1 Technical Specifications The Goods and Related Services shall comply with following Technical Specifications: 1. Introduction: TECHNICAL SPECIFICATIONS OF IMSI MONITOR/MOBILE TRACKER a. The IMSI MONITOR/MOBILE TRACKER or System will be specifically deployed for off air scanning, extraction, monitoring and interception of mobile phones connected to cellular (2G/GSM, 3G/UMTS and 4G/LTE) networks and locating it. b. System should support all available mobile technologies and related frequencies in Bangladesh. c. The system shall have advanced Native 3G interception capabilities, to maintains the target's user experience, while enabling high speed interception of voice, SMS and data communications - Without downgrading target phones to 2G d. The System should be able to work under Bangladesh's network environment and different operating scenarios with easy setup & rapid deployment to support fixed installation, car installation and portable operation. 2. System Requirement and Design Consideration: A GSM, UMTS & LTE Identity extraction system for 'off-the-air" extraction of GSM, UMTS and LTE mobile subscriber's identification and a Tracking System are required. It should comprise the following elements: a. Multi-network Identity extraction capability based on FULL SDR (Software defined radio - which shall serve a wide variety or changing radio protocols in real time) base stations supporting multiple technology (GSM/UMTS/LTE) and all available frequency bands in Bangladesh. b. Native JG Interception: Voice Calls, Text messages c. 2G Interception Voice Calls, Text messages d. RF Power Amplifier (Min. 25W) up to 40W per channel for GSM networks. e. RF Power Amplifier (Min. 25W) up to 40W per channel for UMTS network. f. RF Power Amplifier (Min. 25W) up to 40W per channel for LTE network. g. Minimum 4 Concurrent silent call. h. Antennas necessary to support the operations. i. Hand held Direction Finding Equipment for GSM, UMTS and LTE j. GSM, UMTS and LTE mapping equipment. k. Decryption module for real time deciphering for A5.0, AS. I, A5.2, A5.3 encryption. 3. The Genera! The system should support operation in GSM, UMTS and LTE (2G/3G/4G) networks b. The system should include at least 6 (Six) GSM/UMTS/LTE full SOR (Software Define Radio - which shall serve a wide variety of changing radio protocols m real time) Base Station supporting all available frequency in Bangladesh for the GSM, UMTS & LTE technology. All the Base Stations shall be configured with GSM/UMTS & LTE technology with any frequency band available in Bangladesh. c. Embedded SDR Power Amplifier Min. 25 Watt, up to 40 Watt per band. d. The Power Amplifier shall support SDR functionality to enable switching frequencies (within pre-defined range) and radio technology without changing the Power Amplifier hardware. e. Backup POWER should not less than 3 hours f. Internal GSM, UMTS & LTE scanner. g. Internal and external antennas for GSM, UMTS & LTE h. Operating Laptop: Processor not less than Core i5 (Detailed configuration shall be mentioned) i. Hand held Direction Finders (2G/3G/4G) j. The supplier should manufacture al! the elements of the system including: I. The main system Unit (BTS) II. Direction Finder III. Power Amplifier IV. All software k. All Base stations shall be able to transmit on each one of the technologies (2G/3G/4G). l. The system shall be slot based SDR BTS system with removable cards. m. For future expansion the system shall able to integrate up to 9 BTS within the same box. During POC/Practical Field, Demonstration these features should be shown. 2

3 n. The system shall support at least 4 simultaneous LTE or UMTS or GSM transmissions. o. System shall be able to interrogate and collect JMSI/IMEI/TMSI numbers of the corresponding GSM, UMTS & LTE subscribers in the given cell ID area. p. The System will include Support for off-the-air operation in GSM, UMTS and LTE bands simultaneously with various user-selectable RF output power levels up to 40W. q. The manufacturer must have the capability to supply a White Labeled System based on the customer logo or design requirements. r. Operation should allow interrogation of a combination of minimum two GSM networks, two UMTS and two LTE networks simultaneously. 10. Operation Distance Depending on the RF and Cellular environment: a. GSM: System shall track target within at least 150 meters in Dhaka city and at least 300 meters in urban area and at least 500 meters in rural area. b. UMTS: System shall track target with at least 100 meters in Dhaka City and at least 200m in others city. c. LTE: System shall track target within at least 100 meters in Dhaka city and at least 150m meters in other city. 11. Operational Requirement a. System should be able to collect all information covertly without any interference to the subscribers. b. System should be able to conduct real-time cross correlation to distinguish a phone (or phones) that exists in several interrogation places. c. The system design should put a strong emphasis on covert operation in and po1tability, allowing carry/expand and operating the main system at any required place with minimum attention. d. The system should have the capability to work with A5.0, A5.l, A5.2 and AS.3 type of encryption. e. Real time estimated target location on heat map: The intercepted estimated target's location should be presented on the system's User Interface (UI) map using digital heat map. f. Target Location Tracking: The pin-point target location shall be identified using covert handheld homing device 12. TMSI Catching System shall capture TMSI of target phone (in addition to IMSI/IMEI). 