General Information 1(A) Declaration: This website quality manual is the property of Directorate General of Hydrocarbons, Sec 73, Noida and it is issued for demonstrating compliance guidelines for Indian Government Websites. This manual shall not be reproduced partially or fully without consent. Maintenance of this manual is the responsibility of the website management team, DGH 1(B) Scope of this website quality manual: This website quality manual is the compilation of policies, processes and procedures being followed in DGH for developing a well-engineered website for public at large. It aims to address site-wide issues and improve the productivity of managed web operations in terms ofa) Locating relevant information b) Facilitating ease of use c) Reducing legal liabilities d) Providing for efficient development and maintenance considerations. This web site is hosted at NIC data centre. 1(C) About the organization: The Directorate General of Hydrocarbons (DGH) was established in 1993 under the administrative control of Ministry of Petroleum & Natural Gas through Government of India Resolution. Objectives of DGH are to promote sound management of the oil and natural gas resources having a balanced regard for environment, safety, technological and economic aspects of the petroleum activity. DGH has been entrusted with several responsibilities like implementation of New Exploration Licensing Policy(NELP), matters concerning the Production Sharing Contracts for discovered fields and exploration blocks, promotion of investment in E&P Sector and monitoring of E&P activities including review of reservoir performance of producing fields. In addition, DGH is also engaged in opening up of new unexplored areas for future exploration and development of non-conventional hydrocarbon energy sources like Coal Bed Methane(CBM) as also futuristic hydrocarbon energy resources like Gas Hydrates and Oil Shales. 1(D) Disclaimer: The use of this website amounts to accepting all the terms of this disclaimer notice. In order to present the content as per the requirement of the viewer, the content is categorized and to retrieve the relevant content efficiently, and the content is contributed to the website through a Content Management System which would be web-based having user-friendly interface. Once the content is contributed it is approved and moderated prior to being published on the Website. The moderation could be multilevel and is role based. If the content is rejected at any level then it is reverted back to the originator of the content for modification.

This Content Review Policy defines the roles and responsibilities of the website content review and the manner in which it need to be carried out. Review Policies are defined for the diverse content elements. The Review Policy is based on different type of content elements, its validity and relevance as well as the archival policy. Gives below the essential Content Review Policy for DGH s website: The entire website content would be reviewed for syntax checks once in quarter by the DGH s website team. Data pertaining to major events like NELP etc. would be updated as and when such event takes place. Validity date, license date etc. for various E&P blocks/areas would be reviewed once half yearly. 2(H) Content Archival Policy (CAP): The content components are created with metadata, source and validity date. Validity of some of the components may not be known at the time of creation. Such content is treated as perpetual and the validity date shall be ten years from the date of creation. The content shall not be displayed on the Website after the validity date.

7 7 Some of the short lived content components like tenders, resolutions, draft for discussion etc. which will not have any relevance on the website after the event or intended purpose. The content components like documents, reports, may be archived based on the merit of the document concerned as decided by the website team of DGH. The content is normally reviewed at least two weeks prior to the validity date and if required revalidate the content and modify the validity date. If content is not relevant, then the content is archived and no longer published on the Website. S. Plans: 3(A) Contingency Plan in the event of defacement: Monitoring of defacement of DGH website: The DGH s IT team monitors the website regularly. In case of any eventuality, whoever notices it first shall inform the HoD (IT) on Phone as well as through . The same will also be informed to NIC coordinator at Ministry of Petroleum and Natural Gas, Shastri Bhawan New Delhi Actions to be taken after defacement As soon as the IT team at DGH receives the information regarding the defacement of the website, the following steps will be taken: 1. Stoppage/partial stoppage of the website according to the degree of defacement. 2. Analyzing log files and troubleshooting the source of defacement and blocking of the service. 3. Analyzing type of defacement and fixing it. 4. In case of complete loss of data, restoring the website data from backup Fixing of all vulnerabilities on the basis of security recommendations and re-auditing of applications.

Governance Structure: 4(A) Website Management Team: The Web Management Team (WMT) shall ensure that there is a proper flow of content to the site and that content quality and user satisfaction issues are taken care of. To achieve this, the WMT coordinates with the various Sections of DGH. The WMT also undertakes the following activities with regards to the DGH website: 1. Web Management Team (WMT) is overall responsible for quality and quantity of information and services on the website. 2. Formulation of policies concerning management of content on the web through its entire life cycle viz. Provision, Moderation Approval and Archival. 3. Ensuring that all contents on the website remain always authentic, accurate and up-to-date and obsolete information or services removed. 4. Changing and periodically validating links to related information. 5. Ensuring the entry of the website at a prominent rank in all the major search engines so that the site s visibility is enhanced and users are made aware of its address. 6. Replying to the feedback mails received from visitors either by himself or through someone designated by him for the purpose. 4(B) Website Technical Team: The responsibilities of the Website Technical Team are: 1. Regular monitoring of website for Performance, Security and Availability. 2. Ensuring compliance with policies (organizational, regulatory, legislative, etc) that may require changes in website content, architecture, security, process etc. 3. Periodic security audit of the website in line with major revisions 4. Analysis of traffic on website and feedback to development/management team
