This allocation may not be used to supplant funds provided for basic operation of the program. FEFP Allocation and Expenditure Requirements for funds received from this calculation (cont.) For industry certifications earned in the school year and in subsequent years, the school district shall distribute to each classroom teacher who provided direct instruction toward the attainment of an industry certification that qualified for additional full-time equivalent membership... $25 for each student taught by a teacher who provided instruction in a course that led to the attainment of an industry certification on the Industry Certification Funding List with a weight of 0.1. $50 for each student taught by a teacher who provided instruction in a course that led to the attainment of an industry certification on the Industry Certification Funding List with a weight of FEFP Allocation and Expenditure Requirements for funds received from this calculation (cont.) Additional Teacher Bonus Language: Bonuses awarded pursuant to this paragraph shall be provided to teachers who are employed by the district in the year in which the additional FTE membership calculation is included in the calculation. Bonuses shall be calculated based upon the associated weight of an industry certification on the Industry Certification Funding List for the year in which the certification is earned by the student. Any bonus awarded to a teacher under this paragraph may not exceed $2,000 in any given school year and is in addition to any regular wage or other bonus the teacher received or is scheduled to receive. All teachers whose instruction leads to the industry certification attainment must receive the bonus Bonus is not pro-rated among the eligible teachers FEFP Allocation and Expenditure Requirements for funds received from this calculation (cont.) Bonuses must be distributed in to eligible teachers based on certifications funded in the FEFP calculation Districts needs processes for determine the teachers who provided direct instruction NOTE: Bonuses are funded by the district from the funds generated in the FEFP calculation for the add-on FTE
3 Career-Themed Course s (1)(b) Career-themed course (CTC) is a course, or a course in a series of courses, that leads to an industry certification identified on the Industry Certification Funding List. CTC s have industryspecific curriculum aligned directly to priority workforce needs established by regional workforce boards or DEO. (s , F.S) Students earning industry certifications in careerthemed courses may generate additional FTE membership. Districts register CTCs which are summarized in Appendix FF. Any course for secondary students can be a CTC (even if it is not a career education course) Data Reporting Overview NEW REPORTING FORMAT FOR INDUSTRY CERTIFCATION DATA Planned Data Reporting Cycle (DRAFT) Survey Survey 2, October 2014 Survey 3, February 2015 Survey 5, August 2015 to February 2016* (Two formats: Federal/State Indicator & Industry Certification) Report industry certifications earned and attempted on new Industry Certification format Industry Certification Identifier Industry Certification Outcome Draft of Proposed Format Requires course level reporting With the exception of elementary school students earning Florida Digital Tools certificates. Multiple certifications can be reported associated with a course, as separate records Prior year reporting still allowed For any certifications reported with a secondary CTE course number, there must be a matching a teacher course record Outstanding Issues: Proposing to remove Term from data reporting fields Should same certifications be allowed to be reported linked to more than one course? Data Reporting Cycle Survey Data Reporting Overview Survey 2, October 2013 Survey 3, February 2014 NOTE: This is the last year in which industry certification data will be reported on the CTE Student Course Schedule format. Survey 5, August 2014 to February 2015* *Industry Certification data will be reported on a new format beginning in (Two formats: Federal/State Indicator & CTE Student Course) Report industry certifications earned and attempted (CTE Student Course format*) Industry Certification Identifier Industry Certification Outcome * Typically the CAPE report and the calculation of school grades is based on data reported on Survey 5 as of October
4 Reporting Guideline #1 Data on industry certifications is reported on the Career and Technical Education (CTE) Student Course Schedule format, Survey 5 All certifications reported must be linked to a course number Up to three certifications can be reported linked to a single course. See the CTE Student Course Schedule Reporting format for specific edits 314vscs.asp Reporting Guideline #2 Districts must report on all industry certifications taken, including those which a student did not successfully complete. To report industry certification activity, we need: Course Number Industry Certification Identifier Industry Certification Outcome, if applicable NOTE: The academy identifier is only reported if the students attempted an industry certification Reporting Guideline #3 Data on industry certifications earned by students enrolled in a dual enrollment course may be reported on this format, but ONLY if a certification was earned by the student in the dual enrollment course. This format should not be used to report postsecondary dual enrollment course information for students who did not earn an industry certification Reporting Guideline #4 A unique industry certification code should only be reported with the final student outcome on the certification for the year. Students should not be reported with the same industry certification identifier more than once in the survey. Common Problem: The industry certification identifier is reported on multiple industry certification code fields with different outcomes. All attempts to earn a certification should NOT be recorded on this format. Only the end of year status of the student who was attempting to earn the certification Reporting Guideline #5 Certifications should be reported in the year that they were earned. Certifications may be reported linked to a prior year course in limited circumstances. Districts may report certifications earned during the prior reporting year, in cases where the certification could not have been earned by the end of the update period. Example: Student had to be 18 to earn the certification and the 18th birthday fell after the standard update period. This method cannot be used to correct data reporting errors. District may report prior year by using the following elements: School Year Record Submission element equals current reporting year. School Year Course Taken element equals the prior year. Other Reporting Issues For a student earning an industry certification in a prior year (value of P on industry certification outcome), the student may not be reported with that same industry certification identifier in a subsequent reporting year. For example, ADOBE012 - This certification often has software updates and new version of the software and subsequent exams are released. If a student earned the ADOBE012 certification in , the student may not be reported as attempting or earning that industry certification in any following year
5 Other Reporting Issues For certifications or assessments with work experience requirements, an industry certification identifier may be reported as an attempt when all exams have been taken and any requirements other than work experience are satisfied (i.e., report valid identifier on Industry Certification Identifier element and outcome of "F" on the Industry Certification Outcome element). Students may not be reported with an F for two consecutive years if the only certification requirement outstanding is the work experience.