13. GSM JMSI Catching The system shall support the following operational modes: Modes a. Accept Mode- Catch and hold a!! GSM phones of selected network. b. Reject Mode- Catch all GSM phones of selected network and return phones back to network. c. Selective Accept Mode- Catch all GSM phones of selected network and return phones back to network except for specified list of phones to remain captured. d. Selective Reject Mode- Catch and hold all GSM phones or 3

4 14. UMTS IMSI Catching Modes 15. UMTS Frequency Hopping selected network and return only specified list of phones back to network. e. Denial of Service Mode- Catch all GSM phones of selected network and moving them to out-of-service mode. Phones even after the system transmission is terminated (phones can be re-activated only by restart action). The system shall support the following operational modes: a. Reject mode catch all UMTS phones of selected channel collect their identifiers and return the phones back to network. b. GSM mass handover mode - force all UMTS phones of selected channel (that are set to GSM/UMTS dual mode) to move to the GSM channel of the system and catch them eventually the GSM module in accordance with the specific selected GSM catching mode (as described above). c. GSM selective handover mode - force a specifically selected mobile phone (set to GSM/UMTS dual mode) to move to the GSM channel of the system and catch it in the GSM module. The system must not affect any other UMTS mobile phones in the area. d. Blocking Mode - block all the UMTS phones in the vicinity during the system transmission. e. Denial of Service mode - Move all UMTS phones of selected network to out-of-service mode. Phones will remain in this mode even after the system transmission is terminated (phones can be re-activated only by restart action). The System must employ a single SDR BTS for automatically hopping between 3G frequencies, to acquire target devices in complex network environments. 16. LTE IMSI Catching Modes 17. Automatic Channel Analyzer The system shall support the following operational modes: a. Reject mode - catch all LTE phones of selected channel collect their identifiers and return the phones back to network b. LTE handover mode - force all LTE phones of selected channel (that are set to GSM/UMTS/LTE multi-mode) to move to the GSM or UMTS channel of the system and catch them eventually in the GSM/UMTS module. c. LTE selective handover mode - force a specifically selected mobile phone (set to GSM/UMTS/ LTE multi- mode) to move to the GSM/UMTS channel of the system a. The system shall scan all the real networks in the system's environment to recommend automatically which technical settings to use for transmission. b. Does not require a SIM card and Net monitor. c. Shall Include Channel Analyzer logger for quick loading of pre-existing scan. 18. Data Analyzer The system shall have tools to analyze all interrogated and captured mobile handsets data which is save automatically in the system and allow easy expo11ation of all data. 19. Interrogation Priority Module (in GSM) System should have embedded priority module that is transmitted over the BCCH channel. Such priority module should cause surrounding phones to register to the system even when the system is not 4

5 received as the strongest Base-station by the mobile phone. 20. Searching Criteria It should be possible to search a target in the vicinity of the system based on its IMSI or IMEI numbers. 21. Network Emulation While emulating a real-network (in GSM, UMTS and LTE mode), the system shall support transmission of all network parameters visible on the handset display, including: a. MCC: Mobile Country Code b. MNC: Mobile Network Code c. Cell Info (CBCH) 22. Captured Information The System should allow in all modes the collection of the following information per each interrogated phone: (1) IMSI, IMEI, TMSI. (2) Date & time of interrogation. (3) Home network. (4) IMSI/IMEI replacement (5) Last LAC position of the phone (6) Distance measurement (in GSM, UMTS & LTE) (7) Mobile Phone Manufactures and Model (8) Timing advance (TA) (9) GPS position of the system at the interrogation time (10) Real-time indication of previous interrogated phones (11) Real-time alert of phones existing in the system DB (12) MSISDN (Public Number): MSISDN shall be extracted 23. Protect Anonymous The system should be able to operate in protect anonymous mode which Mode 24. Distance Measurement 25. Time Slot Utilization per Channel 26. Fast switching between Networks will not intercept, display information gathering from non-target phones. It shall be possible to indicate the distance of all interrogated phones from the system in the following resolutions. a. GSM-150M b. UMTS- 40M c. The switching of interrogation parameters including change of channels and/or networks should be possible on the fly with no need to stop transmission. 