2 Talking Connected Policing Connected Policing is a major initiative led by BT and Cisco. Together with our many partners, we believe that we are unique in being able to genuinely help your force manage the challenges it faces in reducing costs, increasing police visibility in the communities you serve and making your officers and staff even more efficient and effective.

3 Talking mobility Mobility matters to you because it: Keeps your officers in the heart of the communities they serve, increasing police visibility and promoting better engagement with the public Makes your officers more productive, as they ll have far less need to return to the station Substantially reduces time and money-wasting repetition and duplication of effort by moving more tasks online Makes information capture, sharing and inputting far easier on re-designed online forms Allows you to share information within your force, across other forces and with other public sector organisations Can allow you to make substantive savings on your physical estate and the time and cost of travel. Talking coverage The true measure of mobility starts with coverage not just in towns and cities, but in the rural areas in which your force operates as well. BT is unrivalled in that respect. We can provide the blanket mobile coverage you re looking for. We re not just talking about traditional mobile coverage, either. We re talking alternative transport layers. Broadband Wi-Fi, for example, can typically provide access where mobile networks may not and is of course cheaper. As importantly, the mobile and in-vehicle devices and software we can provide will allow your officers to seamlessly switch between broadband Wi-Fi, traditional mobile and even Airwave on preference or availability choices you define. Wi-Fi coverage The BT network of 5.5 million Wi-Fi hotspots in cafés, phone boxes, hotels, pubs, shopping centres, stations and airports throughout the land is unquestionably the most cost-effective mobile connectivity option for your force. Your officers will also be able to take advantage of mobile connectivity through millions of in-office or even in-home Wi-Fi networks (our Fon network, created by businesses and householders using BT routers). These mini hot spots are growing in numbers and in the speeds available through them, as our 2.2 billion roll out of superfast fibre continues apace. We ve already passed two-thirds of UK addresses with fibre and are intent on making it 90% of them by 2017.

4 Clever engineering ensures that your officers won t interfere with the end user broadband or superfast broadband experience at these addresses, be they individual flats in tower blocks or houses in the countryside. And the employment of sophisticated encryption techniques means that force communications will never be compromised. Extending Wi-Fi coverage With the addition of a Cisco mobile router, your police cars can become BT Wi-Fi hotspots in their own right. This kit is better at pulling in weak signals than hand-held devices, due to its more powerful electronics and aerial (concealable if required). We ve tested the router s effectiveness with a number of forces. In trials where police officers parked their cars in known black spots, they were able to obtain connectivity on their hand-held devices up to 45 metres away from those vehicles. Thanks to the 4G licences we won from the government last year, we ll be able to make a BT 4G network available to you as well. We re at the development stage right now. Plus our Smart Cities initiative across the UK is creating a high-speed mesh network in major conurbations. Through a partnership deal we ve struck with one of the UK s largest mobile network operators, BT has become a Mobile Virtual Network Operator in it s own right, allowing your officers to take advantage of the combined 2G, 3G and 4G services to provide the connectivity they need. We re also working closely with the Home Office and other stakeholders, to help define the Emergency Services Mobile Communications Programme the long-term evolutionary platform that will replace Airwave at its end of life in That s usually more than enough distance to enter a building, investigate an incident and report on it remotely. The same goes for holding a scheduled crime reporting meeting and transmitting those details to back-end systems or providing connectivity at an incident. Officer mobile devices were also far more reliable in areas of poor coverage with the Cisco mobile router, dropping a connection only once in more than 20 tests, and then only for a couple of seconds. This compared to an average of 5 or 6 connection drops, with far longer breaks between reconnections, in the same areas without the in-vehicle router. 2G, 3G and 4G coverage Wi-Fi on the scale we ve just described is one of the main jewels in the crown of BT s coverage story. No one else has it. But it s not our only jewel. Last but not least, our rural broadband rollout continues apace, through partnerships with county councils, local authorities, communities and other stakeholders who, like us, are determined to make the UK population the most connected and the best connected in the world. NB: Airwave in its current form remains a coverage/connectivity option, if and where you require it.

