3 What are the ADA Accessibility Standards? Section 508 Federal Rehabilitation Act (1998 amendment) Web Content Accessibility Guidelines (WCAG) Published by the World Wide Web Consortium (W3C) 3

4 What is ADA Accessibility? Accessibility refers to whether a software application is usable by people with disabilities These disabilities may range from: Inability to detect differences in color Injuries making the use of a mouse difficult Motion impairment requiring the use of a special input device in place of keyboard and mouse Visual impairment requiring the use of a screen reader 4

5 What is ADA Accessibility? All functions of your applications must be available for all users Another way of stating this is: equivalent functionality for all users 5

6 How does ADA Accessibility work? Individuals with disabilities can access software applications by utilizing Assistive Technology Assistive Technology sits between the user and the application, mediating the interaction between the two. User Assistive Technology Application 6

8 Why is ADA Accessibility important to the WAHBE? Federal law dictates that all Health Benefit Exchanges will be accessible to all people 45 CFR Section Consumer assistance tools and programs of an Exchange. (c) Accessibility. Information must be provided to applicants and enrollees in plain language and in a manner that is accessible and timely to (1) Individuals living with disabilities including accessible Web sites and the provision of auxiliary aids and services at no cost to the individual in accordance with the Americans with Disabilities Act and section 504 of the Rehabilitation Act. 8

9 What is IV&V s role? IV&V is conducting an ADA Assessment to verify that the Healthplanfinder user interface is compliant with accessibility guidelines This assessment involves using third-party validation tools to inspect the Healthplanfinder user interface and compare it against the accessibility guidelines Any deficiencies identified will be discussed with the project in order to allow for code modification IV&V will also review the results of Deloitte s internal ADA Assessment Reports 9

10 IV&V Update Periodic Assessment #3 Update Top 3 Concerns Concern Recommendation IV&V Update It is not evident in the functional design documentation that the HBE solution will meet the minimum ADA requirements of application accessibility to all users. IV&V does not yet have access to the Healthplanfinder application to conduct the ADA assessment. Provide access to the Healthplanfinder application as soon as feasible. ADA reporting has been requested to Deloitte and if provided, IV&V could validate report results prior to independent evaluation of the application. IV&V has been provided access to the Healthplanfinder code and is currently assessing the application for ADA compliance. IV&V has also been provided a copy of Deloitte s ADA Assessment Report and is in the process of reviewing the results. 10

11 IV&V Update Periodic Assessment #3 Update Top 3 Concerns Concern Recommendation IV&V Update CMS Services will be changing which impacts development and testing Changes will be published to the informal testing environment. IV&V recommends that HBE focus on the informal environment testing to ensure that the most recent versions are compliant as CMS will not be supporting previous versions. While the formal testing needs to be supported for certification, the lack of re-certification and staggered testing release means that the informal environment is highly important to Washington to ensure success on October 1. There have been changes to CMS services yet there are still more forthcoming that the project will need to accommodate. 11

12 IV&V Update Periodic Assessment #3 Update Top 3 Concerns CMS Testing: Concern Recommendation IV&V Update CMS staggered release approach of testing functionality puts a significant burden on the State State risk associated with Informal Testing It is recommended that the HBE continue to stay in close contact with CMS to ensure that any changes to the CMS schedule are communicated to the HBE team as early as possible so that the impact may be analyzed and addressed as quickly as possible. States must test 100 applications defined by CMS Test results will be verified by CMS and IV&V CMS has provided 25 of the 100 applications, with the remaining to be delivered by the end of May 12