27. Existence Check It should be possible to indicate if a captured target (in the GSM, UMTS & LTE "Accept mode" and "Selective Accept mode") is still captured in the system network. If a mobile phone has disconnected from the system network, it shall indicate (become grayed out) on the system screen. 28. GPS Location System GPS location and its trail shall be present on map while the system is on the move. 29. BTS Location The system should be able to show the location of neighbors BTS and the system location on the map. The latest Bangladesh map should be integrated in the system's user interface 30. BTS resources The system must have a graphical display of the BTS's resources notification consumption, phone captures and running time 31. Location Finding a. GSM, UMTS and 4G/ LTE Silent Call-shall enable operators to locate 5

6 32. Target capture and Location Tracking (UMTSILTE) the exact position of a target mobile phone, by creating a silent transmission from the mobile phone. Operates on GSM, UMTS and 4G/LTE networks m cooperation with different independent directionfinding device. b. The system must be able to position a target on a network frequency without the need to move the target to a clear channel. c. All the above silent calls shall operate without degrading networks like UMTS to GSM or 4G/LTE to UMTS and so on. a. While operating on UMTS/LTE the system should extract IMSI and IMEI, allowing Location finding of the captured phone based on 3G/4G silent call. b. Downgrade 3G to 2G for location tracking shall not be accepted. 33. Selective Jamming a. The system must enable a discreet jamming of targets, with no indication that a jamming is being made. b. The system must enable a full detachment of the target from the serving network for as long as the phone IS activated. 34. Live Voice Call Interception and recording (GSM) 35. Number of Concurrent Call interception (GSM) Voice and SMS Interception Capabilities a. The system shall capable to hear targets Voice Calls in Real-time without being detected. b. The system shall automatically record the voice calls & SMS in the system database and can be listen later on played. C. The High-quality audio files shall have the option to export in external memory. d. LTE phones can be downgraded to GSM/UMTS only for interception purpose. Minimum Eavesdropping System shall capable to leave handset's microphone on as long as the handset is under control of the system. 37. SMS Manipulation The System shall suppo1i the following task foe SMS Interception and Manipulation. a. Edit SMS on the Fly: System shall able to stop targets incoming and outgoing SMS messages and change their content and send them again with modified content as it is original message. b. Fake Incoming SMS: Send SMS message on behalf of anyone in the world (using their number or writing their name) to the captured target. c. Fake Outgoing SMS: Send SMS message on behalf of intercepted targets (using their phone number) to any other phone. d. Block Specific targets calls: Prevent specific targets from performing any phone call while other targets continues to make calls as normal while they are being intercepted. e. Outgoing Call Monitor: display all call attempts created by the captured and blocked mobile phones. f. SMS Monitor: display all SMS messages created by the captured and blocked mobile phones. g. SMS Alert: Send an SMS message to any specified phone to alert that the target has been captured 6

SIM/Mobile Change a. The system shall be able to detect and present any target from attempt to dial during the GSM silent call session. b. While silent call is activating over a target's phone for location finding purposes, the system shal1 allow automatic migration from silent call to interception in case of incoming (outgoing call of the target in the middle of the silent call session. When the target's call is terminated, the system will automatically re-establish the silent call session. a. The system shall capable of initiate a Fake Voice Call (GSM) from any specific number to the target from the system. b. Send a Fake SMS from any number to the Target. a. The system shall support interception of Calls and SMSs natively over 3G communication without downgrading the target device to 2G. b. The system interception over 3G shall allow interception of both incoming and outgoing calls and