2 Methodology This survey was conducted by Harris Interactive via its National Quorum SM telephone omnibus service. Specifically, this study was conducted: By telephone within the United States Between August 5 and 9, 009 Among a nationwide cross section of 1,008 adults (aged 18 and over). Figures for age, sex, race, and region were weighted where necessary to bring them into line with their actual proportions in the population. Results are provided for the overall sample and by census region and generation. The results for the overall sample have a sampling error of +/-3 percentage points at a 95 percent certainty. 4 The majority of the general population would support a law banning cell phone usage while driving. Support is stronger for laws banning the use cell phones to text or while driving versus using phone to make calls or for banning cell phone use altogether. 5 Though support of laws banning cell phone use is strong among all age groups, support of these potential laws increases with age. Boomers and Seniors are more likely than younger generations to support a ban on making phone calls or any use of cell phones while driving. 6 Regionally, respondents in the Northeast, where many roadways tend to be more congested than in other areas of the country, are more supportive of each of the four laws compared to their counterparts in the Midwest and South. 7 Of those who supported enacting at least one of the four laws restricting cell phone usage while driving, nearly 3 in 4 believed a law prohibiting texting or talking while driving should apply to all drivers. lear majorities of drivers in each generational group believed that the law should apply to all drivers, though Gen Xers were more likely to believe the laws should apply to specific groups of drivers. 8 Regionally, similar patterns were seen for each of the four regions of the country, with an overwhelming majority of respondents saying they believe the laws should apply to all drivers. 9 Nearly three-quarters of drivers said that when they drive, they always or often see other drivers texting or talking on cell phones. Results by generation were relatively consistent with the overall sample; however, there were some regional differences. Three in four drivers in the Northeast and South were significantly more likely to say they always or often see other drivers using cell phones while driving. 10 Results by generation were relatively consistent with the overall sample, with the majority of respondents in each generational group saying they see cell phone usage while driving on the rise. 12 Nearly half of all drivers say a law restricting the use of cell phones while driving would not change their personal behavior because they don t currently use a phone while driving. This is mostly driven by the two older generations. Four in ten drivers claim it would change their behavior.
