2 BACKGROUND Formed in March 2007 to support the work of the Focus Groups under the Malaysian Services Development Council (MSDC) and the Malaysian Logistics Council (MLC). The objective of the TFSS is to address the issue of data deficiencies in the services sector and to make recommendations to improve the data quality 1

3 TERMS OF REFERENCE To take stock of the existing services statistics compiled by the Department of Statistics (DOS) and other ministries and agencies; To identify and assess limitations of the services statistics available against the needs for IMP3 period; To benchmark against the best practices; Cont. 2

4 TERMS OF REFERENCE To assess the current constraints in terms of manpower and budget; To recommend data improvement on issues relating to definitions, interpretation, and standards of measurement and current omissions; To update MSDC/MLC on implementation of the work programmes. 3

Services Development Improving understanding of concepts, measurements, standards, initially focusing on services investment and trade statistics, mindful of national needs and international developments (comparability). Determine and develop services indices for investment, trade, employment, price indices & skills. Promote wide Information flow on services activities on domestic and global markets. Examples: investments, output, productivity, employment, skills, trade, price, market conditions, trends, changing needs etc. II. Services Institutions (a)preparing/training HR for learning, collecting, compiling services investment and trade statistics. Services Infrastructure Establish needs for methodology, software and hardware if needed, for obtaining services investment and trade statistics. Execute and improve the methodology and software for obtaining services investment and trade statistics. Upgrade the methodology for obtaining services investment and trade statistics. IV. Liberalisation of trade in services Collect, compile services trade data - modes 1, 2, 3 Note: 1. Action plan should be drawn up in accordance to the 4 areas of development as per column 1 2. Issues to be addressed should be listed according to short, medium and long term. Issues which require immediate attention should be put in the short term column preferably under the 4 areas, keeping in view medium and long term goals and strategies. The focus group should propose solutions to resolve the issues, especially for immediate action in the short term, also in order of priority. 8

10 TARGET : DATA QUALITY Adopt standard approach to the concepts and terminology of services statistics Adopt standard approach in collecting and reporting the statistics for all services subsectors. Undertake regular censuses on overall services activities and surveys Compile services trade statistics (Modes 1 4) Develop an efficient system of dissemination Database to support construct of Services Indices 9

11 WORKSHOP ON IMPROVING SERVICES STATISTICS To provide the understanding on the compilation and usage of basic statistical information with emphasis on services industry To increase awareness of importance of quality data, with right meaningful interpretation, for planning policies To provide forum for both public and private sectors to discuss the statistical data requirements on the services industry To provide the latest update on services data compilation and currently available statistics from DOSM 10

12 SERVICES STATISTICS ACTIVITY PROGRAMME (SSAP) Based on findings of the Workshop, the SSAP was formulated to address issues related to data difficulties. SSAP replaces the original intent of conducting further research SSAP is a plan of action to accelerate the implementation of measures to meet the required statistical outputs of the six (6) Focus Groups under the MSDC and the five (5) Focus Groups under the MLC, in the implementation of the Third Industrial Master Plan. 11

13 SSAP: Scope of Work To examine and discuss a wide range of statistical issues toward solutions for the data difficulties in the services sector To further discuss ideas and suggestions for actions to bridge currently existing statistical gaps raised by users and producers of statistics at the 1st Workshop on Improving Services Statistics held on 2-3 August 2007 To impart knowledge of statistics to users in view of new developments in the services sector. To further examine the areas for improvements for future compilation of services statistics. 12

14 SSAP: Approach A cooperative approach among users and producers of services statistics in both the public and private sectors will be adopted The program is expected to be a multi party effort, undertaken by individual Focus Groups with its own members; the Secretariat will provide the general guidance. The deliverables of the Focus Groups will be monitored on a quarterly basis, with rolling and changing details depending on findings from the discussions as the Focus Group s work progresses 13

18 MOVING FORWARD Need to further enhance educative process to provide common understanding and interpretation of data, particularly involving new services data variables/ indices to be integrated with existing data to fill data gaps. Some areas of knowledge gaps which still need to be addressed: weak understanding of services concepts, with difficulty to differentiate between services products and services activities understanding of services as a value-creation sector differences and similarities between services and other sectors, particularly manufacturing Understanding the four (4) modes of services trade and how to recognize and be able to categorise the four modes according to economic activities between buyer/sellers use and interpretation of existing data (such as Balance of Payment, Input-Output) 17

19 ACHIEVEMENTS Provided forum for DOSM to explain, clarify details and to work towards an agreed solution. These cover among others: technical approaches definitions coverage classification used, codes, usage, difference, harmonization reasons for inclusion and exclusion use and interpretation of existing statistics relevant current on-going work future activities plans pertaining to surveys development work for services stats etc. This platform for Q&A has helped to bridge gaps in understanding between DOSM and other agencies. 18

20 ACHIEVEMENTS Provided educative process to maximize the use of the data/outputs published by DOSM Provided avenues for open dialogues between data providers and data users. Some grey areas in terms of data compilation and usage etc, have been resolved through these discussions. Impart knowledge of statistics to users in view of new developments in the services sector. The free exchange of information between data providers and users is encouraging and promotes an environment for revealing and proposing much needed new areas in services data compilation and reporting. 19