SMSs without any indication to billing record changes and for all subscriber including the roamers. c. Minimum concurrent call interception- 2 duplex calls. d. The system shall automatically extract the target MSISDN once the target is captured. e. A5.3 Key breaking module shall be supplied. a. The system shall be able to block any incoming or outgoing SMS of the target without degrading to 2G. b. The system operator shall be able to change the content of any incoming or outgoing SMS of the target before it reaches its destination without degrading to 20. The system shall be able to intercept data sessions with content extraction of unencrypted data. The system shall be able to apply and work in conjunction with Advanced Content Extraction tools in order to overcome encrypted IP content Minimum 4 System shall able to tune transmission power of the targeted captured phone. System shall Manually/Automatically can detect registered target phone. System shall alert once the target Phone/SIM is changed. Alert 48. Target Mode System shall capable to save resources for predefined target. 49. Random/Target Mode System shall shill down selectively only target phones or the entire UMTS phones in its surrounding area 50. Sensitivity Min -110 db 51. Form Factor a. The system main unit shall be portable with the following mechanical properties: 1. Max weight 40 Kg 2. Carry case with trolley 3. The SDR BTS's and the SDR power amplifier shall be integrated m the same portable tough-shell trolley case. 7

8 b. System main unit dimensions (W x H x D) in cm and Weight in Kg to be mentioned by the bidder including laptop, antennas, battery, network monitor and cabling. c. The system must have a real-time map position. 52. Hardware & Software a. The system will include both hardware devices and accompanying software. b. The proposed HW and SW shell! be latest available in the market. Supplier is to guarantee that the minimum lifespan of the proposed system is five years and all support including third party HW and SW is ensured during this time period. c. Supplier is to submit detail hardware configuration of the proposed system mentioning number/type of processor, RAM, storage, power consumption. d. The software will be modular and configurable and have clear evolution to future adaptation. e. The software for the system offered shall be on a robust, industry standard architecture. f. All SW operation, administration, user documentation shall be provided. g. All software license provided with the system shall be perpetual. If any software/third party solution needs yearly license cost, that should be included in the yearly maintenance cost after warranty period. No additional license cost for software/ third party solution will be paid during warranty period. 53. Scalability a. The supplier shall propose a system that would easily be upgraded or expanded, depending on demand dictates, component by component, technically and commercially. b. It is important that as usage grows, the system can be easily and cost effectively (i.e. quickly and cheaply) expanded so that overall service reliability does not fall. 54. Power Amplifiers and Antennas The Power Amplifier should be full software controlled (SDR) and should support multi-rat including LTE and Antennas to allow different transmission set-ups. 55. Data Storage a. Captured information shall be stored on the laptop DB with suitable DBMS (should preferably be my SQL). b. Support database of at least 20,000 different IMSI numbers and ability to query database online & offline. c. Provide real-time indications upon repeated identification, exchange of SIM card or mobile terminal. d. Able to create exportable report with statistical/historical analysis for repeated identification from multiple sessions, exchange of SIM card, exchange of handset via filtering tools. e. Able to present all the intercepted calls and SMS and playback the calls from the DB. f. The DB should be import & exportable. 56. Network Scanner a. The system shall include a network scanner that presents all the available GSM, UMTS & LTE networks' parameters without requiring a SIM card. b. The network scanner should be an integral part of the system (not a standalone device or box) c. It should be possible to present all available GSM, UMTS& LTE 8

