRVO-IODIS). System for International Revenue and Volume Inbound (SIRVI). Contract Postal Unit Price Change On Monday, December 28, 2009, Contract Access Retail System (CARS) at contract postal unit (CPU) sites will receive an automated software update, release 14, effective at 12:01 A.M. on January 4, This release will include all price and product changes to support the January 4, 2009, Shipping Services price change. Additionally, on December 28, 2009, integrated retail terminal (IRT) sites will receive an updated diskette, version 85, which will be shipped to the IRT coordinators. District coordinators should distribute the updated diskettes as soon as possible and ensure installation is complete for the price change implementation date. 9 Policies, Procedures, and Forms Updates postal bulletin ( ) 9 Policies, Procedures, and Forms Updates Manuals DMM Revision: Pricing and Mailing Standards Changes for Shipping Services Effective January 4, 2010, the Postal Service is revising Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM ), to reflect changes to prices and mailing standards for the following Shipping Services: Express Mail On average, Express Mail prices increase 4.5 percent as follows: Retail prices 4.5 percent. Commercial base prices 4.5 percent. Commercial plus prices 4.4 percent. Priority Mail On average, Priority Mail prices increase 3.3 percent as follows: Retail prices 3.9 percent. Commercial base prices 2.9 percent. Commercial plus prices 0.9 percent. The Priority Mail Flat Rate Envelope and Priority Mail Small Flat Rate Box are now separately priced as follows: Retail: Flat-rate envelope $4.90. Small flat-rate box $4.95. Commercial base: Flat-rate envelope $4.75. Small flat-rate box $4.85. Commercial plus: Flat-rate envelope $4.70. Flat-rate padded envelope $4.95. Small flat-rate box $4.80. The 1-pound price for Priority Mail is now priced according to weight and zone based on seven zone separations as follows: (Local, 1, 2), (3), (4), (5), (6), (7), and (8). Commercial Plus Prices New and convenient shipping options for Priority Mail commercial plus mailers are introduced as follows: New Priority Mail 0.5-pound price for items weighing up to 0.5 pound. New flat-rate padded envelope priced slightly higher than the conventional flat-rate envelope. New commercial plus cubic prices for flats and parcels. Commercial Plus Cubic Prices To qualify for commercial plus cubic prices, each mailpiece must measure 0.50 cubic foot or less and weigh 20 pounds or less. Mailings must qualify for commercial base prices with an annual total volume of 250,000 pieces or more, or mailers must have a customer commitment agreement with the USPS. Prices are available to: Registered end-users of USPS-approved PC Postage products. Customers who pay postage with permit imprints and use the Electronic Verification System (evs ) program or submit an electronic postage statement* and a computerized manifest. Mailings must consist of at least 200 pieces or 50 pounds of mail; mailpieces are not required to be identical in weight. *Note: Until further notice, hard copy postage statements will be allowed. The Postal Service will provide advance notice for mandatory compliance with electronic postage statement submission. Markings The appropriate commercial plus cubic price markings are required. Prices There are five price tiers, as follows: Tier 1 Mailpieces measuring up to 0.10 cubic foot. Tier 2 Mailpieces measuring more than 0.10 up to 0.20 cubic foot. Tier 3 Mailpieces measuring more than 0.20 up to 0.30 cubic foot. Tier 4 Mailpieces measuring more than 0.30 up to 0.40 cubic foot. Tier 5 Mailpieces measuring more than 0.40 up to 0.50 cubic foot. Each tier is priced according to the tier level (cubic foot) and zone based on seven zone separations: (Local, 1, 2), (3), (4), (5), (6), (7), and (8). Parcel Select On average, Parcel Select prices increase 4.9 percent for destination entry only as follows: Destination delivery unit (DDU) 3.9 percent. Destination sectional center facility (DSCF) 6.9 percent.

