7 Swift Breach Case Day 1 Day 3 Day 38 Day 39 Day 39 An , disguising as a CV (in word format) from applicant was sent to HR mailbox of the organization. Upon opening by HR employee, a malware embedded in the CV macro was executed, which connects back to hacker to obtain initial limited control. Unpatched known vulnerabilities has enabled hacker to escalate privilege and obtain the local administrator credential, which was then used to obtain full control to servers and workstations, where domain admin credentials were also compromised. With keyloggers, maker and checker credentials for SWIFT application were compromised. The hacker further used port-binding technique to bypass the firewall control in blocking remote desktop. With compromised workstations as Springboard, the hacker accessed the SWIFT application, initiated and approved a few transactions during non-office hours. The hacker accessed the backend database of the SWIFT application (with the use of compromised server credentials) and deleted the unauthorized transaction records. Also, a malware planted on the server to avoid physical print-out of transaction records. Upon discovery by bank staff, the hacker triggered a malware to destroy the master boot record (MBR) of the SWIFT server and shut down the server. The server was not able to be boot again. 7

11 Key Factors in Effective Cyber Risk Management HKMA has issued a letter to all AIs in 15 Sep 2015, highlighting the key factors in effective cyber risk management Risk ownership and management accountability Clear ownership and management accountability of the risks associated with cyber attacks and related risk management measures should be established, which should cover not only the IT function but also all relevant business lines. Periodic evaluations and monitoring of cyber security controls The Board should request the senior management to evaluate periodically the adequacy of the AI s cyber security controls, having regard to emerging cyber threats and a credible benchmark of cyber security controls endorsed by the Board. Industry collaboration and contingency planning To explore appropriate opportunities of collaborating with other institutions and/or the Police in both sharing and gathering cyber threat intelligence in a timely manner Regular independent assessment and tests To exercise effective and ongoing checks and balances against evaluations and monitoring of cyber security controls carried out by the senior management as well as the contingency planning efforts related to cyber attacks. 11

Strengthen security monitoring control by introducing Security Incident and Event Management (SIEM) System as security information and event management solution Implement comprehensive Network Access Control (NAC), so that only authorized front terminal can get access to our bank s network Implement Privileged ID Management system (PIM) to facilitate the control over granting, releasing and revoking of privileged IDs Implement APT detection and defense solution to collect and analyze intelligence on behavior basis to detect potential risk Construct Cyber Security Lab to provide an adequate support and environment so that research and simulation testing can be done in a more efficient manner and finally enhance our defense capability Establish Security Operation Center (SOC) for 7x24 security monitoring and operations Implement Cyber Security Analytics (CSA) to analyze activities in the network, so that potential network threat can be detected in advance Introduce multi-operators and Cloud-based Anti-DDoS service, which greatly increase the capability of filtering attack traffic 14