9 networks in one scan. d. The system shall support an automatic set-up mode with advanced priority module that automatically prioritize and define the channel, PSC (in UMTS networks) e. For each received cell, the following information shall be displayed: 1. Channel number/scrambling code/physical Cell ID 2. Signal strength 3. Cell identity 4. Location Area Code 5. BA list 6. The system shall allow checking if a specific channel is in use by the real networks f. The system should log and store all the networks scanned information. 57. Dual-mode indication The system shall be able to indicate whether a UMTS phone is in dual-mode (GSM & UMTS) or UMTS-only mode 58. Initial Warm-up Time The system's initial warm-up time from cold-start shall not exceed 3 minutes. 59. Fast switching between Networks The switching of interrogation parameters including change of channels and/or networks should be possible on the fly with no need to stop transmission. 60. Battery Operation The system shall have facility to operate from external battery supporting at least 6 hours of continuous operation with full RF power output of 20, 3G and 4G modules simultaneously. 61. Remote Covert Operation The system shall support remote operation by using PC/Pocket-PC via wireless link. All software controls shall be available over the wireless control. Max distance for such wireless control to be mentioned by the bidder. 62. Car Operation The system shall support car operation and bidder will responsible to install the equipment in the car. 63. GSM Silent Call a. The system should allow activating continuous silent transmission of the target phone at any required GSM channel defined by the system operator, which is not used by the real network. b. The operator should be able to define the transmission channel, Time slot, training sequence and transmission over SDCCH or Traffic Channel (TCH). c. The target's phone transmission should be presented in graphic display of the DL and UP link transmission signal level. d. It should be possible to see the TA measurement of the target's transmission. e. It shall be possible to control the transmission power level of the target's phone. f. Silent call shall suppo11 automatic retry to regain connection to target in case of disconnection. g. The systems should have the capabilities of during continue of silent call from the system to a target GSM phone, target should be able to receive his regular incoming call and SMS and or target can make regular outgoing call & SMS and target can use his mobile phone without any limitation. 64. UMTS Silent Call The system should allow activating continuous silent call to the target 9

10 phone at any required UMTS channel defined by the system operator without move the target to GSM channel. 65. LTE Silent Call The system should allow activating continuous silent call to the target phone at any required LTE channel defined by the system operator without move the target to GSM/UMTS channel. The LTE silent call must be made only in LTE mode. 66. Real time Cross Matching System should be able to conduct real-time cross correlation to distinguish a phone (or phones) that exists in several interrogation laces. 67. Real time Alert The system should present a color-coded real-time alert for a captured target that is defined in the DB. Different groups of targets can be defined by different colors. 68. Programming the unit operation (Scheduling) It shall be possible to define a full operation program for unattended operation with the ability to automatically switch between networks and channels with definable sequence and time interval. 69. GUI a. The system should have a window-based control application and GUI. b. It should be possible to add any interrogated phone quickly to the System's target list, directly from the GUI interrogation list. c. C. The system must support an option for remote use and view of the UI. It must capable to run from any operating system platform (Windows, Apple, Android, Linux) from laptop, tablets r even smart phone without installation. d. The system must support simplified and expe1i operation modes. The simplified mode can be used by non- technical person. e. The single user interface should support all system f. function including network scanning, BTS configuration, transmission management, target management, location presentation (map) - surrounding BTSs, system and target location, database query, database management, voice and SMS interception etc. 70. Antennas and Accessories a. The system should be supplied with necessary number and types of antennas for all applicable bands. b. Number and type of each antenna should be mentioned. c. Gain (in db) of each antenna should be mentioned. d. Antennas with magnetic base is required e. Device to camouflage the small Omni antennas on the car roof with no special installation on the car (can be easily moved from one car to another) 71. Power Requirement a. System should work with both 220 Volt 50 Hz AC, 12 volt DC or 24 volt DC and all required power cords, adapters and inverters must be given with the device. b. The Vehicle power should be: 1. Giving the charging support to the vehicle main battery 2. Parallel the power system will charge up the batteries of the System. c. The vehicle power system should have the facility if the vehicle is in static mode and vehicle ignition is switched off then the power system will give continuous un-interrupted power supply from the auxiliary batteries to the system. d. An AC charger for external battery should be supplied. 10

