7 Scope of Assessment Programme The conformity assessment process described or chosen by the SchemeOwner shall fall within the scope of one of the EA MLA Level 3 standards (see EA-1/06) EN ISO/IEC competence of testing and calibration laboratories EN ISO/IEC bodies performing inspection ISO/IEC 17065, bodies certifying products, processes and services EN ISO/IEC bodies providing audit and certification of management systems EN ISO/IEC bodies operating certification of persons EN ISO greenhouse gases validation and verification bodies EN ISO medical laboratories NavCert 7

8 Current status Program Application of a new Conformity Assessment Program has been sent to German Accreditation Body (DAkkS) EA appreciate initiated process and open to support After approval by DAkkS the conformity assessment program will be introduced to the group of European Accreditation Bodies (EA) for approval Expected approval time: Q4/ NavCert 8

9 Conformity Assessment - legal The Conformity Assessment is part of the delegated regulation No 305/2013 (article 4) Article 3 mentions the following PSAP requirements: handle ecalls and receive MSD according to the CEN standards EN and EN handle ecalls as expeditiously and effectively as any other call made to the single European emergency number 112 receive the data contents of the MSD and present them to the ecall PSAP operator clearly and understandably have access to an appropriate Geographical Information System (GIS) to handle two way audio communication with the vehicle and handle the ecall data reroute the call and MSD data to another PSAP NavCert 9

13 Performance Evaluation ETSI TS defines MSD Transmission Time tests for different Speech-Codecs, e.g. GSM HR, GSM EFR, AMR-NB, AMR-WB The average MSD transmission times serve as a performance indicator for the signal waveform demodulator and FEC decoder implementation. The transmission time is defined as the interval from the time instant when the IVS transmitter writes the first nonzero sample onto the uplink channel until the MSD message has been correctly decoded at the PSAP NavCert 13
