1 ETSI TC SMG#32 Tdoc SMG P Dusseldorf, Germany Agenda item: th -20 th June, 2000 Source: Chairman, SMG11 * Status Report of SMG11 at SMG#32 Executive Summary This document provides an overview of the work of SMG11 in the period from SMG#31 to SMG#32. SMG11 has held two plenary meetings: SMG11#15 (28 February 3 March) and SMG11#16 (5-9 June). Both meetings were held as joint meetings with 3GPP S4. Four CRs are brought for approval (for GSM 03.50, 06.10, and 06.54). Two of these are strategic covering AMR12.2 speech codec as alternative implementation of the EFR speech codec (CRs to GSM and 06.54). AMR Wideband (AMR-WB) codec Qualification Phase is ongoing. Seven AMR-WB candidate codecs were submitted for the Qualification Phase. Six codecs passed the qualification criteria and have been accepted by S4/SMG11 to proceed into the Selection Phase. The Qualification Phase results will be presented to TSG-SA#8 (26-28 June) for approval. Selection Phase results will be available in October. The AMR-WB codec and the relating specifications are expected for approval at TSG-SA#10 (11-14 December). SMG11 meetings 1.1 Recent Meetings Since SMG#31, the following SMG11 plenary meetings have taken place: S4#10/SMG11#15, on 28 th February 3 rd March, 2000, in Helsinki (Finland); hosted by Nokia S4#11/SMG11#16, on 5 th 9 th June 2000, in Versailles (France); hosted by Alcatel, France Télécom and Nortel Networks (Both meetings have been held as joint meetings with 3GPP S4.) 1.2 Future Meetings Calendar The following joint SMG11/S4 meetings have been scheduled: S4#12/SMG11#17, on 4 th 8 th September, 2000, in Washington DC (USA); host COMSAT S4#13/SMG11#18, on 23 rd 27 th October, 2000, Host to be confirmed S4#14/SMG11#19, on 20 th 24 th November, 2000, Host required 2. Change Requests and New Specifications 2.1 Change Requests The following CRs are presented for approval: CR to GSM (Transmission Planning Aspects of the Speech Service in the GSM PLMN System): A019 to A022 on addition of a new optional artificial ear type for acoustic tests for R96- R99 (Non-strategic) in Tdoc P CR to GSM (Full Rate Speech Transcoding): A005 to A009 on correction of figure 3.1 (Nonstrategic) in Tdoc P CR to GSM (Enhanced Full Rate (EFR) speech processing functions; General description): A004 to A008 (all rev.1) on alternative EFR implementation as AMR12.2 (Strategic) in Tdoc P CR GSM (Test sequences for the GSM Enhanced Full Rate speech codec): A002 to A006 on alternative EFR implementation (Strategic) in Tdoc P The CRs to and are strategic covering the use of the 12.2 kbit/s speech codec mode of AMR as an alternative to the EFR speech codec. AMR12.2 as an alternative implementation of EFR has been discussed in SMG11 since The idea was briefly presented to SMG#29 where no concerns were raised. 3GPP TSG-SA#7 (March 2000) endorsed the proposal of alternative implementation. The 12.2 kbit/s mode of the AMR (Adaptive Multi Rate) speech codec described in 3GPP TS is functionally equivalent to the EFR (Enhanced Full Rate) speech codec described in GSM Mainly due to harmonisation with the other modes of AMR, the AMR12.2 speech codec is not fully bit-exact to EFR. Nevertheless, the two speech codecs (EFR and AMR12.2) are functionally equivalent and are fully interoperable. Allowing AMR12.2 as alternative implementation of EFR gives implementation benefits especially in dual mode EFR/AMR implementations. It also brings minor algorithmic (bug) corrections to the C-code of EFR. However, like in AMR, it will also introduce 5 ms of additional one-way transmission delay compared to current EFR implementations. (Due to the lower delay, the current EFR implementation is still defined as the preferred option in the CRs.)