11 72. Power Amplifier a. Power Amplifier should be embedded within the same Multi-network system chassis. b. GSM: The Power Amplifier should have min. 25 Watt power transmission up to 40 Watt at each channel. C. UMTS: The Power Amplifier should have min. 25 Watt power transmission up to 40Watt at each channel. d. LTE: The Power Amplifier should have min. 25 Watt power transmission up to 40 Watt at each channel. e. Internal duplexers and multiplexers to minimize the number of required antennas 73. Fault Management a. The proposed system shall be inclusive an alarm management system. This component shall constantly monitor the followings: 1. Application fault 2. Database fault. 3. Hardware fault. b. The supplier must provide a list of alarms generated by the system in its proposal. 74. UMTS Application a. 3G Silent Call -The System must able to perform pure 3G silent call for 3G direction finding without move the target to GSM channel. b. The targets phone transmission shall be presented in graphic display of the down and up links transmission signal level. c. Push Target Phone- The system must have ability to perform selectively push a target 4G phone to 3G for interception only. d. Transmission Power - The system must able to support configurable high-power transmission minimum 25 Watts per Brand. e. Frequencies - The system must support all available frequencies in Bangladesh. f. UMTS Spectrum Scanner-The UMTS spectrum scanner unit must decode all the 3G/UMTS information required for the configuration of the 3G/ UMTS active unit. g. Network Monitor - The system must able to detect the active 3G cells in the area and present it on the map. h. Blocking Capabilities - The systems must have the selective 3G mobile phone or selective network blocking capabilities. i. Multi Network Coverage Capabilities - The systems should have facility to automatic detection of 3G Networks in the relevant frequency bands and should not have any limitation on number of networks. j. IMSI/IMEI/TMSI Catching Capabilities - The systems should be able to detect 3G phones and their identities (IMSI, IMEI and TMSI) for the network of interest. k. Target hand phone's regular call & SMS Facility during silent call - the systems should have the capabilities of during continuation of silent call from the system to a target phone, target should be able to receive his regular incoming call and SMS and or target can make regular outgoing call & SMS and target can use his mobile phone without any limitation. 75. Remote Location Indication a. The system shall have the capability to estimate the target's position remotely and present it on a heat-map in its GUI. The 11

12 76. GSM/UMTS/LTE Hand-held direction finder 77. Environmental Operating Conditions System Heat Map shall combine several distance measurement techniques and complex algorithms to estimate the target's position remotely and present it on the map. This capability shall m1mmize homing-in time, as well as associated risks; operation exposure, team safety etc. b. The system shall combine 4 Location estimation techniques: 1. Signal time of arrival measurements (TA) 2. Signal power (RSSJ) 3. Triangulation of power measurements from multiple antennas of the commercial network (NMR) 4. Opening the GPS and extracting GPS coordinates (GPS Harvest) when available a. Minimum 2 in each technology (GSM/UMTS/LTE) hand-held direction finder to be supplied. b. Hand Held Direction Finding device must have the following properties included with the system: 1. The device must be portable, small in size and user friendly. 2. Should allow selection of both GSM/UMTS/LTE silent call signal (UMTS/LTE without moving the mobile phone to GSM). 3. Frequency Range: On any ARFCN 4. The DF should not be larger than 10 x 7 x 2 cm and 150 grams. 5. Accuracy: Pin-Point 6. The device should be concealed in a portable, small, innocent-looking bag, included with every homing device. 7. The DF should be equipped with concealed directional antenna 8. The DF should be controlled and monitored wirelessly by an external standard off-shelf smartphone device 9. The smartphone should visually present a clear arrow pointing the agent to the position of the mobile phone. 10. Additional indication should be provided by digital audio signals which clearly indicate stronger or softer when getting closer to the mobile phone 11. The following parameters must be configurable from the dedicated app on the smartphone: i. Channel number (GSM/UMTS/LTE) ii. Control the level of attenuation iii. Volume control iv. Indicator of receiving signal strength 12. Capable to integrate more number of DF. 13. Indicator to which azimuth the device is pointing. Within 15 days after tender opening the supplier shall give a live Field Demonstration in front of the committee. Factory acceptance test (FAT) is mandatory and supplier will arrange FAT allowing at least four (04) officers nominated by Police Headquarters at the manufacturer s premises at supplier s cost for a period of at least five 05) working days excluding travel time. The purchaser's right to inspect, test and where appropriate reject the goods after delivery, shall in no way be limited or waived by the reason of goods having previously been inspected, tested, or passed by the purchaser or its representative prior the goods shipment. 