There is no price increase for the following Parcel Select price categories: Origin bulk mail center (OBMC). Presorted BMC. Barcoded nonpresorted. Parcel Select mailers who pay postage using USPSapproved PC Postage and request the barcoded nonpresorted price will not have to meet the minimum volume requirement of 50 mailpieces. However, barcode requirements apply. When requesting destination entry and presorted prices, the 50-piece minimum volume requirement applies for mailers using PC Postage. Consistent with the Federal Register final rule (74 FR ) published October 9, 2009, these changes require that all international outbound mailpieces weighing more than 13 ounces and bearing only postage stamps be presented to an employee at a retail service counter in a Post Office facility. Comprehensive revisions are made to the IMM sections discussing mail entry and deposit for Global Express Guaranteed, Express Mail International, Priority Mail International, and First-Class Mail International services. 21 Policies, Procedures, and Forms Updates postal bulletin ( ) 21 IMM Revision: Authorized Personal Correspondence Permitted in Priority Mail International Update Effective January 4, 2010, the Postal Service is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM ) sections and to authorize certain correspondence to be included in Priority Mail International parcels. In the IMM s Individual Country Listings, we are making appropriate revisions by deleting the references that indicate that personal correspondence in Priority Mail International parcels is not permitted. In each Individual Country Listing, these references appeared twice in the Priority Mail International section (in a note under the price table and in the Flat Rate section). This revision is consistent with adopted Proposal Rev. 1, amending Article 15 of the Universal Postal Union (UPU) Convention to authorize certain correspondence to be included in Priority Mail International parcels, including the Priority Mail International regular/medium and large flat-rate boxes. In part, this resolution was adopted by UPU members in recognition that the current prohibition against enclosing correspondence in parcels is an inconvenience to many customers who want to send merchandise (particularly gifts) and also want to include some form of current greeting or note of congratulations for a special occasion. The same is true for a business that would like to enclose a brief note of gratitude for the customer s business or some other business-related correspondence such as a personalized advertisement. Moreover, other regulations might require that parcels include some types of correspondence, such as invoices or statements of account (which can be viewed as current and personal correspondence). UPU members agreed that there is no longer a sound business reason to prevent such incidental enclosures. In addition, this revision will allow businesses to use Priority Mail International service to ship documents having the character of personal correspondence (such as records or files) from one location to another, even when they are not exchanged between the sender and the addressee. Note, though, that this revision does not permit the use of Priority Mail International parcels for sending letter-post items addressed to multiple addressees for local distribution, thereby preserving the existing prohibition against r activities. We will incorporate these revisions into the next printed version of the IMM and into the monthly update of the online IMM, which is available via Postal Explorer at Mailing Standards, Pricing, IMM Revision: Nonmailable Items Prohibited in All Outbound International Mail Update Effective January 4, 2010, the Postal Service is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM ) part 136 to include additional items that are nonmailable in outbound international mail, regardless of mail classification. As adopted by the 24th Congress of the Universal Postal Union (UPU) in Geneva, Switzerland, from July 23 August 12, 2008, and consistent with Proposals and , which amend Article 15 of the UPU Convention, we are revising IMM 136 by renaming the title from Nonmailable Dangerous Goods to Nonmailable Goods. The previous information contained in IMM 136 is redesignated as 136.1, and we are inserting two new sections 136.2, Inert Replica and Explosive Devices, and 136.3, Counterfeit and Pirated Items. Consistent with UPU Resolution , the revision to IMM to make inert replica and explosive devices nonmailable is intended to apply to devices that were originally designed for military or combative use (including training) and is also extended to replicas of such items. However, this prohibition does not extend to children s toys or such articles that do not represent the items in a realistic manner. Consequently, IMM codifies that replica and inert explosive devices and military ordnance, including inert grenades, inert shells, and the like, are nonmailable in any classification of outbound international mail. Consistent with UPU Resolution , the revision to IMM to make counterfeit and pirated articles nonmailable is intended to reduce the circulation of such articles between UPU members. The prohibition also illustrates that UPU members actively support the World Customs Organization s current campaign to thwart production and circulation of counterfeited and pirated products such as dangerous toys and electrical items, dangerous counterfeit medicines, and those counterfeit branded goods that do economic harm to domestic and international companies. Consequently, IMM codifies that counterfeit or pirated articles are nonmailable in any classification of outbound international mail.

We are making this change to be consistent with amended regulation Article RL of the Universal Postal Union s Letter Post Regulations. This amendment requires that mailpieces prepared as a commercial bulk mailing must bear a return address located in the mailing s country of origin and that the return address must be visible on the outside of the mailpiece. For Postal Service purposes, an international bulk mailing is any International Priority Airmail (IPA ) or International Surface Air Lift (ISAL ) mailing, or any other mailing paid with an advance deposit account and presented to the Postal Service for acceptance. Section of the Postal Operations Manual (POM) prohibits Postal Service employees from detaining franked mail, except in situations involving mail security. In addition, Postal Service employees who suspect abuse of franked mail privileges should refer the matter to officials of the Pricing and Classification Service Center (PCSC). A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks. People attending these local events may obtain the postmark in person at the temporary Post Office station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date. All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail postage. Items submitted for postmark may not include postage issued after the date of the requested postmark. Such items will be returned unserviced. Each date has a designation whether it is for the year-round (YR) brochure or the holiday (HOL) brochure. The FY 10 print cycle dates are as follows: February 5, 2010 (YR). April 9, 2010 (Price Change). May 7, 2010 (YR). June 25, 2010 (YR). August 20, 2010 (HOL). To order brochures, submit PS Form 3227-O, Stamps by Mail Brochure Order Form (January 2009), to Cyril-Scott Company: Cyril Scott Company PO Box 627 Lancaster, OH Telephone: Fax: You can find this form at click Forms, and then select the form by number. A copy of this form appears on page 65 in this Postal Bulletin. The cost per unit of 500 is $ This cost includes overprinting the address of the fulfillment office placing the order. Talents in Supply Chain Management award. SM and nine other companies were selected by the Supply Chain Management Institute, in conjunction with the European Business School, as winners of this year s prestigious award. The other nine companies included Siemens, SwissCom, Deutsche Post, Nestle, Deutsche Telecom, Boehringer Ingelheim, Lanxess, Paul Hartman, and Titan India. SM is being recognized for its efforts in professional development, such as the SM Competency Model, webbased Competency Self-Assessment Survey, online training, and implementation of the Supply Chain Academy. SM was also recognized for Workforce Management and Support. This award element focused on flexible work arrangements; the Supply Management Rotational Assignment Program; streamlining the knowledge, skills, and aptitudes (KSAs) for the 1102 job series; and the new SM onboarding process. The selection panel was extremely impressed with the comprehensive communication strategy used to bring awareness of these efforts to the attention of SM employees.