4 Page 4 The alternative implementations shall implement the functionality specified in 3GPP TS for the 12.2 kbit/s mode, with the exception that the DTX transmission format (GSM 06.81) and the comfort noise generation (GSM 06.62) of EFR, required for DTX interoperability, shall be used. 2.2 New Specifications Two new specifications for AMR Noise Suppression Work Item are brought for approval: Technical Report of the Results of the AMR Noise Suppression (AMR-NS) Selection Phase (GSM 06.78) in Tdoc P Technical Specification on Minimum Performance Requirements for Noise Suppresser Application to the AMR Speech Encoder (GSM 06.77) in Tdoc P Progress in Work Items 3.1 AMR Wideband (AMR-WB) Seven AMR-WB candidate codecs were submitted to the AMR-WB Qualification Phase. The codecs came from Ericsson, FDN consortium (consisting of France Télécom, Deutsche Telekom and Nortel Networks), Matsushita, Motorola, Nokia, Siemens and Texas Instruments. The following code letters were associated with the codecs (to blind the test results during analysis): I: Ericsson J: FDN consortium (consisting of France Télécom, Deutsche Telekom and Nortel Networks) K: Matsushita L: Nokia M: Siemens N: Motorola O: Texas Instruments. The following systems/applications have been identified for the AMR Wideband Speech Codec: A GSM full-rate traffic channel (22.8 kbit/s gross bit-rate) with an additional constraint of 16 kbit/s A-bis/A-ter sub-multiplexing B GSM full-rate traffic channel without bit-rate restrictions (22.8 kbit/s gross bit-rate) C EDGE phase II channels E 3G UTRAN channels During the Qualification Phase, the candidate codecs were tested individually against speech quality performance requirements according to a common test plan. Testing of the codecs was distributed among the codec proponents. Each proponent tested two other codecs and their own codec for each experiment. Each codec was tested three times (in three different test laboratories) increasing the reliability of the results. The Qualification Phase testing consisted of three experiments covering applications A, B and E: 1a AMR-WB Speech Codec Performances in Clean Speech 2a AMR-WB Speech Codec Performances in Car Noise (15 db SNR) 2b AMR-WB Speech Codec Performances in Street Noise (15 db SNR) In addition to test results, the codec proponents delivered technical description and other documentation of their codec proposal including a justification of meeting all design constraints (e.g., limits for source and channel codec complexity and limits for transmission delay). All seven codec candidates fulfilled the design constraints. All candidates except candidate K passed eliminating rules with respect to speech quality (number of failures and failures' severity). Candidate K was withdrawn. The performances of the remaining 6 codecs were then compared according to a multiple of pre-defined Figures of Merits. The overall performances of all the codecs were found good and very promising. There is a good probability to have, at the end of the Selection Phase, a solution meeting fully all Performance Requirements. Three candidates (I, J and L) were found to have the best overall performance.

5 Page 5 All the remaining 6 codecs were approved at S4#11/SMG11#16 to enter the Selection Phase. All six proponents indicated interest in participating in the Selection Phase. Participation is kept voluntary: withdrawal from the Selection Phase must be communicated to ETSI by June 16 th. The participating candidates will share the costs (up to 150 keuro each) associated with the codec testing during AMR-WB Selection and Characterisation Phases. Planning for the Selection Phase is ongoing. The intended application D (GSM multi-slot) will not be considered in the selection phase due to low priority and since it is not fitting to the overall R00 work. Dead-line for submission of codec candidates for the Selection Phase is August 6 th. The processing of speech samples and the Selection Phase testing are scheduled from early August until mid-september. Preliminary declarations of intention to act as listening test laboratories were received at S4#11/SMG11#16. Selection Phase Test Results will be available at S4#13/SMG11#18 (October 2000) and selection of the AMR-WB codec is expected there. Selection results and related AMR-WB specifications are to be submitted for TSG-SA#10 (December 2000) for approval. 3.2 Noise suppression for AMR (AMR-NS) Technical Report on the results of the AMR Noise Suppression (AMR-NS) Selection Phase (GSM 06.78) is brought to SMG#32 for approval. This contains the results of AMR-NS Selection Phase that were presented to SMG#31. Technical Specification on Minimum Performance Requirements for Noise Suppresser Application to the AMR Speech Encoder (GSM 06.77) has been finalised. Draft Version was presented for information to SMG#31. The main updates for v2.0.0 are more detailed specification of the bit exactness requirement (section 5.1), agreement on the relating speech path delay limits (section 5.3) and finalisation of the annexes. As agreed at SMG#31, the specification consists of minimum performance requirements for noise suppression algorithms. The use of this specification is not mandatory except for those solutions intended to be endorsed by SMG11. SMG11 will perform analysis and validation of any AMR noise suppression solution which is voluntarily brought to the attention of SMG11 in the future. There has been discussion in SMG11 but no agreement on whether (and which) mandatory functional requirements should be specified for AMR-NS. Test Plan relating to GSM defining the tests to be used for assessing noise suppressers against the minimum performance requirements is under finalisation.