81. Training Subject to the Government Order, training will be conducted at Factory and Purchaser premises in following manner: Foreign Training: Training will be conducted at Factory site for 06 (six) Police Officers with a duration of 10 (Ten) working days. Training at Factory site will be considered as System Administration Training which will include higher degree of maintenance and administration knowledge of the system including functional module description, software & hardware troubleshooting, backup & restoration and overall administration of the whole system. Local Training: Training at installed site (Purchaser premises) will be considered as Operators Training for a duration of 10 (ten) working days for 10 personnel by foreign expe11. The operator s training shall be aimed to operational personnel engaged in day to day operation of the system. 82. Documentation a. The Suppliers shall supply list of following technical documents for the system not later than fifteen (15) days prior to delivery of the relevant Equipment free of cost: 1. All Operating, Maintenance and Repair Manual of the system and its major components. All manuals shall be complete, easy to use and comprehensive and shall be supplied in English in paper and soft copies (CD Format). Technical documents should contain pictorial presentation with glossary X 02 sets. 2. Backup of all software in CD along with instruction X 02 copy. 3. Any other related documents, instruction etc. required for smooth operation and maintenance of the system are also to be provided. b. All the bidders to submit the documents writing full description of the 13

14 83. Installation, Programming Testing & Commissioning items that can be provided by them not writing comply only. Installation, Programming, Testing & Commissioning has to be carried out at buyer's premises by the supplier's expert free of cost. 84. Acceptance The Buyer will accept the system after successful operational test by the buyer. An Acceptance Certificate will be signed by the Supplier and the Buyer jointly on completion of successful installation, delivery of items (as per contract) and satisfactory test/ trial of the complete system. 85. Warranty a. Supplier shall provide manufacturer s 24 (twenty-four) months comprehensive warranty for the supplied goods or any of its components there in, if found defective/not in compliance with the specification offered, will be replaced at free of cost within 21 days from the data of reporting. The repairing period shall be covered with all the components of the offered goods including third party components. b. The supplier shall provide certification on all of its supplied products that, it shall be brand new, 100% effective and use worthy during its valid date of expiry. c. In the event of any discrepancy found in the characteristics of the supplied goods (such as its quality, effectiveness, storage security, operational handling security, health hazard for the user), during its warranty period, supplier and local agent shall be jointly bound to replace the defects within 2 months from the data of written notification. d. The warranty shall take effect from data of final acceptance by the purchasing authority. If the principal or local agent fails to comply with any of the warranty obligations, the purchaser shall reserve the unfettered right to take any legal action against them, in addition to forfeiting performance security in full or which may deem fit by the authority. 86. After Sales Support a. The supplier shall provide 24x7x365 days online support for the solution b. The proposal for Maintenance and Support shall include proposed Service Level Agreements (SLAs), which includes all response and fix time criteria and the location of the resource expertise. c. The proposal shall include support for all offered system HW and SW if used components and modules including 3rd party HW and SW. d. The supplier shall exclusively state if support resources can be provided locally in Dhaka 14

Security of Information All matters connected with this procurement therefore come within the scope of the Section 5 of Official Secret Act No information directly/ indirectly related with this procurement processes to be divulged to any third party without the prior written permission of the buyer. 88. Licenses Supplier must provide all necessary hardware and software licenses (including 3rd party software/hardware). All licenses must be perpetual in nature. 89. Manual Supplier must provide 02 (two) sets of operational, technical and troubleshooting manual in English in hard copy & soft copy of all manuals will also to be provided. 15