5 Talking bandwidth When you combine the BT connectivity offerings, as our contracts do, you get the best of both worlds. A high volume data download capability over a fairly small geographic area (i.e. BT Wi-Fi), or a low volume data download capability over a much larger geographic area (i.e. 2G, 3G and 4G). In a typical mobile working scenario, you might want to set your mobile device connectivity defaults to BT Wi-Fi because it s the cheapest option, automatically tripping to 2G, 3G or 4G where our Wi-Fi wasn t available, and finally to Airwave in the absence of another option. Talking mobile devices Ease of use is paramount Your officers already know about all the clever things they can do on smart phones and tablets. They want to be able to do the same at work and cannot understand why they can t do that right now! However, the most important thing to remember about mobile devices is that they must be easy to use. If they re not, your officers simply won t use them. It s as simple as that. 16,000 BT Group field engineers and managers currently use ios and iphones nationwide to excellent effect with custom native applications. Before this, they were carrying out just over 2 visits on average per day. This is now up to 5 visits a day. We can support you with mobile devices from major providers, such as HP, Samsung, Apple, Nokia and Microsoft. And we can integrate most devices and platforms with your existing systems. But we believe that you should decide which device and platform best suits your operational needs. We can make that happen seamlessly for your officers. They will see no change at all from their perspective. Their mobile devices will be capable of hopping from one network service to another, based on signal strength and/or service preference. And, as we see later on, data transfer is seamless and reliable. New forms, far better outcomes Talecom, our mobile platform applications and device management partner, don t just transfer paper forms to electronic format. That could be counter-productive. Completing forms at the station is one thing. Doing so in people s homes and on the street presents your officers with different challenges.

6 We ll work with you to re-design your processes and forms, to create far more efficient ways of capturing information in mobile environments. We ll also automate information entry directly into recognised back-end systems. So when an officer hits the send button, they know it s job done! Examples include connectivity to local crime and intelligence reporting systems, Records Management Systems, the Police National Computer, the Penalty Notice Platform and any number of other federated searches. Losing a connection without losing work As good and as comprehensive as our mobile coverage is, there will be times when connections are lost, albeit for very short periods of time in the majority of cases. In the past, that meant starting all over again with a road traffic collision or a crime reporting form, for example. When an officer lost their connection, they lost their work because they were filling in forms in real time, via an online connection to the appropriate server. That will never happen with our solution, which works online and offline while automatically searching for the next best connection (i.e. BT Wi-Fi, EE 3G or 4G or Airwave). Talecom employ sophisticated encryption techniques to overcome the security concerns associated with temporarily storing sensitive information on mobile devices, the upshot being that officers can carry on precisely where they left off the moment they re reconnected. Managing users and device security We profile individual users, applications and the connectivity services and information they re permitted to access. Even can be controlled, if required. Authorised support staff can also log on to your officers devices, to check their status and see if they re functioning properly. Critically, data can be remotely wiped from devices that have been mislaid or stolen. In addition to the containerisation and protection of applications and sensitive information, secure content management allows selected data to be pushed out to officers and stored on their devices. Examples include policy information, advice about standard lead and request forms, photos and videos. Device features that add real value Mobile devices are getting cleverer by the minute. They come with lots of useful features out of the box, the most useful of which Talecom adapt for police use. For example Global Satellite positioning (GPS): An officer interviewing a suspect on the street doesn t need to be concerned about exactly where they are. That s not an issue with GPS. The form on their device is pre-populated with the exact location. Photographs and signatures taken at the scene of incidents can be encoded with date, time and precise location information (and therefore become evidential), again thanks to GPS.

7 Radio Frequency Identification (RFID): An officer can point their device into the back of a firearms vehicle to perform an instant asset check. By the same token, an officer returning to their vehicle from the scene of an incident could check to see that they haven t left any of their personal equipment behind. Accelerometers and gyroscopes: When they re not on emergency calls, your officers can use these features to tell them if they re accelerating too quickly, braking too hard or cornering too fast. Many businesses have already saved up to 20% in fuel costs, not to mention tyre-wear, just by following these guidelines for careful driver behaviour! Refreshingly straightforward terms The solution we offer you includes supplying devices, redesigning reformatting your forms for efficient online use, ensuring integration with back-end systems, officer training, a helpdesk and a next-day device replacement service. And any changes to the mobile application and the forms are free of charge, for the lifetime of the service. The contractual terms are refreshingly straightforward. You can pay a set charge per device, per month for a 3 or 5-year term. Alternatively, if you go the CAPEX route, having applied for innovation funding from the Home Office, BT can sort out suitable contractual terms.

