2 Why are we expanding the wireless network? More people than ever before rely on wireless connections to manage their lives and businesses. Verizon is expanding its wireless network to meet the growing demands of today and tomorrow. But it takes time. The average North American smartphone user will consume 48 GB of data per month in 2023, up from just 5.2 GB per month in 2016 and 7.1 GB per month in Around 52 percent of American households are now wireless only for voice service. 2 In North America, the average household has 13 connected devices with smartphones outnumbering tablets 6 to Ericsson Mobility Report, November CDC s 2016 Wireless Substitution: Early Release of Estimates From the National Health Interview Survey, July-December 3. 3 Different locations require different solutions. Traditional, or macro cell sites, are most often the best choice for meeting coverage and capacity needs. Macro sites are traditional cell sites or towers that provide coverage to a broad area, up to several miles. Small cells are just like the name implies short range cell sites used to complement macro cell towers in a smaller geographic area ranging from a few hundred feet to upwards of 1,000 feet. These lower power antennas enhance capacity in high traffic areas, dense urban areas, suburban neighborhoods, and more. Small cells use small radios and a single antenna placed on existing structures including utility poles and street lights. Verizon uses a balanced approach to engineering the best possible network to meet the local community s needs. 3

4 How Small Wireless Facilities Will Enable the Power of 5G Networks

5 What is 5G? Fifth generation wireless technology also known as 5G will deliver enhanced mobile broadband capabilities that are up to 100 times faster than speeds today with immediate responsiveness. 5G will be transmitted in large part over higher wave frequency spectrum bands. Higher frequency bands do not propagate well they typically require line-of-sight and do not pass through obstacles. This will require a high level of cell densification via small cells in locations such as lampposts, buildings, and utility poles. 5G will: Significantly increase speed and provide real-time information. 8 Impediments to Small Cell Deployment Due to lack of specific statutory guidance, cities and counties often handle small cell applications the same way they deal with macro cell applications. Treating the deployment of small cells in the same manner as large, macro towers makes little sense since small wireless facilities have a much smaller footprint and blend into the landscape. In some communities, the existing permitting process for approving small wireless facilities is timeconsuming and outdated, and often imposes discriminatory and excessive fees. 9 The Solution A New Policy Framework Verizon believes new legislation should: Allow access to the rights of way for small cell deployment. Authorize small cells as permitted uses for zoning purposes and streamline the building permit process by providing a comprehensive guideline for all municipalities to follow when facilitating small cell deployment in their community. Permit local governments to impose reasonable and nondiscriminatory fees for small cell applications and recurring charges for small cell attachments to local government owned structures such as street lamps and utility poles. 9