8 Talking network security No one is more security conscious than BT when handling sensitive information. We already provide IL3 managed services to 17 government agencies, 7 of them police forces. So you can be confident we can do the same for your force, over BT Wi-Fi, 2G, 3G, 4G or Airwave. Security practice We operate one of the world s largest security practices, with 400 client-facing security professionals, including 36 CESG Listed Advisor Scheme (CLAS) consultants, 330 dedicated security operations staff and a further 800 people working on security across the company. Talking shop While the following working agreements and partnerships are key elements of the BT police mobility proposition, we can additionally offer you expertise in back office integration through partners like Niche. We ve also provided successful flexible working solutions for organisations of every size and description, including our own and can support major technology programme rollouts. Plus we have a natural affinity with the public sector, once having been a public sector organisation ourselves. As already mentioned, we also have partnerships/joint agreements with several suppliers of devices and operating platforms, allowing you to choose based on your physical estate, supplier agreements or simple preference. Mobile devices and the platforms they operate on are proving to be a genuine catalyst for change. They enable you to meet the challenge of doing more with less and deliver some truly transformational benefits. The other good news is that organisations are finding that their people are fully conversant with using mobile devices. So providing such solutions allows them to attract the right talent, while enabling users to work anywhere in a secure manner.

9 Talecom Our partner Talecom can help to make mobile policing a reality with most brands of devices and operating systems (e.g. ios, Android and Microsoft). They excel in the development native apps, secure online forms and many other solutions that enhance the user experience, unlocking large productivity gains for your force. We ve worked with Talecom on the development of a number of major mobile working applications for health, local government, commercial enterprises and now the police. For example, we ve successfully supported the NHS Patient Transport Services community with wireless delivered mobility solutions for more than 10 years. We also developed and deployed a solution that enables clinicians to remotely retrieve patient records, while protecting the security of the data they re accessing. It s called Mobile Healthworker and it s available to all NHS Trusts in the UK. So we really do know what s what and what s required in the mobile working arena. Cisco We ve mentioned the fact that the Cisco router that can transform a police vehicle into a BT Wi-Fi hot spot, but that s only the tip of the iceberg. We ve enjoyed a significant relationship with this partner and their acknowledged world-leading hardware products for over 20 years. We re currently working with Cisco to provide access to Connected Policing solutions over the BT network. For example: Connected Officer focuses on improved officer presence and engagement within the public domain, while empowering them and increasing their productivity. It also opens the door to real time access to force information from anywhere, at anytime, in a secure and structured manner, providing improved situational awareness of incidents and events as they happen Cisco secure AnyConnect VPN technology is the enabler of an always- connected force, regardless of device type and available connectivity. Mobile Virtual Network Operator Thanks to our 4G licence and our partnership with one of the UK s largest mobile network operators, BT has become a Mobile Virtual Network Operator (MVNO) in its own right. The 2G, 3G and 4G services we provide you with as an MVNO, coupled with our own Wi-Fi connectivity and Airwave, offer you unrivalled coverage that s growing by the day, particularly on the BT Wi-Fi front. You also get unrivalled reliability. BT s fixed network is inherently reliable, as is our partner s mobile network.

10 Talking success We don t believe that any other supplier can match the highly successful practitioner, government and commercial market experience we ve developed in the mobile workforce solutions arena. We entered the commercial market in 2004, after pioneering the introduction of mobile working with our own 30,000-strong engineering field force in the early 1990s. Since 2004 alone, BT has realised annual savings of 170 million through mobile working. We ve also increased engineer productivity by a healthy 36% and dramatically improved customer satisfaction. We now have over 300 workforce mobility solution customers, ranging from large utilities like E-On, Etisalat and Scottish Water, through to individual NHS Trusts and local authorities all over the country.
